So two very eccentric and paranoid Black Cloaks which were basically the supposedly nonexistent Anti Dark Magic and Modification Police of Equestria with Bucky and his family which he uses Dark Magic and his heavily modified and Rising Star and Sparkler are both modified as well... as well as a corrupted phoenix......... THIS SOUNDS LIKE THE BEST IDEA EVER!!!!!!

i do like how it was said. and it is true, that old system was a monster in need of being slain and could not be slain without harm.
though while it seems more nad more apparrent that the song and dance was necessary to kill that thing for good, i still ponder if it was an appropriate time for it to happen. less because their borders have more holes in them now than the csatle of the pony sisters, and now narratively. this incident feels far more like an end to the story, bucky having to come to terms for all of his sins. and it seems plausible that he will have a few more sins before all of this is truly done.

Urgh, democracy. That never works for long. Always winds up becoming an oligarchy. The alicorns are still going to have to have some way to remain in as checks and balances to the system, or else the system will grow more and more weighty as more ponies get their hooves into it, leaving room for loopholes and vague laws that grant far too much power. Could be a year. Could be a generation or six, but it will happen. The major issue of democracy in a setting like this is that mortals can't properly plan for the future. Not more than a few years at best. They'd run themselves into the dirt eventually. Nevermind that the other nations can appropriately see Equestria as weakened without the Princesses, clever and almighty as they are, at the helm. Foreign financial domination, foreign interests, subversive infiltrators... there's so many security risks and temptations. Without the Sisters involved, there'd be open doors for shady elements everywhere.
With am immortal monarchy, as long as the rulers themselves avoid corruption, you have a governing body that is immaculate, save for the interference of mortals - where again, all corruptive influence seems to spawn from. Greed and fear are the greatest tools for tempting and breaking those who only exist a short time. Plus the fact that the Sisters are literally gods... just wouldn't make sense if things -got- better without them.
Will they still be part of the government? I can't imagine the populace wants to throw away thousands of years of adept rule that is the only reason they enjoy their position as the #1 nation in the world.
Sounds like they need a variation of the British system. The alicorns have say, but not complete power. Perhaps they rule, with a board of advisors? One unicorn, earth pony, and pegasus from each region. With, say 90% vote veto power.

The sisters need to be a major part of the next system, just leave out the nobles.
I personally like the thought of elected advisors from all three tribes helping the Alicorns rule.
The advisors have some power, but the sisters get final say.
Has Celestia made mistakes? Yes, but she still has more experience than any other.
All she needs are ponies to remind her of what the needs of the common pony are.

I have to admit, I was confused about a few things like motivation and what not, but now things are crystal (sans ponies) clear.

Well at least Twilight is taking the right path when it comes to magic. Most times magic is NOT good or evil on its own terms but dependent on the user. Take necromancy for example, it is almost always used for evil yet when used for good its often passed over. Things like excorcisms, communing with the dead, and even calling up spirits to willingly defend something are examples of this. Besides if you don't know how a branch of magic works how do you effectively fight it?

Oooo how about the Minbari from babylon 5, the grey council. Three worker, 3 religous and 3 warrior cast, but in this case you would have 3 earth ponies, 3 unicorns and 3 pegasi and then one more from either tribe to lead them.
My only complaint is that democracy suddenly gets pulled from absolute nowhere, getting excused as a thing that happened in unspecified place and time in history.
I cant really think of any place modern democracy could have happened in or outside Equestria. Equestria seems to be the only remotely developed nation in their world 'current day' whereas before the sisters came into power they seemed to have been primitive federations of tribes.
The 'rest of the world' seems to be stuck in various forms of mostly hereditary despotism and likely has been there for a while, judging from Lugus' testimony and the mention of whole continent with no law or order.
Democracy suddenly materializing in the Sister's minds seems weird, even weirder is how it apparently also materialized in the peoples mind, (does one refer to the pony population as 'people'? Sounds weird.) and weirdest would be if Equestria suddenly went from feudal oligarchy to modern constitutional democracy. Such things normally take decades to grow in the minds of its conceiver, decades more to grow on the people and then another few decades of utter chaos and carnage to start functioning in a stable manner.
Of course this is just the first mention of democracy, next chapter may come out with a perfectly legitimate explanation and make this look silly, which I would like very much, I just cant see a good way for it to do so...
Also despite this complaining I really like how you pulled this off, the last few chapters I mean. For something as complex this all fits together pleasantly well!

Ahem anyway... I really think the sisters need to hang on to good chunk of their power. They have something the rest of their world (and ours) can never have: immortal, benevolent rulers. They could function as an internal regulator, a way to keep out of the MANY serious flaws in democracy, which is something nobody else could do as they will inevitably die and be succeeded by the same corruptible system they are trying to prevent from getting corrupt.
Sending the alicorns with retirement would be massive folly and not just for the utter chaos such a sudden transition would bring.

Because how do you tell what someone uses the magic for? The moment you say, "Hey guys, necromancy is legal!" How do you stop ponies from misusing it? How many ponies will start trying to bring their dead family members back to some form of life and wind up creating mindless zombies instead? How many will use corpses to attack that pony who said something not so nice about their manestyle?
If dark magic in general is on the table, you're going to have to start tagging all the unicorns strong enough to cast it. Nevermind the ones who aren't strong enough and end up hurting themselves in the attempt... so basically every what? Type 3-Type 4 is going to have to start wearing some sort of magical device that tracks every spell they cast? That's not going to make unicorns happy at all, it'd seem discriminatory, and the ones who never planned on casting dark magic at all would suddenly have all casting privacy thrown out the window. A major reason people don't do things is because there's consequences for it. The threat of authority. If you can get slapped in irons just for casting dark magic, then you aren't even going to bother to try learning it, are you? What happens when it's legalized, but 'only if used for good reasons'? More will start dabbling. More will start trying to get hold of the spells and materials. They'll hear about demon-summoning and fuck it up, and at some point someone's going to accidentally wind up summoning an assload of demons who will not be under any form of control or imprisonment.
All because the rules no longer said "No way, no how." Because that's how the sapient mind works in a social population You'd have to get really specific with the rules, and even then it'd still encourage more of them to try it anyway, than otherwise would. There's a reason why it's dark magic and not... shadow magic, like the lunar pegasi seem to naturally have. Look what it's done to Bucky and Dinky... increased aggression, loss of self, it's like it chiseled away a bit of their soul. Why would anyone allow that?

And Democracy, ugh, be democratic, not a democracy, that is an opening to far worse corruption, Burocrats tend to slowly take over. A Republic, or parliamentry system would fare much better, and could work like the British government with the monarchs and nobles not having true power over the system.

Mind you, those Benevolent Dictator Diarchs are fairly hooves-off and only seem to intercede if asked directly or if a situation occurs where those affected by it cannot ask directly (I'm not sure how interlinked Kudzu has his stories that are not part of a specific 'verse, but "Princess Luna's Suicide Solutions" would be a fitting example. Luna doesn't stop the suicides, but rather takes ownership of the life thrown away and ensures that her property gets fixed before putting it to work.)(An example from the show would be "Lesson Zero". Thanks to the magical rape-spell known as "Want It, Need It!", Ponyville devolves into chaos over a stuffed toy. Celestia appears and resolves things.)
