Unless I miss my mark, there wasn't a specific and programmable... time-delay on the Elements of Harmony banishing Luna. For all Celestia knew, she'd locked her little sister away eternally in order to save the world. Even if there was, it's still a thousand years. Stop and think, then - Celestia had a country to run and a world that her country mostly dominates/affects on a daily basis. You're saying she shouldn't make political decisions that aid diplomatic relations within and without just because Luna wasn't around? So she should have waited a thousand years to get the yes/no from her sister? If she knew Luna'd be coming back... ever?

And on those points I have no argument. I also believe that, once she can find somepony that she is willing to trust, who makes her feel comfortable and wouldn't judge her based on status or title, the complete release of inhibitions and surrender to the passion of the moment would do wonders for allowing her to just be a regular pony with regular desires seeking release as other ponies do.
Sadly, I feel that all those years of repressed urges may never find blissful release, so my earlier observation is a moot point, at best.

What does my name have to do with anything? I'm a fan of The Sisters in general. It's just a bad deal on Celestia's part to not give Luna that option when she came home. It really isn't fair to Luna. The whole deal isn't fair to either of them. They could always amend the bylaws now that the books are non-existent, and if they have to wait until things settle down and then add a clause that says Royal Consorts have no political station other than being officially the husband of the Royal in question. It really wouldn't be that complicated.
Out of curiosity, does this have the same background as To Dance in Shadow? Been meaning to ask.

And yet, it is. That's politics. The worst thing you can do with power is use it for yourself where everyone can see you do it. Even if it's for something simple and expected that anyone should and could have or want. Something everyone but you gets. Because then they'll wonder what else you're giving yourself. They'll wonder if this is just the first of many such 'self-granted boons'. They'll wonder why you would change something that's worked well to ease tensions and prevent /extra/ conflict (already having had too much) so far.
For the corrupt, this sort of setup is excellent. They'll do exactly as you say, without the good intentions you mean it with.
For someone like Celestia? Look at her. She's a martyr. She sacrifices everything -she- wants for the good of everyone else. She's been doing it so long that it defines her. She is, before anything else, the ruler of Equestria. That is what she is and who she is at this point. While Luna's suggestion has merit in that she should try to find herself again - it's been a thousand plus years of doing this on her own. That doesn't go away overnight. Or even in a year or a decade.
From the sound of it, the few times she has tried to indulge quietly have turned out horribly and hurt her each and every single time. When you have a 100% failure ratio, it's hard to believe things will turn around and have normal odds like everyone else gets. And in a position like Celestia's, you don't bet on the odd duck - you can't. Luna sees the short term problem, as I stated before, why they are a diarchy - Luna understands the 'now'. Celestia understands the 'future'. Luna knows what would fix Celestia's current issues. Celestia is more concerned with the long-term ramifications. The instability, the emotional indulgence, allegations of nepotism. The fact that the princesses would be seen as somewhat more mortal instead of the gods they are, which would lose them reputation and political weight in the long run.
"I want to get married and/or get laid." is a simple thing for most people. But even uttering something like that, even using proper and elegant speech, could create bloodshed and break/create organizations when it comes to a nearly almighty ruler. Luna doesn't seem to understand or care about that fact, and that too is represented in their juxtaposition: Luna is selfish and has to work at being selfless, Celestia is selfless, and has to work at being selfish - which she is neglecting to do. It's safer to just head all that off by removing themselves from the mating game. Which Celestia did, and you don't just up and throw out a safety measure like that, especially in such a lawless time.
Not to mention that taking a lover or husband also creates an incredible weakness. Want to get to the invincible-seeming goddesses? Take their spouses and put them at knife-point. If they go all avenging-wrath, then what? They're risking their loved ones. That's the implied threat. The mistress of dreams and shadows, and the being who keeps the entire local cosmos from collapsing would effectively be forced to render themselves powerless unless they were forced to make such a decision as "my country/world, or my loved one" and chose the former, much like Celestia had to when she banished Luna/Nightmare.
There's hundreds of scenarios where just something as simple as getting a fuck-buddy could go horribly wrong. Far moreso than if they were just regular mares. From an ethical and political standpoint, which are both usually completely at odds, Celestia made the best decision. From a ground-level, flesh-and-blood standpoint, Luna is correct and Celestia is irreparably damaging herself with this. Celestia also deserves to be selfish sometimes, but when you've built up the image of the pristine, noble, fair goddess - what happens when you're seen being selfish? Too many variables, too many outcomes. The bigger the rock, the bigger the ripples/splash, as it's said.

Celestia is in desperate need of an Earth Pony to help shoulder her burdens. They don't really have any connection at the moment but I would suggest Big Mac. He's pretty large, and he's the strong silent type unless something absolutely needs to be said, which would be good for her. Honestly not sure if Bucky would be a good choice for Celestia. His brand of insanity might rub her the wrong way in the bedroom.

Love requires trust. It requires letting someone get close enough to hurt you. Whether it's the love between friends, family, or significant others, you must be willing to bridge the gap. Celestia has been hurt so terribly and so often that her heart has developed a shell of emotional scar tissue. She tries to place herself on a pedestal, and thus makes herself utterly miserable and dangerously ineffectual.
Glad to know that Bucky isn't going to be the one to help her through this. The logistics boggle the mind.
Also, I love Sunset's zany streak. I'm not sure if she has the best or worst possible master. Possibly both.

Oh no, I did remember. To Cheerilee if memory serves right. However there are several herds already, with more developing and apparently it's not a thing that is going to stop. I think Big Mac is stallion enough for two mares that are both highly stressed.
So if you'd like me to reword, Celestia could use TWO earth ponies to help shoulder her burdens, even though one of them is overloaded and about to snap herself. Unless by royal decree or something, the teaching in Ponyville shifts entirely to Bucky's school where others can help her on that one matter. Especially since he'll want the truth as it is (or as close as allows) instead of the censored/doctored stuff Cheerilee has found herself being forced to teach as Sentinel pointed out.
