Sorry you can't focus. This chapter seemed like more of a filler than anything else even though it did bring up some good things for the readers to know and to consider, but it was still enough to hold the Chase addicts off for a little while longer. ( Although... It's like using tissue paper to built a defensive wall.)
it seems far more like that when the magic was gone they had to rely on unstable industry. from where i stand, technology is helpless before magic. the reliance upon steel and such is the weakness of the gryphons cause all it takes is one bad reaction, one flaw in a machine for it to fall asunder.
that is because by the end of the day with magic you are changing the world as you need to without destroying it........ technology cannot even compare to that.
......... some reason i can't help but think that all this pollution would have pissed SOMETHING off.

Yes, magic is important, but different situations need different magic.
This griffin diplomacy arc has felt very preachy to me, but so far I've been able to simply go with it. After all, the ponies are very closely tied with nature and would feel the environmental damage far more than a human would. But this chapter goes quite a bit too far in my opinion.
First, why would they instantly see the problem of limited fossil fuels just from seeing their first highly industrialized city? Fossil fuels are, quite frankly, a massively abundant resource that would take centuries to even dent in the world described. Unless this is secretly a steampunk version of Equestria that has been burning through more coal than the entire Earth for the last century, there's just no way that this topic could be relevant.
Second, and more importantly in my opinion, you have made the technology mirror Earth. Not counting mobile engines, all power generation on Earth boils down to one thing: turn a magnet in a coil to move electrons. That's it. With the exception of solar cells, every single method of power generation does just that. Hydro-electric? Put turbines in the path of huge pressure water. Wind? Put turbines in the air. Coal? Boil water to make steam to turn a turbine. Nuclear? Cause a chain reaction at the atomic level to generate heat to boil water to turn a turbine. This is because we only have one way to transmit energy (electricity) and one way to store it (acid batteries). But this is not true for Equestria. They have at least one additional means of storing and transmitting energy. Magic is shown to be able to be stored, transmitted, and converted readily into other forms of energy. So why is this society limited so strictly to human technology!?
Granted, you mentioned Cloudsdale using one alternate means, but that felt like a random tidbit that didn't effect the chapter at all.
Overall, this chapter felt less like a part of Bucky's tale and more like a rant against human use of fossel fuel.

What I've found interesting is the way you've worked in how population is controlled in an apex species. We see it with humans, and we're seeing it with the ponies and gryphons here. When you're at the apex, you have no (effective) predators. Sure, one can be picked off as an individual by an individual predator, but as a species there is no predator above the apex species.
When there is no predator for the apex, that leaves only three things to control population: disease, famine, or warfare. When the apex species controls the first two through advancements in technology (or magic), they are able to expand their population without natural control. This causes the expansion mentioned in this chapter, leading to warfare. That, ultimately, is what all of the World Wars have been fought over... what the current conflicts on our Earth are about, and what it looks like it's building up to in this story.
What can I say... I like the way this is building. :)

And that is exactly the sort of thing I am trying to subtly imply in this chapter. Well, sort of. One issue I am hinting at.
We have a few apex species in the world. One is near its own extinction, the ponies are busy trying to figure out the next big thing and what do when resources become a problem, and the Zebra empire, whose problems mirror Equestria's issues, but have the added challenge of the Hinterlands and Griffonholm to the north.
Equestria has mechanised for the sake of progress, Griffonholm has mechanised for the state of dominance, and the Sea of Grass has mechanised to deal with external threats.
The world stage has been set for one hell of big problem as the resources run thin.

However Twilight's a little shortsighted. Personally, I would think magic would become inseparable from technology...at least if they want to be as pollution free as possible. I can already picture how to solve the trains need coal problem: enchanted, self-heating boilers. The only problem with this and similar solutions might be a swing into over-reliance on unicorns since they'd be the only ones able to make them...unless we find more Earth ponies/pegasai like Pina who can do active magic like unicorns.

I feel like what Bucky said at the end was a hint at something, but I have no clue what.

While you can look at it like Bucky's 'Ease the heavy burden' way, you can also look at it as 'Removing jobs from them that make use of their natural talents.'
It's liking designing an automatic weather system and implementing it in Equestria. Is it easing the burden, or is it putting many pegasi out of work.
