Fear... Fear is a tool of war. Fear of the unknown, fear of the enemy, fear of reprisal for taking wrong actions. Luna in a moment of weakness feared Bucky for being who he is. That fear is well founded but it needs to be channeled properly or else a useful tool becomes wasted. Bucky is still in the wrong and deserves many wing saps. He failed to trust his family, and acting on his own he made a rash decision that created a dangerous weapon.
By comparison there is hardly anything the Minos could create that would compare to the walking horror that is Bucky. The only recourse any enemy of the ponies would have at this point would be Nuclear weapons. And that would probably set off the end of all things, M.A.D.

Yes because Lyra is a bastion of sanity and good and ethical decisions. She was also there when he created rape jars and is only slightly less crazy then he is. But despite that she was not there, he justified his actions and tried to hide it, that shows intent and guilt. He knew what he was doing was wrong and still went ahead with it. The wives are suppose to reign in his warlike nature not support it. So he should easily be able to tell when he is straying down the path by seeking to hide it from them.

I'm sure with time and effort a removable prosthetic could have been created with similar results, minus the whole fusing it to his body thing. Why would an immortal necessarily have the best chance? If an immortal believed that Zeus threw lightning bolts down from heaven for a thousand years, the idea that a mortal, working during his own lifetime, could discover that lightning doesn't work that way would be impossible and reprehensible. Any mortal claiming to would obviously be wrong. They would just stick to their guns even more. How could they have been wrong for a thousand years? No, it's more likely that those pointless mortals, scratching in the dirt are the wrong ones. The actual strength of an argument wouldn't matter, nor does the their moral or ethical viewpoint, just how likely it is that the person who said it is right, and in the case of immortals this means they have the special power of being immune to criticism.
Thousands of years of life also means thousands of years to have emotional baggage. The Chase citizens are lucky Celestia and Luna are as well-rounded as they are, since they seem to have only the most basic understanding of family or treating others as equals. It's entirely possible that they'd have to unlearn millennia of bad behavior, and get over that much time of loneliness and resentment, and that that could take them centuries, and then, as you said, all the people who are teaching them would be dead and they'd just go back to normal. So we're lucky that they can learn things like actual empathy and healthily taking criticism in the span of just a year, instead of reacting... well worse than Luna did here, and simply destroying those meaningless mortals when they criticize the Sisters.
If a mortal has an inherently pointless life, why would the immortals even pay attention to their happiness and desires? Consider what the attitude that mortals lives are completely meaningless and without significant virtue becomes: What if Luna is angry one day and destroys a water pump in a town, for what she believes is just retribution for something? She'll feel better, and as an immortal she'll remember that incident forever. That's much more important than the potential misery and maybe even deaths of disease due to lack of clean water until it can be rebuilt because of a temper tantrum she had, they're going to die in less than a hundred years even if they survive as long as they can. They should be happy that their misery is contributing to the good mental state of Luna. In fact, ultimately, if mortals lives are pointless and immortals are not, it would make more sense for the populace to serve the immortals, with them having no responsibility to the populace other than that which makes them feel fulfilled, because they are eternal, so everything that happens to them is simply more important than the entirety of the lives around them.
This clearly isn't the case in The Chase, but there is some inconsistency of how much Celestia and Luna seem to consider the lives and desires of the mortals around them matter. Sometimes it seems like they're sacrificing their own lives in care for their citizens.... other times it looks like they're sacrificing the populace for the idea that someone will benefit sometime down the line, but the short-term benefit is to the consolidation of their own power, seeming a bit self-serving. But, to be fair, they should not be held to an impossible standard of perfectly balanced behavior, and saying that sacrifice for them and for the populace is never going to happen is similarly unrealistic, and neither of them seem to intellectually believe that mortal lives are meaningless.
The point isn't that the immortals aren't good leaders, or they cannot improve from what they do, or that having millennia of wisdom and experience is bad and youth is good... but that even with those they can still be flawed, still need to improve, and can still be taught something even by someone who is young. Being old doesn't make you immune to criticism, and you constantly lambaste the idea that they would ever need to be taught something or criticized by those mortals, under the idea that they simply know better and have a superior perspective that means they shouldn't allow any mortals to "push them around" so to speak, and if they have an opinion that is not congruent with mortal desires, then that is because they are wiser and it is simply a better idea, not that there is a conflict of values coming from different sources.
If they are above criticism, then it's true that no one should ever have the ability to fight them, mentally or physically. But if they can be wrong, and they need to learn, or understand other viewpoints, then a mortal having the power to hurt them, like they have for every single mortal alive isn't unreasonable.

