So Silver tries to make Amenti think of the dock fees as though it were her own idea, and Luna is off to make Night Watch come up with the idea that Silver needs some concubines. I'm sure the latter will somehow be handled hilariously badly. The best would be if she somehow ends up acquiring some concubines to send to him, because she's figured out he needs some but not that he would get them himself.
Bonus points if it's the former-fake-RD changeling.

6079319 This fic continues to hit the high marks, for the second time in a row! While there was more interpersonal drama than political machinations, both were still present, which helped to highlight the two main points behind this fic: eros and political drama. One appeals to the base desires, and the other to the intellect; chapters like this show how they're a great "chocolate in my peanut butter" moment when done right.
The first scene had Silver confronting an irate Shei over him putting a foal in her sister, and I have to say, Silver was in rare form here. It was great to see him finally present himself in a manner that was akin to his station. He's come very far through his myriad adventures, and turned out on top - now, we see him acting like it, and wonder of wonders, it worked! Exactly as he surmised, the two sisters wanted a strong, confident, decisive prince, and when Silver forced himself to step into that role, they responded to it quite favorably.
Fortunately for everypony involved, Silver knew that adjusting his demeanor didn't mean that confidence alone would do his work for him. He still needed to clearly communicate his desires and plans for the Windsong girls; luckily, he did just that. His words here were a bit of a reversal from what he told them the day before, about them not being concubines but servants, but at least he was decisive in his declaration that they would be his concubines - indeed, his broodmares - now, and that this was a noble calling, since he is planning on bringing a new race of ponies into existence.
Honestly, if "mothers of a new race" isn't good enough for them - even if they're not the only ones (they'll probably be among the most consistent, though; centuries from now, pony genealogists will likely determine that the majority of lunar ponies can trace their lineage back to the two of them) - then I'm not sure what higher duty a servant could have. Moreover, he's likely treating them better than they could ever have hoped for, at least in terms of what a slave-owner would normally be like. While it may sting that they need to leave their inn behind (and that was never Silver's fault, with how things are going), they're gaining far and away more than they're losing.
To put it another way, he's honoring and cherishing them. What more could they ask for?
As it is, it was amusing to consider that most of his problems with Aila can, in hindsight, be chalked up to "she likes it rough." Indeed, the entire conversation ended up in such a manner that the mares were basically talking about how they wanted Silver to make love to them in the future - with Aila wanting to be conquered whereas Shei wants to be wooed - complete with a safe word if they felt uncomfortable. Despite the sister's dichotomized tastes, one wonders if, unlike with Celestia and Luna, Silver could ever have both girls at once? After all, Shei did invite her sister to join her and Silver in the tub together that very morning after she'd started going down on him...
Moving on from there, Celestia - who was a little too into watching that exchange, especially since she'd been watching the bathtub antics earlier - brought Silver in on her planning session for how to help Amenti buoy her country's finances. The plan that they came up with was...simplistic, but not bad. It was mildly amusing that Silver essentially stumbled upon the idea of imposing a rudimentary tariff, since he's talking about a government surcharge on traders specifically.
The idea of having that be payable in advance by a foreign country on behalf of all of their traders is an interesting one. It seems like a very good way of raising immediate revenue in the short-term, while still being beneficial for the foreign countries, since the lump-sum would almost certainly be cheaper than the combined charges levied against all of the individual traders. The only problem with this particular idea is that it moves the burden from the individual traders (who strike me as being members of the private sector) to the government directly. There'll certainly be a strong push from their traders to do just that (since that lets them avoid foreign taxes, after all), but I have to wonder if some governments would balk at doing so; the results would be indirect enough (though still tangible) that I can see some not bothering.
Of course, this idea should only be considered on a year-by-year basis, simply because having a one-time payment by a government to permanently wave the new tariff would be far and away too generous, and that should be made clear from the get-go. Moreover, once this has done its job of creating short-term profits for Anugypt, it'd benefit Amenti's regime more to go back to charging individual traders for use of their ports, since there's more money to be made there, albeit over time.
Having the engineering guild (or whatever it is, since it seems to work with all sorts of construction) work to repair and maintain the foreign ships in the harbor isn't a bad idea either, but it's essentially a separate one. Having Amenti charge even more to have that guild work on the ships is, in essence, a government contract: Amenti's government pays that guild a flat rate to perform that work, while the owners of the ships pay the government various amounts depending on the nature of the work and the size of the ship, etc., to have it done.
