I actually had a fan theory on WHY Sombra and by proxy Bucky likes stairs.
Stairs, for the most, part follow a simple geometic pattern. Usually a ratio of 1X to 1Y by Z based on the size of the entity using said stairs. This ratio of sorts is a constant until you get to the termination point where it becomes flush with the ground again. Baring things like spirals or right angled slopes for inner building areas. By and large the ratio remains constant.
You know what else has a repeat geometric shape that replicates its self in nature but in more faceted form?

Yes, I like the water wheel much better than the magnet. Natural resistance built in and the water will act as a heat sink, any strange excess of heat that could evolve will simply evaporate the water, making for less gravitational energy available per cycle and therefore a reduction in speed. The device largely self-regulates. As Becky pointed out, it's also one of the simplest designs possible, so it is endlessly replicable. Even if they were destroyed they could be easily replaced and customized to any task or output.

You know, Bucky may be right about the consequences of Lyra's generator, but being right doesn't stop him from being a massive hypocrite. How many times now has he destroyed thousands of lives in pursuit of some greater good? But when someone else does it, and completely non-violently no less, it's a potential problem, not the right thing to do.

Bucky is aware that he is a hypocrite though, and is aware of the ruination that he has caused. That's why he didn't say anything about the issue. He also knows that he won't live long enough to see this become a problem, so it is something that somepony else is going to have to figure out.

I have some thoughts/questions about the story. They're very flow of consciousness, so not really in any order.
1: I'm curious how many siblings the Fates have. Though its useful to have the same status as Luna and Celestia, the Fates have shown they will put the greater good above the well being (though not the life) of Bucky. They obviously note he is significant in the course of history, but I'm curious how many others have been touched by the Fates.
2: Though Bucky has sworn to never ascend, and it is all but given he will meet a violent end before a natural death (unless you count being crushed/burned/etc as natural, I mean technically his heart does stop so it could be considered natural), being full of cleverness, he never said he wouldn't descend (much like the story To Dance in Shadow). Bucky has already been told he'd be welcomed 'as one of their own' in Tartarus, as well as having more than enough contacts there to be more than a low ranking demon. He would make a good Reaper of Foals.
Once there he'd have access to a great deal of resources that he could exploit such as easier contact with watchers, fallen mirror travelers, and others. If Bucky were able to manifest in Tartarus and Equestria at the same time, like (I suspect) Scorch, then he could be multitasking on winning the war and watching over his family/doing whatever at the same time.
3: Knowing that time is different in Tartarus (10 years on the hook in such a short time on Earth), I'm curious if Bucky would be able to speak to souls of those lost. Thistle, Sentinel, Belisama, Harper, Sakuri and Peekaboo's biological family could be shown the love their children are getting since their death. (Wow, so many orphans)
4: If Bucky were able, what else would he trade for souls? He could help out with his wives, or anyone in his tribe. He could (hypothetically) heal Derpy's eyes, Sakuri's wounds, etc. Then again, he could just ask for help from Tourmaline/Scorch/the Fates.
Bucky could also ask for Sombra's punishment to be lightened or be given a boon (being able to manifest in paintings could be a good boon)
5: Chrysalis would have to out think Bucky, but she has a pretty big edge: his thoughts broadcast from his fulgrite horn. Tourmaline I suspect is a sleeper agent and she doesn't even know. Chrysalis is showing those of power (Luna, Celestia, Bucky, Twilight, etc) that changelings can be helpful, loving and fit in without causing a problem. The changeling that took over Bill Nye in the school was brought to Hidden Hallows, and I'm curious if Chrysalis used him as a diplomat (depending on how communication goes between her and her drones: talk through them, or have to take them over). She showed mercy by teleporting so many away from the explosion of Las Pegasus (though I'd imagine quite a few changelings were 'integrated' then as well). Add knowing that changelings were abused by House Avarice already, Chrysalis has a good base for political maneuvering.
6: Knowing how many powers are invested in The Founders Foals (I particularly like the Hephaestus reference), I'm curious how large the school and Ponyville is going to become. Granted Twilight's university in the works, but right now it seems that quite a few deity level beings are involved in a school that has only a few hundred students. I know that the school just opened, and Equestria is still recovering from the collapse, but still, wow.
7: Bucky could ask Scorch about Lyra's past. I mean, its a good chance Scorch would be able to get the answer. It would likely be safer to do it once he descends though given Luna's warning of anger leading to his ascension.
8: Once Bucky dies, IIRC the Night Stallion could become the next Alicorn of War. If the Fates/Scorch were feeling clever, they could keep Bucky from dying but still be functional, thereby (hopefully) keeping the Alicorn of War title out of the reach of the Night Stallion. This could mean Lich, being a servant of Odin, or something else. Just a thought.
9: The creator was said to have been an earth pony. This implies that it was from a reality similar to the universe life is in now (yeah, yeah, made in its own image). Knowing that even once ascended, alicorns retain some of their original racial traits (Cadence being a pegasus, Twilight being a unicorn), that might give the characters something to angle their fight with (Earth ponies not liking lying, etc).
Add to it that Bucky's golems were a great parallel to the creator with the universe. Bucky created something, yet gave them personality and free will. Despite that, he sent many off to die so others could live. Bucky could easily follow in the creator's footsteps and end up answering the question of 'why', thus (hopefully) getting the creator to leave life alone.
Then again, the Fates are just children compared to the creator, so this could all be its plan regardless (make a microscopic model of his situation, throw in a bit of chaos, then let it play out a few hundred different ways to see if the answer is achieved).
So, yeah. Lots of random, sometimes conflicting thoughts.
Great story, I found you through To Dance in Shadow, but obviously began reading The Chase. Glad you've stuck it out and kept writing. I look forward to seeing each new chapter as it comes out.
So many long stories end up being unfinished because the author moves on in some way, or life gets in the way.

The water wheel is a good approach for stationary power generation, but I believe it would suffer in motion, especially the faster you travel. It's gravity dependent, so your power generation would fall off during evasive maneuvers or if the generators came to rest on their sides. Basically any time the centrifugal force or gravity goes anywhere but down (assuming vertical positioning). If it's maintaining critical systems like shields you probably don't want something that's going to stall out while you're trying to evade. A large number of them would also weigh a great deal, and maneuvering a giant half-full water bottle presents challenges of it's own... Ask a tanker truck driver who has ever had to dodge something on the road.
Another question I have is how much energy bleeds off these Ley lines? Surely it has some limit, otherwise why would your charging be limited? Couldn't you make a longer distance portal for the cost of a few hundred of these generators?
