Prey feeling actual, tangible guilt is adorable. Like watching the Grinch's heart grow three times the size.
And we get an idea of our antagonist/thief. Its certainly not Luna, and I don't think its the changelings. It seems to be a group that is hoarding magical artifacts, using them for their purpose. Maybe Chrysalis gave artifacts to Changeling generals to use, but I think it's more likely that this is some other group entirely.
Exemplary.
I expected catastrophe, but I wasn't expecting the price to be this steep or this immediate. And much like a male cow overcoming constipation, Prey's back on his bullshit. Really scrabbling for some decent fibs this chapter.

At first, I was like what chapter was this from...? But that doesn't mater right now as I have two possible theories for the inconsistency Prey noticed.
Edit2: I have disregarded Theory#1 after realizing my dumb mistakes that were literally said in the text... So, changlings or "mimics," as Prey says are out.

This one has no evidence backing it but... What if Prey that day had actually did help swirl. But, because of his cynic nature, he for unknown reals, had altered his own memorize to what he knows now.
Actually! I came up with evidence!!! Remember back in Arc 1 I think it was during the time Lemon tried to assassinate Prey, he had gone through a lengthy process and erased his own memorize. The important part is that when he erased his own memorize, the readers didn't know, which helps serve the fact that if Prey did alter his own memorize, we ourselves, the readers, wouldn't even know.
Anyways, I highly doubt that any of these theories hold any meat, but I thought I'd through them out for anyone else who'd want to try to unravel the secrets of this little discrepancy.
Edit: I did the work of going through looking for the chapters Saffron is in and found she appears in chapters, 60, 56, 39, and chapter 37 but by all means ignore chapter 39 as it provides practically nothing useful. Only mentions her. But In chapter 37 some of what Prey said to Saffron could maybe in the slightest 1 in a million chance be interpreted in a way that would maybe just barely help her. I doubt it.

Yes, I do know that I mentioned it in the last sentence to my comment, though I'm not quite sure. I've never really seen that applied IRL so I don't know how well it would work. If that did happen, it would have had to have been after the conversation in which Prey mentally tore down Swirl as we see she was tearing herself down after nearly every word Prey said in her mind.
If that did happen, I would have guessed it would be something like this.(gonna change POV: to swirl)
'I'm worth, a liar, I can't even-'
'-and I can't even do one small thing for that foal.' as Saffron sat, she continued to think about how to finally end it, when something popped in her mind, 'Am I really going to leave at that? A disappoint foal and a liar
(Too lazy to think up some emotional thoughts that would affect Saffron so pretend there is some emotional uprising or something in her thoughts here)
'No! I Refuse to leave it like this. I won't allow it! At least, not after disappointing that foal...'
Then it would have kept going on, one thing leads to another then Saffron ends up in chapter 39, she somehow alive and happy. Anyways that's how I'd imagine Prey's harsh words would make Saffron rethink things.
PS: if that did happen, it'd be a little sad. It'd be nice to get to know her. Really, I'm more interested if she'd get more involved with Prey as so far, she's seen as an extremely kind character, and if Prey was the one who did help her, then I'd imagine she'd like to get to know Prey. If that did happen, I'd wonder how Prey would react to her.
Aw, poor veropede. I was hoping it'd get to mulch more than a squad of diamond dogs before being played out. After all, you always hope to at least break even on enemies killed with the giant beast you fed an entire village to.

My theory on Lemon Pink-
As we know Prey as a list of people that he hates and most likely wants to see dead.
In this chapter we subtly learn something very important...
Deep in his subconscious Prey himself is on that list.
Lemon Pink is an extension of Prey but not Prey himself, she is also capable of making her own decisions and thoughts.
Because of that I believe it is possible that Lemon Pink will betray Prey so that another name (his) can be wiped off the list.
Making it so that Prey's greatest threat is the Unicorn version of himself!
But that's just a theory... A PREY THEORY

To be honest. Every theory and opinion I have seen is great and has a lot of potential. I really am unsure which one I like best. I'll go with: suprise me.

