Her plans involved the death of all those people, whether or not they were contributing to the death camps (so far the confirmed thing we the minotaurs have done that is evil), or if there was an oppressed underclass (like the slave caste griffons Bucky rescued), in order to hope to terrify the other nations into behaving.
Even if she does not speak of the probably-innocent component of the victims in a callous, calculating manner, what's that thing people say about actions and words?

Granted, Luna is a monster for bringing the subject up and following through, but she will (most likely) grieve and regret that the innocent deaths were necessary in the first place.

Well... Bucky's capacity for regret, and grieving, and his attempts to well... run away from the things he's done, to try to escape his destiny, both what he's going to do in the future and what he already did is a pretty major... thing in the story.
I remember, last chapter it mentioned that almost nothing remained of what Bucky once was... but there is one very important thing that he never truly shed (perhaps he did shed some of this after he married Derpy and Berry, but before he went to the Shetland Isles):
Bucky still fears himself, still runs away from his past, still represses the things about his life that he wish didn't exist.
So... he might not grieve. But I think, that deep down that's because he doesn't want to fall apart, and allowing himself to grieve about this brings him closer to falling apart. Or, at least he believes that's so.

then again, i have though more and more of it and i wonder if the best way to just erase a city wouldn't be to just make a dome or cylinder force field around the damn thing and then simply shrink the dome/make the top of the cylinder start going downwards. maximum terror and despair for those inside as they realize there there is no hope from the slowly creeping doom approaching them and the pure apathy of the act will make the world sick and scared shit-less of it.

seriously, no surrender? there is always surrender. there is ALWAYS mercy. because without it you have failed at harmony. because harmony requires knowledge of good and evil, light and darkness. it is about compromise, and its enemy is absolutes such as this.
for even in labyrinthia there are probably more good minotaurs terrified of reprisal than evil minotaurs that are acting selfishly. all acting this way will do is ensure future conflicts. that others will look for weapons to fight equestria with. and will give the mirror walkers future avenues, as well as cosmic pants new tools to make use of.
...... this reminds me of something i encountered in Dragon Age Inquisition. a character, spymaster leliana, can be either convinced to retain her humanity or become a cold and calculating dagger. basically either remain in balance or go to the extreme the celestia is now demanding.
i told her that it is during times as dark and cruel as these that our morality must survive. as i learn later on in my playthrough, Faith is given strength from strife, and if untested it is nothing.
ultimately my words prevented a senseless death. seeking out an object, we were met with a nun who was sent to spy on us. leliana attempts to kill her, yet i am able to convince her to spare her..... and ultimately out objective was nothing but an empty box that held no negative implications.
a box. leliana nearly murdered someone over an empty box. i learned later that had i not told her that we must retain our morality even in the darkest times, that she would have murdered that woman. no matter what i said, she would have slit her throat. and it would have been over an empty box.
that is what luna, and celestia, are demanding here. to fight blindly and without remorse, even if you end up murdering people over empty boxes.

The city has been cleared out if you've been paying attention. The rebels have packed off the former occupants to the camps for extermination. If you are going to make posts like this one, please, please do a little fact checking first.
The current occupants of the city are going to be made to fight for their lives so that a major rescue operation can be done to liberate the camps.
More lives will actually be saved than taken.

5467493 I never once said Bucky destroyed Griffonholm, and whether or not anyone saw what happened matter little if the blame is shifted onto him; he was sent under the pretense that he would be the one to do the dirt. So, let's say this destruction has the effect it is meant to; everyone is scared of Equestria now, so what happens next? What usually happens when one group or nation is feared? First come fear, then hate, and then Equestria will have to destroy again. So where does it end? They're sending the wrong message, the lack of mercy will only prompt anyone they face in the future to fight harder and dirtier, because they know they'll die if the ponies get to them anyway.
They're doing this to save more live in the future, but all they're doing is painting a fat target on themselves.

Hate to say it, but I agree. It doesn't matter (well...not much anyway) who's in the cities or what they were doing there. What will be seen is that two cities/nations that openly disagreed with Equestria are now ashes. While this may be done, in both cases, to save more lives in the long run...the main message it's going to send(or rather the way their enemies are going to spin it as) is that anyone who disagrees with Equestria gets nuked with no mercy. Heck, Bucky's actions in Los Pegasus would just reinforce the notion, since it shows they're even willing to nuke their own people(again, how their enemies would spin it) if they were to rebel. And non-Omnicorn gods help them if what Bucky's been doing to the captured Mirror Travelers ever gets leaked...

