Well... big old raspberry to that mess. I have no idea if anything was accomplished there. The inability to maintain order was definitely worrying, but as to the rulers' concerns of what equality would do to the way things are... didn't they just have the whole nation turned on its head a while back? This seems like much less apocalypse causing stuff than that, yet they fight when Rising simply brings the issue up. Ugh... I'm going to return to thoughts of Slippy's way of handling this. Cuteness, come at me.
Once again, Celestia's Solar Guard are fucking worthless trash not even deserving of a job cleaning public bathrooms on OUR WORLD, let alone being a Royal Guard charged with keeping the peace, protecting all the races in Equestria, ect. There is something to be said about the Fanatic Loyalty of Luna's Night Guard. They actually know how to do their fucking job and are Loyal only to her and anyone she says for them to follow orders from. They can't be bought out by someone with a bit of money for them, or whoever is most important in the new government they wanna brown nose.
I think at this point, The Stable meetings should be watched over by Bucky, Loki and Lugus instead of the Solar Guard or Night Guard. The Solar Guard is obvious, and the Night Guard because in their armor they look like nothing more than winged Quadruped Tanks.

Ok. Like you said, some of them are are the greatest thing ever. However there are too many it seems that are loyal to anyone but Celestia or Equestria for that matter. With how this is going, I am sure someone from a nation still bearing hostilities could buy out enough of them to either look the other way during an attack or outright help that it would cause trouble. Or even worse, mirror travelers finding a way to buy their loyalty.
Not quite sure how if they're under a geas in the first place to make sure they do their jobs as they're supposed to without special interest groups and whatnot, how those underrepresented still get pushed out and the big groups get more representation. Seems like a failing of the geas.

The issue here... is the choice and the right to choose. Luna clearly favours a totalitarian approach when it comes to her guards. Celestia offers personal freedom. Celestia has thousands and thousands of more guards enlisted in her ranks, while Luna has very few in the bigger picture of things. Because very few willingly want to give up their personal freedom to serve.
As for the Myrmidons, that's not even totalitarian... I based their entire structure around theocratic fascist fanaticism. Princess Luna is their Goddess and Buckminster is her Prophet. Their word is inviolate among the ranks. This is an AWFUL thing and no one should be cheering for it. Or maybe they should. I don't know. I try to leave my own opinions out of it.

Its not so much the Geas on the Stable Representatives is failing. Its that they Solar Guards are open to manipulation unlike them. Obviously those who aren't on the Council and are trying to Work around the Geas for their own self interests are keeping those who could get in the way those interests from attending.

Under the geas, they can't lie. They cannot accept bribes. They do not get paid for being a stable rep. The geas in simple and uncluttered. It tries to leave as much personal freedom as possible, while also trying to make sure the most obvious points of weakness are addressed.

Well, one very difficult thing is... it's entirely possible to believe that something that, to someone else seems incredibly selfish, but to them is actually very even fair and not selfish.
It's possible that the people who ordered this guard to do that believe they are keeping order and doing the right thing by enforcing a hierarchy in society. Or they believe that this larger group deserves more important representation.

I suppose the geas needs to be modified then. If they knowingly accept or support anything that could be considered a bribe (monetary or not) through family members, they should be punished, harshly. Clearly they've got interests other than supporting their country to the best of their ability and have ulterior motives. To be fair, Neither the Myrmidons nor the Night Guard have yet to betray Luna and their jobs, while the Solar Guard have done so twice to Celestia. As heavy hoofed as Luna's methods are, they work.

If they're going to do mind control, then... well. Despite favoring Celestia's approach, if everyone is that stewed in greed, then perhaps Luna is correct. Give them one generation of being MADE to do the right thing and MAKE them pass on good morals and work ethic to their children.
Because really, racists shouldn't be allowed to raise the children they have - and shouldn't be allowed to breed anyway. If you give freedom of choice to someone like that, they're going to choose to be bigots, because that's what they wanted to be - they'll never choose differently until you make them see differently - and the problem is that most of them will automatically REFUSE to see differently no matter how much proof you dump on their lap. Then they'll pass that on to their children.
I mean look at the WBC, for instance. They use their babies and toddlers as meatshields and teach them to sing their gay-hating songs and whatnot. I know they're primarily a troll group (without realizing it), but that makes a good example. People like that don't deserve breeding rights. If conventional methods don't work, then force of some kind is all that's left - in this case, magic. Maybe some way to detect those who harbor sweeping generalized hatreds and sterilize them until/if they see the light.
If things get left like this, the greedy and intolerant will continue to populate the nation, and divisions will grow. I favor the freedoms of people, but when someone uses their freedom to oppress, spread hatred, narrow-minded ideals, greed, stupidity, and profiting off the harm of others - they don't deserve that right. Freedom of choice should mean the freedom to choose how you will be a decent person. Not if you will be or not.
Edito: That said, I do understand their viewpoint, even if I don't agree with it. Things are unstable (lol) right now, and no one's sure if there's enough for them and their families. They don't want to have to share with refugees and those peoples (donkeys) who didn't get a slice of the pie before. Because NOW the pie is too small to share from everyone's perspective. It's not the land of milk and honey it once was, and generosity shrinks accordingly compared to what's available as surplus.