What if it's neither: Lemon Pink gains independence from Prey, but she doesn't choose to betray him.
Prey's whole thing is that he's a paranoid control freak that is trapped in a cycle of plotting against potential threats only to end up creating all the things that haunt him. It'd be character development if Lemon Pink could convince Prey to just let her be her own person, even if she had to do it at knifepoint.
Then we'd get a new character in the form of Lemon Pink 2.0, whose still a lot like Prey but trying to figure out her own identity, and wants to help Prey because she cares about him. Prey would be forced to interact with someone who already knows all his secrets, something he probably would be very uncomfortable with, but might end up being therapeutic for him in the long run. Prey keeps everyone in the dark, even his only friend, but now he'd have no choice but to open up.

I really like this theory, it really pushes Prey to what I imagine the end-game will be for the story: redemption. Or, at least, reintegration.
Throughout this entire story, Celestia has been absent. We only see things from Prey's perspective-- Celestia is responsible for the Border Guard, therefore she is responsible for Rushweed burning to the ground-- but I am doubting that this will be reality. The more I think about it, the more I believe that Celestia will listen to Prey's story, feel sorry and responsible, and will offer amnesty for Prey's crimes.
This would also mean an investigation of the Border Guard, where I'm certain it will be revealed that they are essentially rogue, and Captain Fire Strike was operating well and truly beyond Celestia's orders and rules-of-engagement.
It also fits the frequent theme of injustice: Prey deserves a life sentence in Dreverton but he also deserves a chance at redemption. So Prey's victims do not get the justice they deserve but Prey does get justice for himself.
The other alicorns might weigh in on this, especially with Luna being a reformed villian herself.

Just because it's an abomination created by feasting upon the souls of the innocent that feels no emotion as it rends things and people into pulp at the behest of its legitimately evil mind-stealing ugly blotch upon reality of a master doesn't mean it deserves to die! It was kind of cute, in a vicious way.

Good chapter, poor Prey can feel the noose inching closer every day, I mean come on, how can you think you're able to move a giant insect without getting spotted ? Of course the previous attacker know it's somewhere in the sewers, there's only so many places you can hide it.
Only the framed robber was set free ? Yes, it feels like it was a "good action", I feel as if it's Luna behind this, and now whoever did this knows, her mind was tempered with, and sunshine will understand.
I hope everything will be good for the little lamb, they're just so cute, especially Prey.

I don’t know why but I think Cadence could actually become another friend for prey, he would of course vehemently hate her in the beginning and I think perhaps she would know this, since she is the princess of love. Cadence would also isn’t a natural born Alicorn either, and she Was born outside of Canterlot, you could turn this to her also being born in the border and so she could empathize with prey much more.

In answer to your mostly rhetorical question: The story wasn't specifically to make anyone hate Luna. On the other hand, the story is rather biased against ponies, and doubly so against Celestia and Luna who lead them. Think about it: Ponies are racist, unicorn's have it easy, and alicorns have it all. 😈

I find Luna adorkable. I mean, sure, she didn't help Crimson there against this arrogant lord, but I still have that first meeting between her and prey in my mind. How she did seem to overlook something obvious which was embarrassing for her and Prey was like, this mare is just playing stupid, but in truth she is not!
I found that little bit funny and it just stayed in my mind, so I cannot bring myself to see the awkwardly fumbling adorkable Luna in a negative light!

Fire Strike was the leader of the Border Guard. He was the one who changed the Border Guard's policy to abandon the outer villages and towns, something the Resistance took full advantage of. It was him who started up the much more aggressive campaign, and him who was on the hill of the failed Resistance's big attack, and burned them all to the ground. 🔥🔥🔥

Ah, I was still talking about Yarn. I very much remember who Fire Strike was, and how Prey killed him (I also theorize that Fire Strike was a bait for the trap that caused Prey to be captured (and probably crushed Prey using his magic, giving him a fear of being touched)).