... In many ways, the reason Bucky gets upset has absolutely nothing to do how horrible the actions he did was. He even said he didn't regret giving that pony that pain and death later, only that it was representative of him breaking his vow.
He has built a wall between his compassion and his violence, and only things that cause that wall to deteriorate, or somehow sneak onto the wrong side, are things that cause him to regret, because he could not cope otherwise. This is the source of his attitude in this scene. The deaths of all the minotaurs that remain in the city is firmly on his dispassionate side, the one where he tries to not remember his targets are people, or remember that they are all craven monsters who's corrupt parts outnumber their redeeming qualities on the sum of their souls, or... as it were here, that their deaths have projected good outcomes later.

I think there's... some coming. There's been some indication that the refugees that are in Ponyville are slowly becoming the Elephant in the Room. A major problem that needs to be addressed... Sparkler and Flash are the two dealing with it, but in the clearly adversarial way, and in a way that won't yet actually fix a problem, just cure some symptoms.
Whether this is going to be just the refugees in Ponyville, or the harmed populace as a whole is yet to be seen.

Bucky is finding ways to see weaknesses (through dream surveillance) but is planning to use them for constructive, patch-the-crack-before-it-becomes-a-hole purposes. Don't get me wrong, I love it when the Lord of Winter cuts loose with a cackle and lays waste to some deserving enemies, but it seems like he hasn't healed all the way from the Sunset Shimmer incident.
I say no fucks should be given about whether or not the creatures in the minotaur cities are innocent. If they couldn't resist the takeover by the enemy, they have no right to live. That and they aren't Equestrian citizens, making them automatically less important. All they would do is siphon off resources that honest, hard working Equestrian citizens are working their hooves to the bone to produce. Hell, the refugees they have are bad enough at causing crime. Maybe they can kill two birds with one stone: wipe the enemy city clean then ship the people who can't support/control themselves over there. Gotta make sure to do some periodic cleaning to make sure they never get powerful enough to uprise, but hey, it is at least it would be cheaper! Equestria, fuck yeah!
... Seriously, though, I can't help but draw parallels between what Equestria is doing and what the US government has been doing for decades. Regardless of the intentions behind the actions, it still works out to be a single country(or rather a small group of people) having basically all the power with no oversight. I wonder what will happen when the immediate threats are over and the Zebra Nation realizes they have no real power themselves.
On that note, it would be rather interesting and a real test of the new government if the population as a whole were informed about the tortured and brain damaged prisoners and came to the conclusion they didn't want it happening. Would Bucky and company actually comply with the wishes of the population or would Rising Star and Sentinel be able to convince Stable to agree to a Equestrian version of the Patriot Act? Or would they just keep using "for the greater good" as an excuse and just continue to do everything in secret no matter what is decided?
I've been wondering... Why is Bucky OK with killing all the other species, but Ponies? That seems kind of racist.

An unfortunate side effect is the needs/freedoms/beliefs of other nations/peoples are tossed to the wayside as being unimportant. If there is a threat, it is attacked and often times with little or no thought to the aftermath. Very little is considered for the endgame.
Look at what happened to Alexander the Great's empire after he died.
Look at what happened to Europe twenty years after WWI.
Look at the current world events.

Syria.

The list goes on and on about how those who have the power are unwilling to do certain things. Or they are willing, but they chose not to do it for one reason or another.
World politics include war. In the case of the Chase, the Mirror Travelers are more than likely stoking the fires of war worldwide, making it worse than things might have been. Equestria is treating the symptoms and must do so in order to focus on the reason all the shit has hit the fan.
Oh, and Celestia is probably doing more unspeakable things as Bucky has been explaining things to Luna about the web.
Is it corruption? Is it justified? It's difficult to say, but from a pony's perspective, it is necessary and must be done. From a griffon's perspective, their nightmare is over and they have new hope. The minotaurs are probably trying to finish their war before Equestria gets involved so they can yell, "Hey, we're done! Nothing to see here! Come see us during tourist season!...we need the bits..."
There is a lot of politiking going on in this story. It is a mass of rage and satisfaction, joy and sorrow. One minute you're praising what's going on, the next you're wondering about the body count.
To Bucky, he probably feels each and every one.

This is assuming that these minotaurs in that one city are all pure evil and need to be eradicated. But, pure evil doesn't exist... The griffons I understand, this is.... very questionable.