True selflessness is a fairytale, or something horrific like the Borg. Everyone in existence is out to serve themselves. Selfless acts are usually done so people feel better about themselves, ie not truly selfless. Magic makes it easier for ponies to serve themselves, which would explain why it is so rampant. Kudz even explained in the chapter that the least magical specie has the least selfish tendencies. Balancing everything is the point, harmony the end game.
Perfect society is not obtainable, or even wanted. There would be no point in living. Just let War come and be done with it.

Personally I feel the geas is a perfect approach...heavy hooved yes, but considering it took a complete collapse of the social structure to get things back on the right track I would say a little geas here and there to make sure we stay on the right track would be par for the course.

Not many characters in the story would be able to deal with a screaming flaming child. Bucky, rising star, Sparkler, scorch, maybe Twilight Sparkle, and Celestia. That's a two parents and one grandparent in the whole heard. that means child could potentially suffer social problems and potentially have fear based anxiety towards their own powers. if it turns out to be such a child this could be another problem the heard will have to struggle through.

Not entirely. This is also about survival. When you have a population that is so self-absorbed that it is destroying itself, you don't HAVE a culture. What you have is the corpse of culture, tangentially staying afloat on the backs of the same misers who killed it. The equines are a herd race, and everyone is out for themselves, even amongst other ponies - never mind the others who also need to adapt and be adapted to. Like I said, if conventional methods - carrot-and-stick, cautionary tales, assistance, incentive, etc. aren't working, then in order to preserve your society and your people you must MAKE it work. This is the difference between a mortal viewpoint and an immortal viewpoint.
"This is a terrible thing to do to people!" You mean these people who only live like 60-70 years, who are destroying everything for everyone who comes after them for thousands of years more? IF things last that long at the current rate of decay. In the lifespan of a country, that's not even a sneeze. By regulating things for just a short time, you can ensure the safety, freedom, and prosperity of millions for the rest of the future. Isn't that your moral duty? Or would you sacrifice millions for the greedy and oppressive few who want the 'right' to be terrible people and hurt others?
It all comes down to the old thought project: If you went back in time and met Hitler, would you kill him?
Obviously it doesn't specifically refer to Hitler, because frankly he started off doing the right thing and then went too far. But the idea applies, if you could save all the innocent people and give them better lives by killing or making life horrible for comparatively one or two people, then shouldn't you do it? If you come up to a point where you can make that decision and then you DON'T make the decision, then all that blood is on your hands.
Here's another example, a bit more pop-culture-y. Batman doesn't kill, he says this is so he doesn't snap and become a villain. But every time he's put Joker away, and he's escaped and killed hundreds almost every single time - all that blood is on Batman's hands, he murdered those people because he had the choice to do right by them by sacrificing the life and consideration of that which is evil, and instead he chose the coward's path. Batman knew if Joker got out he'd just kill more people, and every time he chose not to kill the Joker, knowing Joker would escape without fail, he sacrificed those people - he sacrificed them to keep Joker alive, the one who would kill them, who would kill more.
Doesn't seem so heroic or moralistic an idea anymore, does it? It's the same in this situation, if these racists and bigots are allowed to pass on their horrific ideals to the next generation, then the next generation will continue to champion said ideals, and pass it on, and pass it on, and pass it on - they'll leap on every opportunity, every shift in society and government, every changing mood of the world to create more converts, who will pass it on! It will not end!
That's how OUR society got so fucked up. We allow horrible people to pass on their corrupt viewpoints, and the hatred and evil and oppression and greed and destruction and lies and manipulation and indoctrination just spread and spread and spread. It's even worse for them, because we're an individualistic mob, whereas they're a HERD species that is becoming more and more individualistic, against their very nature - killing themselves and their culture and society!
I am a strong believer in the persecution of the unrepentant snakes to bring about a better and brighter future to those who choose to be decent or can be saved from themselves without undue damage to those around them. People can choose to be human/equine, or they can choose to be monsters. Monsters don't deserve consideration, and only exist to blight others with their presence and ideals. They make it so they're necessary, make it so you can't see how evil they really are - they blind you with PR campaigns, and tossing money to children's hospitals and such, money those places would have already had if those people hadn't already taken all of it for themselves anyway. They say things that sound alright if you don't think, they make you feel good about yourself while championing things important to you, so that you don't realize you're dancing to their tune, that you're spreading their bigotry and hatred, becoming an instrument of oppression for them. Utilizing your place in the communal structure to unknowingly spread and strengthen corruption that infects others, until it becomes so goddamned saturated that people figure it was always that way or that they're justified in this mode of thought - when really they're not thinking at all.
That is a monster. It doesn't deserve to live. It doesn't deserve to breed. It doesn't deserve to be able to choose, it's already proven it can never be trusted by the damage it has willfully caused for selfish and baseless reasons. Blood in the streets for a little while, then... utopia. In the actual sense of the word, not the ironic failure it's undergone.
A guard that is loyal to itself rather than the state witch it serves is in dire need of reform. France had the same problem back in the nineteenth century, and after a rather three simple steps they became the biggest, most efficient military force in the world. I believe the same could be done here.
1. New uniform handed to them by the state. Nothing inspires a feeling of unity like a universal uniform for all guards regardless of tribe.
2. They are payed directly by the state. No middle man. Loyalty to the hand that feeds is the oldest principle there is.
3. Lower officer positions granted based on performance. Again, it can not be stressed enough how important this is. Lower officer positions such as corporal, sergeants, lieutenants and majors. If equestria doesn't have them they need to instate them and then populate them with the ponies that actually act the best.

