The problem is the law of averages, Celestia cannot be perfect 100% of the time. And even if she fuck up 0.0000000000001% of the time over a thousand years its going to happen quite a bit. But that the problem with hindsight we can only use it to guide our future actions, when we dwell on it indecision creeps in.
If Celestia had tried to find alternatives that time wasted could have been all the nightmare needed to gain control and ascend Bucky. As a world leader Celestia needs to be decisive and act for the good of her people. But also letting thoes around her offer aid balances the strict nature of a decisive ruler.

And now Flutterbitch is force-teleporting her best friend instead of talking to her rationally. Bein' a real great friend there Fluttershy. Making the pony you owe your... EVERYTHING to feel like crap because you pulled off something she didn't know was possible that very well could have buttfucked all existence if it had backfired, and feeling justified because you won on a gamble. I really do hate how nothing ever goes wrong for Flutters once she starts raising her voice. If only the universe bent over backwards for the rest of us in such a manner. Maybe the real leaders who have to make judgment calls with what's available to them wouldn't have such problems to deal with, then.
Besides, if Bucky was in Tartarus that'd give them the time to have figured something like this out to begin with. It's not like Scorch wouldn't have given Bucky the hook up. The nicest demon-crib, pimped out Lord of Winter-style. They weren't putting him back on the hook or shit. The point was to remove an infinitely horrible threat before it could happen and then destroy the world. Using Bucky's War-element and Nightmare Moon's knowledge of killing Solara, the entire local cosmos would have died just like the Omnicorn wanted. It's pure basic thinking to place that threat away from where it could do any harm, while thinking about how to neutralize it appropriately - separating Nightmare from Bucky, and returning Bucky home after a plan was devised and carried out.
But no, Fluttershy somehow has all the answers and instead of volunteering this information and telling Celestia that she had a definitive and tried and true method, or even a hunch, which she would have been very pleased to hear because she didn't want to put Bucky down there anyway, but had to based on all available knowledge. That's one of the principle things I can't stand about fiction, the people who are reasonable and logical and have to do what must be done are NEVER right when there's someone available who wants to take a risk too big to bother with, the most unlikely gamble possible, and will thus succeed instead.

Yes, Fluttershy's sudden jump to action after there having been a talk with Bucky was far from perfect.
But Celestia had her mind set on the Tartarus option without considering taking the chaos route (understandable after all her trouble with chaotic creatures), Discord was neither asked nor keen on speaking up and crossing a Celestia with a set mind (which probably frustrated Fluttershy even more) and I guess she had a chaotic hunch what to do.
I'm not mad at her.
But I think she could have said something earlier on (if she had a chaotic hunch just after the opening of the Tartarus portal, I retrieve this statement).

One thing people are forgetting is that she isn't just poor shy flutters anymore and instead is like discord and that she got a new backbone to go with her look. Also twi was demanding an explanation instead of saying thank you for helping Bucky and asking why she did what she did. I think I went on a rant..

This is kinda the point that was trying to be made. Everyone involved could have done something a little better. Bucky might have protested a bit. Celestia should have perhaps asked around a bit and tapped her resources. Fluttershy should have tried expressing what was going on, but there is a valid reason why she didn't, it just hasn't been revealed yet.
The only one who showed any type of real sanity in that moment was Scorch, who in his own way told Celestia that she was acting like a big baby.
But I don't see anybody condemning Scorch for his part in this and his subtle critique of Celestia's actions. I wonder why that is.
I still like Celestia.
In a way, I can relate to her.
I may not be a millennia-old semi-divine representation of a cosmic/life force, but I know the feeling of looking back and seeing where it all went wrong and wishing you could fix it.
You feel like no matter how many lines you draw you cannot seem to encompass the whole scenario.
It bites.
And with that we're one more GIANT step towards a little filly Celestia in the future.