My only real complaint here is that this shouldn't necessarily go to the engineering guild - Amenti is already buttering them up by having them engaged in urban redevelopment for the next year, which will likely strain their resources anyway. She really needs to diversify her allies with that idea; maybe there's a guild for harbormasters and dockworkers, or something like that? Or if the docks are privately owned, then maybe talk to whatever magnate(s) run them? Focusing on the engineers too much looks like favoritism, and risks putting all of her eggs in one basket.
Insofar as Luna goes, her eagerness to help smooth things over with Night Watch was nice, but it was a tad perturbing how she was going to make it seem like Night's own idea. While I don't think that this is necessarily a bad thing, Luna is treading close to the line between "inspiration" and "brainwashing," as Silver noted. Still, Luna is the original dreamwalker, so I suspect that she's used to dancing on the edge of that line. While it's amusing to consider that Night might send Silver concubines of her own choosing, that's not very practical, since they'd be on a boat headed to Anugypt while Silver is on a boat heading back to Equestria. I suspect, rather, that Luna is going to convince Night that it's a good idea on its own merits, so that when Silver returns with the WIndsongs, Night's reaction will be "you know, I thought about that when you were away, and I think it's great that you did that!"
Speaking so much about Amenti, we can now confirm what the last chapter hinted at: she has a crush on Silver! Of course, the clues for this weren't that hard to pick up on. After all, she's 1) a teenager, with all of the hormones that come with that. 2) Likely sees him as an exotic foreigner (her bit about "finding felines too alien" was a subtle hint in this regard); most people see something alien as either being repulsive or exotic, and Amenti is clearly in the latter with regard to ponies. 3) He saved her (she's clearly figured out that it was him), which was probably enough to make her swoon, and 4) She's probably quite inexperienced, both in sex and romance, and so would be eager to experience both (though I'll admit that this is a presumption).
I'm a bit perplexed why Silver thought that that her dream was creepy; that seemed like fairly standard teenage girl romance flair, at least to me. She sees herself as weak and small before them - and, hilariously, sees Celestia as saying "paws off! He's all mine!" - and wants the big, sexy, exotic foreign prince to have his way with her. This really throws her previous attempt to have Silver "guard" her into contrast, as it shows why Celestia was so easily able to embarrass her about it, since had Amenti not wanted a tryst, she would have shaken off Celestia's teasing.
As it is, I'm torn on the issue of Silver getting it on with Amenti. On the one hoof, that's a really sexy idea. But on the other...the political fallout has the potential to be massive. If word got out, the scandal could hurt Amenti politically just as she's getting her paws under her. While I'm not sure if Anugypt has Equestria's levels of social progressiveness where female sexuality is concerned (e.g. it's questionable if a female having casual sex is "slutty" or not), the fact that Silver is clearly more experienced than Amenti (who seems like a virgin) - and is older, to boot (or is he? His body is still rather young, as I recall) - would make it pretty clear who was "on top" so to speak. If her subjects don't respect her, then that's the ball game for her administration.
That's not even getting into what would happen if Silver were, in fact, to knock her up. Having a child while so young wouldn't be nearly as bad as the fact that she wasn't wed, and that it was from a pony, no less! But worst of all would be that it was from a pony prince...if that happened, everyone would start wondering if that child - Amenti's heir, and the heir to the throne - would represent a merging of the two kingdoms. That would shock Anugypt to its foundations, since the royalty of Equestria is eternal, but Anugypt's is mortal, and as such that would essentially represent Equestria absorbing Anugypt. That would likely lead to revolution, if people thought that.
All of this makes Amenti forbidden fruit...which is well-known to be the sweetest.
EDIT: I forgot to mention at first, but Luna's line about "Tia told me that slavery isn't economically sound," was quite the derp moment (for both sisters, if Celestia is the one telling Luna that). Of course slavery is economically sound! It's one of the most economically sound models there is! Having a workforce that doesn't need to be paid is one of the best ways to maximize your profits. Sure you need to clothe, feed, and house them, but that's virtually never going to exceed the gains you'll make from having them work for you for free. Plus, you can cut all sorts of corners there, depending on how kind or how cruel you are (though that's just icing on the cake, in terms of economic savings).
6079492 I'll note that Celestia didn't really come up with the plan. She basically let Silver come up with it and gave it a green light. Is she setting him up for something? She does that a lot, though being guided into politics feels a lot nicer than being forcibly gender re-assigned while insulted and abused.
There is the strong matter that he just slipped it to Amenti, in her dream. She's terribly unlikely to wake up and implement it exactly as he said it. He can only hope she'll remember the important bits and put her own spin on it, which works. He doesn't really want to mind-control her anyway.
The Windsong Sisters are indeed won for the moment. Will he ever enjoy their companies at once? Only time will tell. I'd doubt it would happen until both were full of the next generation and some of their anxiety had worn away.