It's funny you mentioned Hitler, because that's all he wanted as well. A perfect society of genetically superior people. Where everyone lived in harmony. All he was doing was getting rid of a culturally precived evil that he felt was destroying society. While his ideals were flawed and his methods insane at its very heart your brand of social re-engineering is the same. Hell I too believe measures should be taken to breed racial diversity into the population because I believe Hybrid vigor strengthens our species as a whole. But what's after these changes.
I know you propose something akin to chemotherapy, a shot of poison to kill off the cancer. But this shit is malignant, you may stop it for a generation or two but you better bet it will pop-up again. Bigotry may be taught but it has other more base components as well that won't just get better if ignored. It's something that needs to evolve out of a culture. Just as sometimes illnesses need to run their course.
The poison you inject may kill off the cancer, but it will do a lot of damage as well. While you belive that damage is worth the gain, I say it's not. It's not going to go away just because you pretend it never existed. And by forcing it out like you propose all it will do is force it into hiding. By fighting it out in the open it allows for proper healing to take place, it may take longer but at least you aren't sacrificing your soul to do it.

It'll pop up in smaller parts, like it originated in. The people who spread it, who get on their boxes and bend the minds and hearts of the people to accept their own personal hatreds won't get to have boxes, or a crowd that will bother listening to them. Easy to deal with.
And no, taking care of it with a blanket solution starves it. There's a difference between smothering a problem and driving it to hide. Fighting it 'in the open' is an all-too-obvious trap. You start giving more and more coverage to these people and their ideals, and they eat it up, they use that attention to spread their propaganda, to get their ideas wormed into the hearts of anyone who hears about the efforts to rid society of these people. It'll strike a chord with them, just like it's designed to, more people will hear the words that tell you to look out for yourself and yourself alone, to hate those who are different, to shun them and push them down or out so you can have more, more, more for yourself. It creates martyrs, it creates people who use arguments a bit like yours that say "Hey haven't we punished them enough?" when no, clearly we have not because they're still breathing and that means they can spit venom in your ear.
But this? Magic can solve this. A generation of force, and a fixed society - you have everyone living together as they should, people won't have a REASON to buy into all of that. Pony or griffin or donkey, they'll look at the creature next to them and think "This is my brother." not "This is one of THOSE things, out to steal my slice of the pie." The ones who, for whatever personal reason, form and try to spread that hatred amongst others would find resistance to their ideas rather than people trying to ignore it while it seeps into the back of their heads. Sure, there's always the outlier, but the point is making sure it's no longer the status quo, that it's no longer something running rampant and unchecked. Smaller problems are always more manageable, and therefore always good.
And short-term sacrifices are worth the gain. I would find it reprehensible to spend more consideration for people who would poison and twist society, worsening and destroying life for all the generations to come, all those otherwise innocents who become victims of their parents' evil ways of thought, or those innocents who become the victims of those victims-turned-monsters-themselves. They don't deserve it, but the people who have to suffer do - and by giving that consideration to the people who would hurt them for personal gain or profit you are automatically denying it to the ones who need it most. You can't give it to both, they're too diametrically opposed. You have to pick one or the other, anything else is a stopgap measure that doesn't actually do anything to help, just stall.
