If you can't fit many runes on something so small, then I imagine some materials would have special properties that would make them useful in small amounts regardless, especially considering all that Crimson's electrite feather can do despite lacking even a single flat surface.
I'd imagine that something like a fire ruby could make for an especially deadly and compact flare trap.

But oh my god Luna, how are you so bad at everything? You're making what is probably just bit of corruption or industrial espionage and escalating it into a full-blown international incident that could get people killed. What makes it worse is that this is a textbook case where going through the proper channels and gaining diplomatic leverage is the best option.

I found a typo in the second paragraph,
Luna is so focused on proving herself to her sister that she doesn't even bother to think of al the ways this could go wrong.
So let me get this straight. Luna's told that a former aide to the Griffin ambassador is spying on private Equestrian businesses and that the ambassador may or may not be involved. Her answer is to conduct a black ops operation: ordering her personal guard to infiltrate Griffonia, kidnap one of its citizens, take him back to Equestria, and then put him on a public trial.
I don't get it. Am I missing something here? Because as things look right now Luna is either a conniving warmonger or batshit insane.

I think its more that she is still getting used to the modern world. Back in her day, this would still be a great offense, but it also would have happened more often. Anyone who wasn't nobility was disposable.

I suppose I should amend my last part: Luna is either insane, a warmonger, or an impulsive brat that acts on incomplete information and is clearly unfit to serve as one of Equestria's absolute rulers.
I mean, by now with all she's said and done, this story's Luna is nothing but a walking argument against the diarchy.
Holy shit Luna. That is not how you conduct geopolitical espionage operations. Allies spy on each other often as much as they spies on enemies, if not more. Luna might be reacting to something that is commonplace and escalating the situation to "Immediate assembly in the war-room" levels of shit-hitting-the-fan.
And as usual, she's scaring the shit out of Prey. However, we see him an hour after and he is not dead, hurt, shaken-up, or put to sleep. Meaning, she said/did something that Prey necessarily wasn't scared of. Warned about not getting caught breaking the stupid thought-police curfew? Something about awards or his contribution? What his tasks and duties will be while the ISND are away? What his favorite color is? There's no way of guessing with how little information we have.

I would go with the third option, after all she despises getting talked back to, no matter how minor (example would be the first time Prey and Luna met) and acts like the ultimate superiority and as if everyone owes her their lives. She also almost destroyed the world because of, what simplified seems to be, a tamper tantrum and when she came back didn't even feel bad about almost committing genocide after all she only called her actions a 'slip'.

He only did that because he simply couldn't touch the veropede egg or else it would merge with him, I don't think it had anything to do with the surface area of the veropede egg.

That's not what I meant, I meant that he has the ability to craft runes on something bigger that a gemstone and then transfer them over on it, as far as I know.

Either Luna doesn't know Prey's true age or is protecting that secret. Which is interesting, she may know him to be a dark mage or Dreverton transfer but since she hasn't told anyone she probably doesn't know about being a mind leech, especially since she read his dreams and believed their contents.
On whatever was spoken about Prey during the hour gap it definitely wasn't about either of those or there'd be a lot more tension in the room and suspicion of Prey in the earlier scene so it's more likely to be about what Prey will be doing with the rest of the ISND gone.
It could be a personal congratulations but if that was the case she'd have said whatever she wanted to say when she was congratulating the ISND as a whole, tact is a skill Luna does not possess.
Perhaps Luna was literal when she said "our care" and she's going to babysit him. In which case the greater freedom Prey's getting with the rest of the ISND gone is going to be useless because you just know that she's going to be a nosy aunt.
Something else that bugs me is what the point of Lika Soil was if ignus gems were the target since Shamrock was already covering that. For that matter what's the value of magically resonant gems to Griffins?
It seems more likely that our little spymaster was more interested in the regular gems and was subtracting the Ignus gems to get an approximate of how many there were because it looks like practically no records were kept of them.
I have a feeling the whole Changeling/Mimic thing could happen while the rest of ISND is away on their epic quest.

I'm thinking that Luna is very aware of Prey's abilities. I'm fairly certain that she, too, is a mind leach. After all, she can enter a creatures psyche from any distance through the guise of monitoring dreams and helping with nightmares.
That said, her demand that her Thestrals invade another country make her seem bat-shit insane. Pun intended.

I think Prey should end up getting Grogars bell or makes his own bell, especially since it has engravings on it. It would be a great item for him I think and I think prey could use it to great effect, maybe he even improves it to suck up small amounts of local magic. I would also like to see how Prey and sheep in general view Grogar. Do they see him as a great leader thrown down by ponies, maybe they have some kind of king sleeping in the mountain myth where Grogar will return to save them or something.
