You have to appreciate the irony that he's gained two servants, one of whom is an uppity lesbian and the other is a submissive colt cuddler. So I guess it balances out...except that it doesn't, really. Poor Silver is going to have quite a time of it from now on!
We got some confirmation of what the last chapter implied, in that Bottom has been thoroughly conditioned to a life of poor treatment. With all of the initiative purged from him, he's clearly defining himself purely by how useful he can be to the stallion that now owns him, to the point of no motivation (and little frame of reference) to even so much as properly take care of himself. Even his initiative with "eating" was a direct order from Celestia.
Also, was it just me, or was Celestia being incredibly passive-aggressive in this chapter? First, she says that Silver is "hers," when that's clearly not true. Celestia does outrank Silver in terms of age, personal power, and experience as a ruler, but those aren't the same as the legal/social framework that Bottom was clearly referring to. It was Luna's casual disregard for treating Silver as an equal that caused Silver to eventually leave her; Celestia is treading on the fringes of the same mistake, here.
It didn't stop there, either. Her quasi-threatening remark about "I assume Silver will treat you gently" was utterly uncalled for. When has Silver not treated everypony around him gently? Unless he's in the middle of a fight, he's never rough with anyone unless they've made it explicitly clear that he wants them to be. Her warning tone is rather insulting for how uncalled for it was. And of course, Celestia's vague smugness when Silver asked if Bottom wanted to be a mare. If she doesn't see the difference between forcing someone to have a sex change and asking what they thought of one...well, I suppose that whole "change your roles" thing is applicable there, but even so, the two are not comparable. She's really being bitchy, here.
Of course, the big scene in the chapter was Bottom going down on Silver. It was amusing - as Celestia noted - that he interpreted that as falling under the purview of "eat when you're hungry." That said, while that was played off as him being coy, it was clear that he was being literal. I'd wonder if that'll lessen when he realized that he can just eat actual food if he's hungry, but I doubt it...he's clearly enjoying himself as well.
Far more noteworthy, however, was that Silver has his first "gay" experience, and was surprisingly calm about the whole thing! Of course, given that he was worried about chastising Bottom, that that magic item makes him supernaturally horny, and that, as he noted, a mouth is a mouth, it really wasn't that surprising that he was willing to sit back and just enjoy it. Given that Bottom is a professional, Silver might as well resign himself to the fact that Bottom is going to be the one keeping him satisfied for the near future, especially with Celestia no longer wanting it so badly and Bright Eyes monopolizing Shei when she can get away with it.
Speaking of which, presumably the two mares found a new captain? That seemed rather fast, so I'm guessing that Shei turned down Bright's advances. As it is, there's going to be some friction between the two new servants, if only because Bright and Bottom have an established dynamic already, where she gives him orders and he obeys. Habit alone is likely to send them back into that, and Silver's probably going to need to step in before too long, since otherwise she'll keep treating Bottom like the communal property that she's used to (albeit for things like basic work and such, rather than sex).

Bottom's a mess, and Silver's accepted responsibility, which makes it hard to lash out at him when he makes Silver uncomfortable but isn't actually hurting him in any way. Gently but firmly telling Bottom he isn't obligated to bury his face against every stiffy he lays his eyes on seems to be a reasonable first step, even as Silver wonders a little at the nutritional value of alicorn seed. He isn't likely to play top to Bottom's bottom anytime soon, however. Silver does want him happy though. If he did want to be a mare, well, that would have been the easy way out, but he isn't giving up that easily.
Celestia was quite smug and prodding, but she was also feeling out Bottom in her own way. Bottom sees things as people either being above or below. He hasn't assimilated the idea of two ponies being on the same level as each other, so she said she was above Silver, because saying they're equal would have resulted in a lot of confusion. Silver isn't even mad on that one, even if he got quite distracted shortly thereafter.

Bottom is effeminate and a bit feminine , but he is comfortable being that way and a stallion. So he does have some pride and dignity, just need to bring out the rest with some self respect.
I suppose it's not outside the realm of possibility that Bottom might be the last straw to turn Silver fully bi.
Captain Bright Eyes brings to mind a solution to the ring problem. Changing Silver back into a mare might very well remove the thing without killing him because there would nothing for it to work on. They could always change him back afterwards.

Another small point, when they entered the "dining hall" for a moment I'd oddly assumed they'd flown to some palace on land and I was wondering 'how did we get here?'. After that second or two of 'logic stumble', I realized of course dining hall on board Tia's ship, not sure if only me that thought that or if it's something that needs addressing? I'll leave that to your discretion, just as an odd curiosity noticed.