My idea with what they could do with that magic, with the geas and the sterilization, is a self-propagating solution. It spreads itself, it continues itself. Only those bent on hurting others for no reason are inconvenienced. In nature, the strong are allowed the privilege of passing on their genes - if the weak breed, they create a weak generation. In society, only the decent should be allowed that privilege - to create a legacy. One that shores up the strength of the nation, repairs the bonds between its people, respects everyone despite what or how they were born. The ones who would tear everything down or control it for their own greed and hatemongering? Why should they be allowed to propagate and then plant their corruption in the minds of that spawn? Why should they be allowed to have children to abuse in such a way, who would grow up to abuse others?
If these people are killing your country, killing your people, your way of life, breaking down those already frail bonds that you so need to survive as a community and people - then clearly the only logical recourse is to rid yourself of those people and their way of thinking. Nothing else worked, or else it wouldn't be a problem anymore. No great change comes without sacrifice or bloodshed - the civil war just illustrated that. It would be like getting rid of the unicorn nobility at the source.
The sacrifice? The Old Guard generation full of hateful and greedy people. Part of the next generation, who would have come from those disreputable and vile persons, and a very small number of them might have been decent or incredible people. But for the future of untold millions, that's a small price to pay. You don't get something for nothing. Saying goes, "Freedom isn't free". There is a price for cleansing their population of its taint. There is no haggling on the future - you pay whatever it costs without blinking or looking back.
Both Celestia and Luna are wrong. They're both so set in their ways: Celestia the nurturing mother while Luna the keeper of order.
I stated earlier Celestia would be the hardest to change despite her desire for things to change for the better. We're seeing it now. She is reluctant and already wants to pass the responsibility on to someone else because she knows she can't do it. Luna, as you recall, was the one who changed the most during the story. I still believe this, but at the same time, old habits die hard.
What she is proposing is essentially mental slavery...or even mental abolishment. The suspension of free will is nothing more than a form of slavery. This would be the resurrection of House Averice all over again. I don't think Bucky would approve if Luna proposed her idea to him instead of her sister. Bucky, being mortal and understanding being under the expectations (or lack of) from his parents, was an unwilling slave then. Now, he is a willing slave in the service of Equestria and its princesses. He loves them dearly and is not afraid (anymore) to tell them when they're doing something stupid. He's got enough stupid under his belt to point out when others are being stupid.
Luna's idea is a catastrophically bad idea. It leans terribly close towards the territory of the Mirror Travelers.
With that in mind, Celestia has the complete opposite problem: She's too nice. She's too lenient. She is so fully in favor of free will and the hope the love her subjects have for her would be enough to point them in the right direction of doing what is necessary to make Equestria stronger in the long run, she has forgotten how to discipline them properly.
She needs to stop treating her guard like civilians. They're soldiers. They have standards that must be higher than what is expected of Joe Citizen. They need something like the Uniformed Code of Military Justice. Guidelines. Luna's Myrmidons are a good example (in the extreme, of course). Tone down the training and requirements of Luna's elites, and you can have a lean and efficient Solar Guard that is willing to obey the law and do the things necessary to keep order without restricting basic freedoms.

