It isn't clear how long Celestia waited. For her, the time passed fairly quickly, but for Twilight, it was much longer due to her being so much younger. When she's finally ready, when she finally realizes that others' opinions won't change their love, she decides to go public. They've been together long enough that marriage is simply the next logical step—so why wait? It would definitely be a shock for anyone else, but she's beyond worrying about that (finally).
quick edit: At least, that's what I tried to convey. I sorta rushed to get it out, so I might've messed up on that part.
