Ah, now this was a touching chapter!
Quite honestly, everything here felt entirely natural to the characters in terms of how they interacted with each other. More notably, it felt like the characters were being true not just to themselves, but to their knowledge of each other. Night's anguishing over Silver's too-easily-given forgiveness could have been a rehash of old ground, but instead was handled incredibly well by Silver, both in terms of refusing to engage with Night's self-flagellation followed by calmly explaining why it wasn't her fault. Very, very adroitly done! It was also amusing how the herd had a genre-savvy moment of wondering when they'd suddenly have a new crisis thrust upon them.
It didn't stop there, either. The issue with Silver's lack of last words for Fast was dealt with in a very mature fashion between them, and the call-back to Silver's suicide attempt over losing Fast so long ago played perfectly with her running out on her herd when Silver died. The issue of Silver's returned sexuality - and possibly turning male again - were put on the back-burner here, but that also feels appropriate. Touching on those too much would have felt rushed; instead, the group spent most of this chapter just reveling in finally being reunited.
Moreover, the whole issue with Silver studding was cleverly handled by giving those rights to Twilight. There was a bit of a bait-and-switch here, as I don't recall anything about a princess being needed to regulate a stud's activities. Luna commissioned Silver as her stud to propagate more lunar unicorns (a plan now defunct, if I recall correctly), but there wasn't an ownership aspect to it beyond her temporarily taking over Silver's activities following that suicide attempt. So this particular "law" is being pulled out of nowhere. Also, can Silver even legally stud as a female? Yes, she can conjure up male parts, but I'd like to mention that that's still illegal as per Celestia's decree (unless I'm forgetting something).
Still, it was nice to see Silver receiving a happy ending for once (followed, no doubt, by a "happy ending" when she gets home).
6915793 For the most part, I agree, and I'm glad you enjoyed this chapter as well. Was it all on the books? Probably not, but someone would have to dig through them all first to state with confidence that it isn't. Silver's taking the risk on that one. A gamble! Silver does those too often.
It would be hilarious if Flutter's would ask permission from Twi right there. Kinda really wrong, but that would be the reason why that would be funny.
