Ooh, I'm guessing wild deer. Would explain why this forest is less dangerous than the Evergreen, if it's got a native culture of creatures interested in keeping the local monster population down. Maybe they do some limited trade with the frontier towns, but not much and trading goods tends to attract tax collectors looking for import duties. So it's entirely local and something they deliberately don't tell Equestria about. Maybe because the 'wild deer' or whatever asked them not to.