After thinking a lot in the talk that Bucky and Twilie had, plus reading the whole "Princess Celestia does popo" scene, something to my mind.

In Twilie´s opinion, the herd is a mess, envy is everywhere and the world is ending !!! Ok, a little drama here, but, to her, everything is falling apart. But RD and Flash are tagging along very well ! That scene is not of two partners that have problems, they are friends, they are having fun together mockering the Sunbutt, The Princess of Ice Cream. That kind of thing does not happen when people have problems with each other.
So, I THINK that Twilie may be the problem. She does not understand how a relationship work and thinks everything is falling apart. I would bet that booth RD and FS are ready for a threesome but, knowing Miss Everything-Must-Be-Done-The-Right-Way as they do, they´re waiting the right moment to propose. And while Twilie is freaking ´bout everything, they have to walk in thin ice to not set the Tilie Bomb up, wich, in Twilie´s vision, is a proof that they do not tag along and feel envy of each other.
I looking for a Twilie´s herd scene with Berry. Scratch that: I want a full chapter of this. Scratch that: I want at least two chapters of that !!!!

Yeah, I'm seeing the connections made, and I like what's happening with the showing Celestia and Luna as both being ponies. I also like that despite having all of these new Pegasus feelings Twilight is still an unicorn under it all. Somethings don't just disappear. I still wouldn't trust the fates any further than I could punt them, but that's because I'm of the thought that you can't trust anything that isn't able to see the mortal side of the equation.
Death, Thanatos, has some sense of what mortality is like, but even he (Or depending on the universe, she) is far enough removed that he can't be trusted. In the end it seems that the 'gods', the 'fates', and a few others are all playing a very dangerous game here. A game to end all games. In the middle are mortals and mortal lives.
At least Raiden and the Elder Gods were honest about what they intended to do. At no time did they hide the fact that those chosen were going up against beings and odds that far out or overpowered them, and they even explained that by doing so they were possibly condemning the Earth to a fate worse than death.
Regardless, Loving the chapters.

(Long post is long. Probably built up from the last five or six chapters where i've posted almost nothing in the comments.)
oh my god do not start. Firstly, the weapon that could kill alicorns would only destroy their bodies, they would reform in time at the sources of their power. So unless Bucky tapped a leyline to destroy the Sun and Moon and then killed Luna and Celestia, they would be fine eventually.
(Next part gets ranty... and maybe a little insulting, not sure. tried to keep personal frustration out of it. Sorry if i didn't.)
Secondly, isn't having a weapon capable of obliterating alicorns integrated into his magical portfolio enough of a setback? Think. What if he got angry enough and no one stopped him? He could cause immeasurable damage with just his own power supply, let alone if he actually tried tapping a leyline to fuel it. This isn't just another jump in power without repercussions. This is, "I was Darth Vader with the equivalent of the Hulk's anger controlling ability and then I found out my new artificial arm has a built in 'Miniature Death Star App' and I have no idea where the trigger is on this thing."
Now he has yet another thing that would make him an unstoppable Alicorn of War. That is not something he wants. He built the claw to help him get around. He doesn't want to be all "RAWR I DESTROY THINGS BECAUSE I AM POWERFUL"; he wants to get drunk, fuck, and play with his foals. But what he got was so much power crammed into what's left of that runt frame of his that he can destroy entire cities. Now, he can destroy the bodies of demigods.
Bucky is playing the role of Superman here. Only now, Bucky has no one to cut loose on, because even immortal alicorns could not survive the shit he can dish out now. That degree of power requires him to be constantly aware of what he is doing. He had trouble relaxing before, imagine what it's going to be like now. Luna already had an "oh fuck" moment when she realized that Bucky now basically had an anti-alicorn gun welded to his stump, and the reaction and fallout was/is not pretty. As Berry said in the previous chapter,
That was how Luna reacted, the one Bucky calls Mistress. Imagine anyone who doesn't know Bucky as well as his family does realizing he could slay the Sisters, and then spreading that knowledge. Celestia had to play the meek and helpless princess for a thousand years to try to win back the trust she lost from ponies who were aware of just how easily she could destroy the entire world. Bucky has already, to a large extent, been shown to the world as a monstrous pony who will rain down hell on the world if he's not controlled. In both the Shetland arc and the Griffin Diplomacy arc, Bucky bears the brunt of the blame for the atrocities that were committed on the Equestrian side. Almost anyone outside of Equestria who knows of Bucky only knows that he caused the collapse of Equestria and destroyed the Griffin Capitals before burying them in a deep winter. Being known to be capable of slaying immortals would not do him any favors except maybe make other nations slightly more hesitant to attack Equestria, if they didn't become more paranoid and desperate to get rid of him for self-preservation reasons.
This thing was not some arbitrary* jump in power without a downside. All he has now is one more terrifyingly powerful thing that could destroy everything he ever cared about, because he put it there, and he doesn't even understand how it works. Is carrying that burden on top of everything else enough of a "negative setback" for you?
*Though like with the building of the Scorned Mare, the acquisition of this power has long-term implications for the story, and is likely to be incorporated into a strategy for fighting Omnicorn (or some other alicorn-level power) if Bucky ever has to actually try to fight the deity. But again, destroying a god has all kinds of messy implications and consequences.

