Great writing quality! It's so much better than my Sunset Shattered, basically hit what I wish I had been able to in order to tie into the EQG final scene!
I've been taking a pause from Fimfiction for the last year (almost 2 really) exploring other fandoms, but this was an awesome surprise on my feed. I'm going to binge read this this weekend.
What's this supposed to mean?
Given the source, is it confirmation that the true nature of Equestria and Alicorns is fatalistic?
It comes off to me a lot like the phrase that "It was all a part of God's plan", spoken in response to a tragedy. To some people, they will hear that phrase and experience hope. To others, that phrase seems to profoundly ignore the suffering that they are experiencing. People who wish to use that phrase have to take into context the personality of the other person.
It's explicitly written as something supposed to soothe Sunset, but given her mental situation, it could also come off as stating that she never had a chance at becoming a Princess, that her plans were doomed from the start. Were the Elements confident that Sunset wouldn't take it badly?
It also comes across some what at odds with the entire emphasis on choice preceding it.
There's also the fact that Sunset chose her behavior not in isolation, but in response to having core emotional needs neglected. If someone has never been taught to swim, it would be unreasonable to expect them to be able to do so. Similarly, Sunset was never taught how to properly express herself, since the moment she first was harassed by nobles as a foal. Her will might be her own, but she can only will things that she knows. The frequent use of references to choice are somewhat justified, in that they encourage an internal locus of control, a belief which is necessary and helpful when completely changing one's life. But this doesn't mean that they're fully, or even necessarily half-way true.
A more positive way of looking at it might be that the Elements or other forces of destiny within Equestria knew of events that would happen on the other side of the mirror, and worked to send Sunset into a position where she could help deal with it. For example, if not for Sunset, the Sirens would still have their magic and be mind-raping humans. Through that lens, Sunset has a choice over whether she wants to accept friendship and become a tool in this plan, or resist, or take a third option. This interpretation does rely on Equestria having a benevolent and powerful entity watching over it; essentially God.

First of all yes, Equestria does have a benevolent and pretty much omniscient and omnipresent god. Harmony. Hoverer, she isn't omnipotent! Otherwise there would be no problems in that world whatsoever.
More like Harmony as a higher divine playing with pieces she got to achieve her goals. Fate which you can't avoid wouldn't talk to you. Wouldn't tell you you have a choice. You simply can not avoid it and it will happen no matter what you do. Here, though, she wes given a choice to go with the plan which Harmony had in store for her and become a leader worth following or continue on the path of self-destruction. A path she choose completely on her own even if due to lack of proper guidance from Celestia. Yes, Celly is terrible at being a mother figure.
Additionally, I don't think fate can even exist in the same world with Discord. They'd hate each other to extreme. He's a spirit of chaos after all. Curiously enough he doesn't have to be at complete odds with Harmony, though. They don't like each other, but Harmony isn't order. Fate is.
BTW, we don't have fate either for a very similar reason. Our universe is randomized at the very core levels. God's plan simply can't exist in it unless randomness and unpredictability is an entire plan.

I agree with your points, and I'll add that I think Chaos can occasionally act like Fate, by interacting with Harmony and Fortune. Murphy's Law, for instance. If anything can go wrong, it will. What goes wrong, how it goes wrong, and whether it winds up being positive or negative is utterly random, but something WILL happen. If it doesn't all go down the tube, that's Fortune working.
Harmony and Fortune check Chaos, Chaos and Fortune check Harmony, and Chaos and Harmony check Fortune.
As an example, I humbly present Twilight Sparkle and her ENTIRE LIFE. She has all three in spades!

I can certainly think of one pony that would want Sunset back, but with her guilty conscience, Sunset is too afraid to face her.
