Okay, yes, it's been a while since my last blog post, hasn't it? Well, I've got good news for my followers: I'm assembling a new team of co-authors, supporting authors, editors, etc. who will help me get a lot of my old fics back off the ground, proving they weren't dead, just merely comatose. This is an extensive process, but in the meantime, I've got a new fic! Don't worry, this time, I have an outline already stretching from beginning to end, so the fic should reach completion.

I mean they could, but unless they're willing to shift to a war economy like in that episode of MLP (which TCB Equestrias tend to not do :v), cottage industry might not be able to sustain a war of attrition without the barrier. Even with a prior military build up, losing just one is gonna hurt. Sort of like how our modern equipment can't really be sustained in a war of attrition either, we'd have to fall back on older tech. Like you said it will take time, but it can be depleted far faster. War is won by logistics after all.

Given that the ponies have a whole 'nother world to draw on for resources, they could manage to reach that level of equipment on a mass scale given time. In the meantime, those already in elite gear would have to make a slow advance until they could bolster their numbers with more recruits. This is what happened in the war from 8065-8080 A.D. They built up their numbers with more recruits, armed them with equipment that could counter 81st Century Terran tech, then went to town on Earth. The equipment used by Birthright's troops was the first successful attempt at fielding equipment that could stand up to 21st Century Lalandean tech (as in, the Lalandean 21st Century. They had a calendar change 2000 years before contact was made, so 8100 for Earth is 2000 for Funestis and the system containing it). They attempted to use equipment from the war in the first encounter, only to get clobbered.
Magic could be used to mass produce such gear with time, but this gear is basically a prototype. Experimental. Seeing as they still lost, it requires further research, but would prove really difficult for Terran 21st Century tech to fight.

I was under the assumption that the ability to arm ponies with these things was limited due to a retro cultural attitude on industry. So a individual battle would be uphill but not the war unless the barrier was involved. Can they actually arm all ponies with these magical weapons and armor?

Modern tech couldn't stand up to it very well. It wouldn't be a 100% chance of defeat, but one would need the perfect strategy to overcome Ponies who adapted to fight 81st Century Terran tech while limited to 21st Century Terran tech. Losses would be high, there's no way of avoiding it.
Rules of engagement would include: 1. Perform a mercy kill on any ally hit by a thrown potion. With 21st Century tech, there'd be no way of making an antidote, so killing them would be the only way to prevent them from becoming an enemy. 2. Aim for the horns. A sharp strike to the horn would cancel a spell in the middle of it being cast. 3. Keep your distance. Earth Ponies can only engage in melee, and Pegasi only have weather control as a ranged weapon. Anti-Air would be needed to deal with Pegasi trying to start a weather attack, but heavy ordinance would be needed because they adapted to 81st Century Terran tech, which has weapons far more advanced than those that use bullets. Dropping tactical nukes could help, because radiation is still a thing, and tanks and other armored vehicles would be a must to stand a sliver of a chance. Breaking out weapons banned by international warfare laws, such as biological and chemical weapons might have some success, especially biological, as we've seen that ponies can contract human illnesses.
But even with all of those, it would be an uphill battle. Everything these ponies use was intended to fight 81st Century tech, making modern tech over 6k years behind the Terran tech they overcame in their conquest of Earth.