There's a big difference between forcing someone to do something and nudging them to participate in a situation...particularly when the latter is her trying to help him take part in the political operations that are a requisite aspect of his new office.
In other words, there's more to being a prince than just studding, and Celestia is trying to help Silver find his legs in that particular area. In that regard, I think that she's doing a decent job.
To be fair, her ultimatum of "we're getting it on before we leave, come hell or high water" is rather heavy-hoofed, since she knows that that might very well kill him. My guess - since that flies in the face of how she's been acting recently - is that this is a bluff on her part. I think she's trying to push him along, but that she won't force him if he really refuses to take the plunge.

But if she wanted to get silver into politics then why once again was there zero prep work for the new situation the princesses put him into?!
(seriously EVERY major situation in this series is preceded by a complete lack of any kind of preparation for what is in each case a major change in silvers circumstance)
With the "you will rut me when this is over" situation I am in 2 minds, is she actually forcing this despite the promises silver made to her sister, the possible consquences and after she apologised for forcing him before?
Or is she expecting a different out come? Celestia is a master manipulator, a chess master and has a magitions skill at mis-direction...
We can see some of her moves, but we don't know what game she's playing, who the other players are, who the pieces in play are nor can we see what the victory conditions are. This is playing with my paranoia *grumbles*

6081346 I don't agree that she pushed Silver into raping anyone; as I've mentioned before, I don't agree with that particular characterization. I suspect that Celestia knew full well that Aila wanted him, but that she also had several hang-ups regarding her fear for her future. She likely knew that after Silver seduced her - which seems like a more accurate way of describing that encounter - that they'd hash things out (which they did, along with Shei).
That said, I do agree that it's a bit odd that Silver was given virtually no information on Anugypt to work with ahead of time. Even if he's basically here to support Celestia, it makes little sense that he's going into a highly-charged political situation near-totally blind.
I do agree that she's playing some sort of game with regards to her telling Silver to impregnate her and damn the risks, though. The problem, as you noted, is that we don't know what sort of goal she's advancing. It's hard to tell, since we know that she does want him to knock her up, and that obscures any other result she may be hoping to achieve.

You do have a good point in this, but we also know that Celestia already *spoke* to Aila prior to the incident. It does make me wonder if maybe Celestia has realised that Silver is not handling his breeder labido well or maybe she's aiming for the next step in the "not running away anymore" plan and get Silver to start being pro-active in his life.

My guess would be that she wanted Silver to take on a more proactive - or even dominant - role in his life. While sensitivity to the feelings of others is a good thing, there's a fine line between that and timidity, and you can't have a prince who's timid with regards to everything except when his loved ones are threatened. Silver needs to be more assertive (remember when he asked an irate Shei if he could talk to the pharaoh first? Or that he had to use magic to stop his knees from knocking before finally confronting her?), and I suspect that Celestia is trying to push him to be that way, since the Windsong girls are excellent foils in that regard.

These last couple of chapters we have been seeing Molestia come out in force... And it may seem obvious but the one title Silver doesn't have but has rightfully earned by this point is 'The Silver Tongued'.
I've been having some deja vu the last few chapters. I'm almost certain I've read the early parts of their arrival in Anugypt before. Was this ever posted on another website/as a separate short story somewhere?
The Pharoah being "away" and the assassination attempt at the inn, the assassin and her sister being made servants/broodmares, the surprise kitten Pharoah, and the assassin? foiled by a timely telepor were all things I swear I have read before, even though everything was marked unread. I even remember being dissatisfied about it feeling like a snippet of a much longer story (Luna's flashy flank, I had no idea, lol!) so finding it again is certainly a good thing; it just irks me when I can't remember where I have read something before.