I can't in good conscience agree with comparing it to House Avarice. Avarice was, as the name suggests, greedy, power-hungry, and ultimately corrupt. Putting this in the hooves of the Princesses, who love their subjects, and their main goal is to see them flourish practically, emotionally, and mentally in the best of health, with freedoms and protections going hand in hand? This is the only situation where such a thing would be permissible - because the people in charge love you and need to do what is best for everyone.
I mean, no one complained when the unicorn nobility went down. The people I'm talking about getting rid of are of the same minds and actions as the unicorn nobility, just lacking the pedigree and wealth. Or are holdouts from that old structure directly. It's the same thing as then - mopping the floor with the evil-types, and leaving better people in the wake. The ones who need to go are hateful and manipulative, and without strong magic and some force - they aren't going anywhere. If such petty hatreds are allowed to continue, it will always reinforce and propagate itself, until someone cracks down and does what is necessary to get rid of it.
I think people are knee-jerking over the idea of a removal of freedoms, even if it's ONLY for the people who are the problem, because they're imagining being the one to sign the order and lack the temerity to put pen to paper and drop the sword over the proverbial neck of society's cancer. These same people would be glad if it just happened by someone else's hand, even if only secretly. Their lives would be better, the lives of everyone else would be better - the only downside would be what people tried to make INTO a downside.
You can't have harmony when disharmony itself prowls about, subverting and slaying and bickering and brawling and stabbing and robbing and murdering and manipulating and corrupting everyone it comes across, either directly or indirectly. But here we have three alicorns, a pseudo-alicornequus, two genius casters, a draconequus, and a whole bevy of gods who could make it happen. Choke out the sickness, then life continues on, better for everyone who wasn't a worthless sack of crap. Why waste rights on someone who's going to pick your wallet and then stab your children when you aren't looking? Would anyone defend them based on perceived moral high-ground if they realized how badly their lives have been impacted by such people? How much life could have been better? Still full of hurdles and lessons and challenges to overcome so you can grow strong and prosper, but free of the elements that are not challenges - but rather walls that cannot be scaled and exist to stop you from ever moving forward again.
That's nothing like Avarice. So I gotta say that both Princesses are correct. Luna to apply the force (I also really like my sterilization idea), and Celestia to guide and soothe and show them the light. Can't think in mortal terms here, a mortal can 'plan' for the future, but all of our concepts and our understanding is based within a window that's essentially the average lifespan. We can't appropriately conceptualize how much damage a problem can cause down the line, nor can we assign true importance to it - "Oh, we could handle it some other, gentler way." That might look pretty for the next 40 years you're alive, but what about your grandchildren and their children? They'll still be dealing with it- maybe it'll be worse, because if you don't stamp it all out at once, it'll grow smarter. And if you passed down that sort of thinking, it'll be part of their fundamental core beliefs, which means they will also be against ripping out the core issue to fix it.
It's like how you do with a garden that becomes choked with weeds. Till the whole thing under/burn it down, and re-plant. THIS time you put in the effort to catch any weeds that start sprouting up, so they never get a foothold again.
If no one's going to shoulder the burden of making the hard decisions that hurt for awhile before it gets better, then nothing -will- get better unless someone pulls a miracle out of their plot hole. All the hoping and thumb-twiddling in the world won't change it if you sit there ignoring the most likely-to-succeed solution hoping that a gentler one shows up. Meanwhile everything else is turning to crap.
I also can't see comparing it to the Mirror Travelers. Again the principle factor is that they are insane and don't care about each other. Another issue I see is people are so loathe to use something that a madman used - but failed simply because he was mad and evil. That does not mean that someone who is good and intelligent could not make it work properly. It's just a knee-jerk stigma that precludes rational thought. They're loathe to do something a madman did, but find it nearly perfectly allowable to let corruption spread to the innocent, which seems far more insane to me.

I will not win the argument here, with the advantage of magic where such things are possible your idea has merit. However what sickens me is that anyone who would do such a thing is not someone who can be trusted with guiding civilization for the better. Anyone who has a differing view to your ideal could become a target, with absolute power that the princess whiled if they were to take such actions they should no longer be trusted with rulership. While this idea may have long term benefits by eliminating bigotry, it also proves that they are willing to kill off populations who simply disagree with them. You may claim that the goal is altruistic, but these people did not commit any crimes. Every one operates within the law, each one believes what he or she is going is for the greater good of their people, and you want to simply eliminate them because they disagree.
Such leaders are not to be trusted, if the want to play Gods then maybe they should step down and let the people rule themselves, then Celestia and Luna can watch and play gods with the lives of the ponies, but they lose any right to rule. Governing entities do not get to play god with its people, they represent these people just as much as the the normal citizens. They must be counted and considered just as much as the Donkeys or other minority. Just as criminals are still represented, just as much as they are citizens bigots are normal people who deserve consideration.

The incident in the Stable definitely could've gone better. At this rate, they may need to throw out most of the representatives. Still, the vote hasn't been taken yet.
As for the guard troubles, there is a middle ground between just hoping for the best and magical mind control. It's a military unit. It needs discipline. Celestia should know this. I know she's been held by the hoof for much of her adult life, but this is just depressing. In any case, Shining Armor will probably be a good consultant for this one. Or any other world leader with a military whose competence is not dependent on hypnotic conditioning. Another thing Celestia should know, if only through Twilight's friendship lessons: Asking your friends for advice can be helpful.
