And since House Avarice is so certain of their own power, and only wants confort and a lazy life, they, actually, are very weak in magic. They have potential, but never developed it. You´ll see the most relevant example in Bucky itself. He starts as a common unicorn and, as the sotries go on, and he have to puch himself further and further, so does his magic rises up and up. But, in the beggining, he was a very common unicorn, with great knowledge, but no effective applaication. Most of his power develops through The Isles Arc, when he needs to develop or die...

Having the raw natural ability and developing it are two different things.
Lot's of ponies in Bucky's family have strong magic, but they never develop it. It is like having a body that is naturally athletic, but you never do anything with it. They have other means to let the magic out. Hobbies, painting, writing, etc. Minor tasks that allows them to passively ease off the pressure.
In time, we'll see Bucky condition himself. He'll take his natural gifts, develop them, and we'll see what he's capable of.

to be honest, it legityimately doesn't make any sense why it has to be necromancer. necromancy is perversion and death and decay. anything made from it is a lifless falsehood.
in other words the worst thing to make any new body part from.
and it doesn't make sense that they can't ue their own magic either. magic of healing and life could be used to create a new limb or restore lost ones. because you would simply be shaping material into something functional.
And yet, there is Diamond Tiara, quiet, yet far smarter than even she understands. A small foal of a pink pony who could walk into a room and command the attention of even the Alicorn princesses with one of her ideas.

Healing magic has been continuously and consistently been shown in this universe to have some pretty severe limits on it, with organs and severe injuries regularly shown to be beyond the ken of mortal healers (Bucky was similarly unfixable, if you will recall). This is exacerbated by the fact that healing magic is incredibly rare among ponies, and studying and figuring out how to do complex things with it is painful (don't forget that using healing magic results in you feeling the pain of that wound being inflicted on you) and probably has been long-perceived as immoral (since you need an injured pony to study with, and injuring a pony to do so is just...well, it's a method Bucky would use. Let's just say that.)
Chrysalis's healing methods are unique in being able to heal lost limbs and things like eyelids because she's personally been doing it for forever (no loss of information due to someone dropping a tome of knowledge in a lake or a fire), she has a far more advanced grasp of biology than basically any Equestrian, if not any mortal in the entire world (don't forget that she uses this stuff to shape her changelings, which are basically bio-engineered war machines; she's not just a wizard, she's an experimental biologist who understands the intricacies of every bit of her creations' anatomy), and that it's not healing magic so it is not beholden to any of the limitations thereof.
Organs are incredibly complex, and the eye is one of the more complex ones, with individual cells holding highly specialized purposes, it's not something that you just go "Okay, here's a whole retina" and be done with it. The lenses are complex, the muscular contractions need to be just right to allow a working pupil, and most importantly: Every single cell of the retina has to be individually correct, or else you'll confuse the absolute hell out of the visual cortex.
This is after you've managed to merge it properly to the optical nerve.
Limbs, in comparison, are relatively simple, so long as you can hook up blood vessels and nerves at all (I suggest just using your magic to extrude new vessels and nerves into your structure of muscles and bone, it's easier than trying to tie them together).
Meanwhile, necromancy has been established as able to break basically the rules of all other forms of magic, but is powered by the energy produced by demons escaping from hell. It's regularly used to heal things (all the liches were kept constantly alive and in full working order by necromancy, not by healing magic), and can even breathe life into things that are very, very dead. It's very much an art of manipulating life forces, so long as you're willing to deal with the whole letting demons out of hell thing.

Perhaps some horrible, terrible, awful, no good divine being wanted to test his creation's resolution and will. So, this deity, he creates healing magic, but it is limited. It works, but it has a price. Other forms of healing also exist, but everything has a limit. And maybe, just maybe, he wants to teach his creation about acceptance.
However, maybe, just maybe, something else comes along and offers a form of healing that bypasses what the creator had in mind, thus negating the lesson and subverting creation. And maybe, perhaps, everything has been one big miscommunication so far.

I can see many medical professional in Equestria feeling their careers being threatened if the alliance with the changelings pans out. Heck, apparently the doctors did more damage that Chrysalis has to fix if I remember right from one of the previous chapters. Doctors, nurses and even the healers who charge so much only the nobility could regularly afford them would possibly become obsolete with changelings around.

Bucky, who constantly goes about to justify his use of extreme force with "pragmatism", who wipes out his foes with no remorse with the great excuse of "I'm saving lives". Half of any encounter with the enemy consists of Bucky justifying it to himself both before and after the fact. He probably gives more excuses in this story for his actions than anyone else, if only because the story focuses around him.
