No, don't read Blood and Water, things might change in the 'future' as the rewrite rolls forward (plus things have already changed quite a bit in some respects) so if you read the chapters that aren't (New) or (Rewrite) you could get very confused.

Those are the latest chapters, it's because this story is getting rewritten that it's showing up in that slightly awkward way. The last chapter marked (New) or (Rewrite) is the latest chapter to read. So right now that should 'The Knight of Roses'
