Dinky, you're screwed.

Bucky has been wholeheartedly against firearms, then comes up with a loophole in his own Stance? That strikes me as massive hypocrisy, and all I can see such tech doing is making current rulers even less confrontable be they good or evil.
Pssh, using magic to solve engineering problems.

For now, it is just theory.
An idea. There are still weapons... like lightning cannons on airships.
One thing to keep in mind, Bucky will have controls on his weapons, meaning it will be impossible for innocents to be harmed. So this is not as bad as it might first appear.
This mental torment cannot keep on. Bucky will break eventually. I'm guessing that Sentinel will come to the rescue... And then Sentinel will be grounded for the rest of his life for being so wreckless.

Rather than who is innocent, it is who bucky decides is innocent.
That being said I mean no offense with my comments, I simply see the thought that goes into the chase and am always up for a little intellectual sparring.
i cannot help but think that somepony would have already thought up such weapon methods already.......
Weaponization of Writer's Block
a hypothesis.
Without experimental verification I can only offer this.
1 The energy released would most likely be effected by the mass of the block.
The mass would be controlled by the type of writing being blocked. The mass of a comedy being much less than the mass of the block formed during the writing of a world class novel. Which would in turn be out done by the mass of one formed by the blockage of a sociology text or a math dissertation.
2 The second item to consider is the speed of the block.
It has been postulated that writer's block can move at the same speed that a typo can introduce its self into a text.
This speed has yet to be definitely determined. It is thought that this speed is a substantial fraction of the speed of light if not faster. Evidence for this is the fact that they can introduce themselves between the typing of the correct word on a keyboard and the appearance of the word on the screen. As for traveling faster than light it has still to be proven that a typo has mass.
If this can be proven then we can at the least set an upper limit to its velocity.
Taking a moment to define terms we have the following.
BM = Block Mass
TP = TyPo velocity
PU = Polythaumic Units Released energy
What little research has been done leads us to this formula.
PU = BMTP^2
# 2
This is unfortunately all that we have as the rest of the research records were wiped out in an explosion of unknown origin.

While Bucky generally means well in principle, I question the ability of a increasingly mentally unstable, demon-possessed, sadistic warlock to fairly determine who is innocent. I feel that Bucky's lack of accountability for his actions is rapidly becoming a major threat to himself and everyone around him, as the only authority figures with any significant power over him are Celestia and Luna. Furthermore, Luna's outlook is too closely aligned to Bucky's own for her to provide an effective counterbalance to his actions. Perhaps this upcoming trip with Celestia will shed a little more light on this issue.
Oh, and on a wholly unrelated note, would those methane rounds' cooling containment fields be magically based? If so, wouldn't be more resource efficient just to create enchanted projectiles that produce extreme cold on contact? The only reason I can think of not to simply create magical rounds is for use against anti-magic defenses, but magitek would be equally ineffective in that case. Yeah... I'm a nerd :P

Purpose driven magic.
As demonstrated in The Chase, with the proper enchantments, a bullet could not be made to harm someone with no hostile intent. It phased through them harmlessly or fizzled into a harmless effect like a snowball.
So it is not matter of who Bucky finds innocent. This is to make sure that the weapons created could not be used to oppress someone. A person with no hostile intentions has nothing to fear from these weapons. But those who actively seek to do harm would take the full brunt of what these weapons have to offer.
It worries me that people are already forgetting these important details.
Take notes people!
And there is no demon possession.

While I'm aware of the existence of purpose-driven magic, based on the details given to us in The Chase, Bucky himself is the lead researcher in the development of this form of magic, as well as the creator of most advanced enchanted weaponry. If he starts to become paranoid or violent, such spells could be lost or corrupted (admittedly this could be based off incomplete information, as I'm unsure who exactly is working on this sort of magic at present time in the story). I apologize for being unclear about the "demon-possession" though, I was referring to Sombra's Shadow (I think that's the correct term?) and phrased it in a a vague manner.

Sunset Shimmer and a number of others will also be a part of this process. This is not just Bucky working alone.
On a more literary note your solution to the weapons problem sound a lot like “The Weapon Shops of Isher” by A. E. van Vogt

Alright then! Thank you for clarifying that particular plot point.

Your formula is full of shit...
Is that corn?
5821086
Only for texture
5821195
Compressed methane rounds? You mean he is trying to design a long range fart gun?
5821367
Liquid methane is between -250 and -300 degrees.
Imagine a few drops of liquid methane touching your liver.
All these great ideas from Bucky, but he is forgetting a staple of warfare. Anything that can be engineered, can be reversed engineered.

Yes. All you need is a handy dandy type four unicorn, a talent for enchantment, the sort of talent that no one has had since Sombra, and you too can make perfectly safe munitions that bring harm no one except those who are actively hostile.
Be careful though. The patented Brain Scrambler technology is sure to cost you the minds of some of your finest researchers as you try to peel back the layers. We're talking total memory erasure. A complete mind wipe. So don't use anypony important to your national research.
When you buy Winterworx munitions, you buy defense!
Sentinel doesn't just know about the rats. Sentinel eats rats. My symbolism senses are tingling.
Also, Derpy shouldn't be surprised. What do you expect the embodiment of War to do when he's bored and sober?
Found a typo to disarm:
Missing "to".
5822184
I keep thinking I need to include a moment where Sentinel refuses to eat something. I just can't figure out what it would be.
5822118
Point taken. I had forgotten Bucky's DONUTSTEELtm grade tamper protection.
5822195 caviar? Because his sharp teeth can't pop it? Something that would be hard to eat with all sharp teeth.
They have. I believe we call it 'Bureaucracy'.
5825229 THIS! This is the most true statement Ive heard all day
Out of curiousity, I decided to google the autoharp to see what one looked and sounded like.
They look like very small harps with weird key things attached, and they sound sort of like a guitar.
Is it odd that I've been trying to think of voice actors for the characters in The Chase? So far I've been envisioning David Tennant as Sentinel, and perhaps Johnny Depp or Robert Downey, Jr. as Bucky, but I just can't put a voice to Lugus. I don't know why, and it's been driving me mad. Have you had any ideas similar to mine, perhaps?
7024478 Lugus could be Liam Neeson.
7190391 I am totally reading Lugus with Liam Neesons voice now.
