6171991 The other shoe dropped in this chapter, and I'm quite pleased that it was right onto Oman's smug face. Seriously, I think I understand the point you were trying to get across in this chapter (more on that below), but I'd be lying if I said I didn't experience any schadenfreude at see him get his comeuppance here, mild though it was.
While he didn't acknowledge any wrongdoing on his part, it was nice to see Celestia step in and show Oman that there's always someone stronger, as well as that actions have consequences. Of course, he didn't admit any wrongdoing on his part, instead falling back on excuses; as it is, his explanation for his treatment of Bottom - "the good of the many must outweigh the good of the few" - was rather worrisome, since if you've appointed yourself as the arbiter of what constitutes the good of the many, then you're basically admitting that you're never wrong. Oman is making the classic mistake of presuming that that line of thinking is a justification, when it's actually no more than an explanation for why something unpalatable was done.
Even so, it was very sweet of Celestia to step in the way she did. That really was her at her best, or at least her most righteous, and I was glad to see that she and Silver were sharing affection over it afterwards; that's the proper reaction for when your mate stands up for you. I can't help but wonder if they would have done more, had Bottom not been there.
As it was, I noticed that there were multiple references to Silver and Celestia treating Bottom like a foal. Normally I'd find that a little condescending, except that it's accurate to an uncanny degree. While that may sound incompatible with Bottom's sexualized depiction, it actually makes a great deal of sense. One of the defining characteristics of children is that they don't know how to function on their own, and that fits Bottom to a "T." While I initially thought that Silver's characterizing Bottom as being like a son was disingenuous - a way to deny that there was anything more there - on my second read-through I realized that Silver was correct. Bottom is, in a very odd (and somewhat incestuous) way, like his child; specifically in that Silver needs to build him up and teach him how to function on his own.
All of that said, there's still the issue of Oman knowing about Silver's bracelet, but at least now he's turning over the information for where the "other half" of it is, albeit in exchange for learning more about Silver. It feels a little disingenuous of him to demand that he get to research Silver in exchange; he's righteous enough to demand answers for the good of everypony else, but when Silver is the one who needs help he's not willing to do so without something in exchange? Oh right, Silver's not a pony...I guess it doesn't count then.
I suspect that one of the more subtle points that you were trying to communicate via this chapter is that Oman had reasons - ones that made perfect sense, from his point of view - for why he did what he did, even if we (the readers) weren't privy to them. It was nice to get an explanation for how (and why) he "just happened" to bump into Silver, and it helped to note that he's from a culture where he's at the top of the proverbial heap. But leaving aside how we, the readers, had no way of knowing any of that at the time - or any particular reason for presuming that those explanations would be forthcoming - the fact remains that none of that excuses his actions before, nor makes them any more palatable.
There are times when telling us why a character does what they do can put them in a more sympathetic light...but just as often, it doesn't make them seem like any less of a dick. That's especially true when their reasons can be boiled down to "they're used to being obeyed" (or even "we have to treat them like enemies because they might be enemies"). Hopefully Oman has learned his lesson. While I doubt anything could curb his attitude, hopefully he'll at least treat the rest of the group with the respect they've earned from now on. (Also, I seriously hope he crosses Bright Eyes' path in the near future...magic or no, I'd love to see her rip him a new one.)

6172086 To respond to the other points, of course Oman had a reason. Most people have reasons to do things. Even Discord has reasons to do things, despite his claims to randomness. But demonstrating what they might be seemed the right thing to do, so I did, and the plot moves on without Silver being run over by a random upstart.

Why was Celestia, of all ponies, the one to physically confront this potential threat and breach of security? I know she's very capable, but there's a reason for guards, administers, functionaries, etc.
