It was a good chapter. I had a feeling that Bucky was either going to hold it all in and have a massive nervous breakdown, or he was going to have an emotional breakdown. The emotional one is perhaps easier to deal with, but it's no less painful. It has to be hard for Berry and Derpy to see him like this.
With the new Pecking order established I wonder how some of the things will change.

Imagine if you have infantry. But that is all you have. As an army, you are fuxxored.
Now, you back that infantry with some well placed artillery strikes. Hey, things just got better.
So you have infantry and some artillery, but what about mechanised infantry? Ooh, even better, mobile armor! So you have pretty good command of the field, but that isn't enough.
No, as we learned in Viet Nam and many other conflicts, surgical airstrikes are a powerful boon.
Combine all of these elements together and you have combined arms. Well, that and the ability to deploy troops almost anywhere.
And yes, combined arms are coming to the isles. Everybody has NO IDEA what I am about to do.

Bucky finally broke the right way.
The pecking order has shifted, but the social order remains the same. Keg Smasher is still Laird. He could have fought back obviously, but what would he have gained from doing so?
This chapter was intense, particularly with Bucky's breakdown and the long-awaited conflict between Keg and Derpy. Still the fight gave me a few questions to ask. When did Derpy learn how to box? Also, how can Keg Smasher, who is apparently a giant Pegasus warrior who had to fight his way into ruling, could get the crap beaten out of him so effortlessly by a mailmare who grew in a peaceful town? I don't want to criticize it's just that this is the most badass version of Derpy I've seen yet and I still have trouble differentiating her from her other characterizations in fimfiction. Anyway, great chapter.
Wow. This was a good chapter.
I admit that I was incredibly shocked by Derpy's actions in this chapter. I had to reread that part twice because I couldn't believe what I was reading. It is a good thing that Keg Smasher is an even-tempered and incredibly deep stallion or else Derpy might have regretted what she did in the future.
As for mistakes: didn't see any. Hopefully not because I was just so engaged in this chapter. Things are always darkest just before the dawn, and now good things are coming! I'm so excited.
Also, I am amazed you have stuck to this story after 70+ chapters. Not only that, but your updating habits are incredible with one or two chapters a day WITH other projects on the side. I can't help but admire your tenacity.

I supposed that
1) Derpy caught him by surprise
and
2) Keg Smasher saw this coming and purposefully didn't fight back (even though Derpy got a few lucky shots in)
Plus, throughout this story it has been mentioned several times that Derpy is quite muscular for a pegasus. Either that is because of genetics or from carrying heavy mail all day I don't remember.

What would Keg Smasher accomplish by fighting back? He's big, he's tough, and he can take it if he has to. He clearly knows he had it coming and Derpy brought up the point that Keg Smasher has been using Bucky quite clearly.
Plus, he got Bucky to be the bad guy so he wouldn't have to be.

Human mailpersons can carry over a hundred pounds in their bag, and they have a truck or a jeep to carry their excess. Derpy has no truck or a jeep, so she carries the entire routes worth of mail in one go. I did a little guestimation. Rainbow Dash flew with several ponies, and you figure they have to weigh a few hundred pounds each. So 300+ on the average seemed reasonable.
So not only does she have the strength, but she has the endurance of a block of granite.

If they really are that powerful, and that many families owe them so much, then they could easily command their own army. Now, what they'd do when they see Bucky standing against them in his new state... if they had any sense, turn tail and run, or they will burn.

Seeing Rising Star take charge was wonderful to see. School is in session, dammit.
As for Bucky, the poor things been broken so often, it's no wonder he crumbled here. Still, now he can be reassembled even better than before. Fortunately, love is an excellent psychological adhesive, as are earth pony sanity glands.

I don't really see the whipping as that big a deal, but I can understand that 1: he is a pony from the mainland where this is probably some sort of grave nightmare scenario, and 2: that, as mentioned in the story, situations have piled atop one another. And i can see some possible futures where the well being of his family requires he hurt another pony.
Still, great work and I hope you keep up this godly update speed.
Sigh... I'm emotionally jaded enough to feel this level of suffering was appropriate. Real enough to establish the threat level and social disfunction within the isles. But what really gets me is the talk of running away. I understand where the feeling comes from, all the pain and the fear. But once they stuck their noses into the affairs of the islands, decided to give them an example to live by, light a fire of hope in the people, to abandon them now would be one of the worst kind of sin. I know they won't in the long run and this is all coming from one of the worst point in their lives... Well all I can really say is show me the strength of your resolve herd Bucky, if your gonna come in here and judge the way things are done here, show us your better than those Canterlot thieves. They That come here, judge us to be unfit parents and taking our foals. Show us your better than those bastards who abandoned us to these Celestia forsaken Isles in the first place. If the ideals of family are worth more than two shits, could you leave us, we who are your kin, if not by blood than at least marriage. I know you will do right by us, and take solace that it's only darkest before the dawn.

I expected Piña to say "We love you.", not "We need you." Yes, of course Bucky is needed, but I expected the love to drive Piña's words the most.

4570692 So, you justify whole-sale slaughter of them because they're animals? Bears, owls, eagles, and wolves must feed to survive. Does that make them inherently evil? Is Bucky going to hunt down and eradicate every creature that ends and/or consumes life? What about Thistle? She eats fish. What about Sentinel and the other lunar pegasi?
If you purposely stepped into a predatory animal's territory, with the intention of confronting it, are you seriously going to blame it when it tries to kill you? I would imagine not.
On the other hand, you have this farmer who sells his 2 young daughters, for food, to another farmer who has a reputation for mistreating his wives. When the farmer discovers that his daughters have managed to get out of the agreement, he kicks one of his daughters in the face and breaks her leg.
Ultimately, arguments could be made against either parties, but that's not the the real issue here. The real issue is your writing (bear with me for a moment). With this chapter, you've set up Bucky as a very morally-flawed character. A very protective father, who has no qualm with committing genocide against a non-sapient race of wolves, but breaks down upon having to punish someone who knowingly sold his own daughters into slavery and then maimed one of them for not complying.
Whether you realize it or not, you may have inadvertently turned Bucky into a hypocrite, or at the very least someone who isn't nearly as sure of their convictions as we've been led to believe.

Also, these are shadow wolves that feed on fear and drain the life from their victims. The constant fear they generate contributes to the state of desperation currently present. Are you saying the ponies deserve to be vampire victims without reprieve?

The ponies have been on these islands for how long and haven't developed any technologies or abilities to defend themselves from the monsters they share the islands with? If you're going for any sort of realism, then that fear and desperation you speak of would've been more than enough for these ponies to adapt to their hostile environment beyond "don't go outside at night". Sweeps or no sweeps.
In the end, though, you're the writer, not me. It's literally entirely up to you how much, and in what ways, these fictional characters suffer.
I still really don't like it when people rule 63 the Hearth's Warming pageant characters & try to pass them off as the genuine version.

Can you explain why? Somehow, I have failed completely as a writer and all of my efforts are for naught. Cause that is what I am feeling here. Somehow, I completely failed to establish the vitally important bits of character history and establishing his long history of mental issues.

I forgot he had the breakdowns, its just his character seemed to get so much harder/tougher as the story continued and I thought he had got past that. Idk things.

You gotta admit though, at the start he was a nervous wreck, and now hes practically Sombra V2 on the side of good. Thats one huuuuuuuuge personality shift. Everything was explained during it beautifully and you can just blame me for forgetting things.
Will it eventually go back to being a lighter tone like at the very start during the actual chase, because that seems like a happy ending. Or are they gonna be too mentally / physically scarred from this?
