More power to the ponies, smaller central government. It's not about capitalism, but this is actually an argument to promote capitalism. All you are doing is giving farmers a chance to become wealthy. There are actually a lot of wealthy farmers in the US. Government regulations hold them back. Check out the California farmers who grow grapes to make raisins. A lot of them feel they are being ripped off by the government due to a law that forces them to hand over a portion of their crop at a fraction of what they would make at market.

I don't think Bucky will rip off the earth ponies. Not one bit. I just caution against government having a say in everything. They're often quite wrong.
Well, the Apple Bloom situation shouldn't be too hard to fix. It's not like there's a traditional protocol for alicorn coronations firmly established through countless repetitions. Besides, it could be argued that Canterlot is still a bit too, not to put too fine a point on it, burnt down to properly accommodate a new princess. And if all else fails, Bloom herself can refuse to attend unless it's moved.
As for the tax plan, I'm not sure how well it could work beyond the municipal level. Food isn't as perfectly fungible as currency. It spoils. Taxing through barter could prove to be a logistical nightmare, especially when expanded beyond a single community. Granted, magic and technology can alleviate a lot of that, but this idea isn't going to turn out as nicely as it looks on paper. (Of course, what does?)
Still, Bucky has to work with what he's given, including time.

Yes. Food spoils. But that food that can spoil can be sold for profit, given to the needy, donated to struggling businesses that need a leg up (hey, your cider business is looking a little iffy, need a hundred tons of apples and then you pay us back with a portion of cider?)
The point that Bucky is trying to illustrate is as follows: You can't eat bits. And apples don't make a business grow very well.
(And speaking as the writer, and not as the character, the plan has some major flaws and things that will need to be sorted through. The plan is risky and will create quite a number of issues in society)

One of Bucky's primary flaws is his need to deconstruct a system that he loathes in order to create something new.
This can be a good thing, but it can also be a very bad thing. Bucky knows he is about to introduce instability and chaos. He knows what he is doing could be considered wrong. And he doens't care.
Bucky's central flaw is that while he does try to focus on long term planning, he is doing it with a sense of urgency that comes from having a life measured in a decade or two. He doesn't have the same finesse as say, Celestia, who likes slow, gradual changes. Bucky wants results... so this leads to "BURN IT DOWN!" moments and then dealing with the consequences as things are rebuilt.
Celestia represents gradual change, like a growing tree, and how it changes over time, watching, waiting, and observing how the seasons, the sun, the wind, and the earth affect the tree's growth. Twilight is all about pruning, guiding the tree's growth and giving it a few nips to make it grow how she wants. And Bucky is the forest fire. The trees must burn so we can plant saplings, because, fuck the old trees, what have they done for us lately. Little trees means Twilight can guide them from the start and they will grow up perfect.
Twilight is, of course, potentially the best for long term growth, when paired with Celestia's long term understanding.
As for Luna... Luna is more like... Hmm, trees... the trees must be guarded, because someone must guard them. I shall summon my guards and make certain that these trees are not molested by outsiders. There shall be no tree fornicators upon my watch. I will leave the care of the trees to others, and I shall protect the gardeners so they might work in peace. Woe unto those who would dare disturb the trees and their caretakers.

In feudal Japan the Koku was a unit of wealth that nobles held. 1 koku was the land required to feed one person for a year. Local lords would grant their samurai warriors these parcels and the serfs to tend them in payment for their service. The serfs would tend the lands and make sure all the Samurai's family were fed and in turn the Samurai would protect the lands.
Food based economy has been successful for thousands of years and its not incompatible with a capitalistic economy.

So the general idea with this tax reform is to change this
Farmer products > sale to those who buy > money generated by sale used for tax > what is left is invested in growth or used for living
To this
Farmer products > state takes share of produce > all earnings from selling produce can be used for living expenses and growth
I don't really see any "new money" in there. What I see is that the farmers get a guaranteed value on the share they give to the state to cover the tax and makes them less reliant on consumers and buyers to ensure their profit. Also with the state now using a lot of its budget to later buy produce to feed those in need the state now removes the middle man and can simply use the produce they collect.
It isn't a bad idea but there seems to be the gap of logic that while they will not have to pay their taxes in money they will still not have more money at the end of it since they will now have less to sell. This argument becomes moot however if the current market shafts the farmers and leave them with less money that their produce technically was worth.

No bits from farmers. They keep everything they earn, and, more importantly, they don't pay property taxes. They give up a portion of their produce and they keep every single bit they make.
It is being done to address the fact that farmers can be resource rich but cash poor.
By taking from the resources, you take from what a farmer has plenty of, and then leaving him with a commodity that he actually needs. Bits.
An apple farmer can always grow apples, but the market value of the apples change. What if they don't make enough to cover their yearly property taxes? They take out a loan on next years crops.
This step (while admittedly far from perfect) gives the farmers a bit of wiggle room and protection from the market.
Damn! That's some radical change coming. Should be interesting to see this plan in action. I think somebody's apple farm is about to get a lot more valuable.