Try 7+, by lvl 7 I could reliably take out any enemy with a pair of transmutation spells that would first strip away an opponents DEX score, and then turn them to stone. Neither of these spells could be fully saved so the DEX Damage was unavoidable, and once the target was petrified it was permanent outside of several higher lvl spells (Stone to Flesh, Break Enchantment, etc).
and one of those spells was lvl 1, so it was cheap as all get out to just manufacture scrolls and wands, and just drop my opponents DEX scores to the centre of the earth, have them fall all over their feet so they were prone and grappled, before hitting them with the other one.

A mage in D'n'D does not need to be high level to be powerful, they just need to play smart. I honestly doubt Bucky is beyond maybe lvl 9/11 and he just uses Unicorn Cleverness to bridge the gap, alongside a cheatingly high INT score, his WIS/CHA probably suck rocks though.

That's entirely it though! Magic doesn't require you to be strong, sure it helps but even the weakest mage can become a huge threat if smart enough and given enough time!
But it's not just mages, with every weapon or tool a wizard, thief, or warrior uses, think of who made it. The artisan classes. The blacksmith, the alchemist, the enchanter, the tinkerer, all of these classes have the potential to become the most powerful characters you can face because they have the intelligence and creativity to make shortcuts. They don't need to play fair, and their knowledge can give them a massive advantage if you ever give them a chance to prepare for challenges. And bringing them together? That is a recipe for god status.
TL;DR: This has got to be my favorite fic ever, because it makes me think.

Well, this explains why the Council of Immortals would want to ban firearms:
Firearms are capable of killing gods, therefore the gods have decreed it a crime for mortals to have them. How many mortals were on the council that made that decision? I wonder...
I wonder if this extends to other weapons? After all, arrows, spears and slings are deadly. Buckly and Twilight are walking cataclysms. Ripple is death on four hooves. Also, I had this crazy idea that a firearm could be made that had an internal safety switch and trigger. It could ONLY be fired by use of a manipulation shoe.
Bucky and his family also alive because a certain little griffoness is a deadeye shot. It was ok for her to do so - and by extension, ok for Bucky's retinue to have weapons. But your average sentient isn't mature enough to own (fill in the blank). Someone should call Bucky on this hypocrisy.
Because, to be honest, it does sound like the sort of absolutist decree designed to maintain the massive imbalance of power between the Council members and the mortal races. Absolute power, corrupting absolutely.

From what I can tell of this 'verse, Equestria seems to have a near-total monopoly on Alicorns and functional combat magic. No other nation-state can stand against them. Therefore, they must be right. Disagree, and have your capital nuked from orbit, frozen for centuries, and enjoy being a statistic. And this is while Equestria's effectively a lawless collection of city-states with no central governance, a shattered economy and a crippled infrastructure.
Anyways, i am 1/3 of the way through this, so maybe these concerns get addressed. Maybe not. Back to reading, so I can find out!
