The bottom line is as old and experienced these alicorn sisters are they are far from infallible, and have made many mistakes that have cost thousands if not millions of lives.
There was a chapter in the beginning, and it's been hinted at many times that each of these cities that Celestia made are nothing more than social experiments in an effort to find a better way.
Never accept anything on blind faith simply because someone in a position of power said it is so.
By your logic the creator of the alicorn sisters must have a plan for the end of all life...after all he is older than dirt, has experience, and is definitely some pony of importance.

5910906 Considering how old the story is. I doubt little school students would have been able to do their history research properly and obtain what little; almost dust, documents that are left, that date back that far.
So, it may be true. The power of friendship with the windigo crisis made everything gay, so what if that wave of happiness turned a lot of other things all rainbows and sunshine? It's possible that she's some sort of helpful pony now that jumps into the bodies of freshly conceived foals and is born again, instead of taking another life.

That's one case we know about with wiping memories, and it was well-justified.
However, I was referring to the disappearing of troublesome people. Do we know how troublesome? No. Maybe if they were torturing and destroying lives, sure, erase the traumatic memories to allow them to heal. However I get the strong sense that they were erased because it would be less convenient for the populace to believe that there was a bad person there once. It would lead them to trust the government less if they were taken away and not erased from memories, and it might even make them uneasy, and it would make someone who was related to the disappeared/the victims sad.
Is that as much coddling as Luna has for the populace? That she won't let them feel sad or regretful that their community produced a psychopath, or that their children were dead? In the meantime, these people still exist and the general populace doesn't even have a normal healthy amount of awareness for it because the government stops them from ever knowing about them.
Of course, lying to the populace is a good way to get them to trust the government and feel secure, and not a very good way to actually be a trustworthy government or allow them take action on their own to be secure.
On "senses of justice"...
Does Luna indeed have a better version of justice? Well, presumably if there is a real goal for actual justice, then it would be dependent on the knowledge and experience she was capable of getting. She would have to get experiences and knowledge that indicated what actual justice was so she could follow it. As an immortal, as you have pointed out, she'd have many more chances to get to the correct version of knowledge to be "actually just". But what about those that are left behind? How are they judged? Based on whether or not they're lucky enough to live long enough to get the experience necessary to be actually just?
Is that justice, then? Whether or not the person was lucky enough to be long-lived?
And I don't just mean the pragmatic actions of whether or not those people needed to be killed, but that at the end of that Luna and Tartarus would look down their noses at them and say "what a bunch of pathetic monsters, how dare they
be immoralnot live as long as I do."Oh yes. Good old information overload. So much information that "the truth" is completely obscured and you no longer know what to think. Equestria is truly entering the modern age of politics.
... There's a reason one of the most valuable skills in today's world of the internet is information filtering. Which is odd, considering that a primary flaw of some people is ignoring new evidence in favor of evidence that supports things they prefer, that you have to be able to filter out some other things or you'll go mad.
I wouldn't say it's actually contradictory advice, but it's definitely something that is not simple.
Stargarden made a joke about it but... it IS possible that she is the Hag. With enough time to ruminate on her mistakes she might have changed.
5915117 Except, when you think about it, there's no reason for the Hag to change her modus operandi. As long as she fools those hunting her into thinking that they've slain her, then she'd likely see it as a minor inconvenience, rather than a life changing correction/punishment. Plus, if she was as good at hiding as Stargarden proclaims, then it would be monumentally stupid and the height of hubris to cast suspicion on herself and risk another hunt and the need to perform another mind transfer. So if the Hag lives, she wouldn't be taking risks like teaching at Bucky's school or casting suspicion on herself that the teacher Stargarden is vessel to the Hag's mind/spirit/soul.
