Ponies think the sole duty of the Solar Guard and Night Guards are to protect the royal Flanks. And that we, and those showboaters from Cloudsdale are the entirety of Equestria's Military presence. While the Royal guards and the Wonderbolts are certainly the most visible units, we are, at best, Elites among the greater whole.
The Night Guard especially have several "Problem Solver" squads who attend to matters of border skirmishes and bandit raids and the uglier matters that Her Highness' Ponies don't need to know about. I was in command of one of these squads during a conflict with a griffon city-state when one of my most trusted Ponies, Pale Wing, fell to Griffon talons.. Shaken, but not broken, our remaining forces held, and the griffons sued for peace.
Who did they send to negotiate with me? The very officer who slew Pale Wing. I admit to glaring over the table at him, but then, I could the exact same anger mirrored in his eyes, and it struck me. Just as I lost my own, so did he, and so would any good leader.
We both hashed out terms, "So no others had to fall like these did." I came home to a promotion, which, after breaking the news to Pale Wing's mate, felt entirely empty.
It seems among Sarosians there is some tradition if you spill blood with a Sarosian, especially if you share one's last moments.. I have been asked by my squad to partake. If it helps unit cohesion I certainly will.

Luna is thinking objectively, and Tia is thinking emotionally. The difference is definitely part of what leads to Tia's ultimate mistake. I suspect Tia is a very empathetic individual when it comes to dealing with most, but Luna thinks a bit too differently for her to truly understand.
One bizarre thing about this AU is that it's looking more and more like Luna should have tried for a coup.
I get ignoring Luna in this instance; they're still mortal, this is the first time they've had such a difference of opinion, Celestia has gotten used to being in a position of authority, and she hasn't spent time getting to know Clover, so she just sees an officer of Unicornia.
But we know how this ends (unless it's more AU than it looks). Clover, and by extension Luna, will be proven right. Celestia will realize that she ignored the one pony who figured out what was going on, and also ignored Luna when she tried to get Celestia to listen.
I suppose it's possible that she never distrusted Luna again until the betrayal. But I don't think it's likely. Especially given that she had a vision of Luna fighting her, which she assumes means Luna will betray her. I think this is simply the truth of how little Celestia has always thought of Luna's opinion.
I think Celestia is just as biased about "Moon Marked" ponies as Luna's former bullies, she just thinks Luna needs her as a minder.
She may think Luna is mentally challenged.

It's also true that Celestia may have her own reasons to be distrustful. Given that unlike Luna, she grew up with stories from their Mother for years, painting an image, giving her expectations, or perhaps intimate knowledge of some of the inner works of the royal court given their Mother's apparent importance that she had some recognizable name.
Who knows? Maybe the unicorns were experimenting on slaves or something? Whatever it may be, she has reason there to trust her on Mother's direct accounts. But given at such a young age when her mind was so moldable, it's also possible that Celestia may believe some exaggeration of the truth.
While this doesn't give her an excuse for her decisions later down the road, while they're still young and new? It could be an excusable bias that could be remedied with time, exposure, proper care, and a chance given. But given we know the outcome, instead of being nipped in the bud it's more likely it's simply another domino in the long line of things that caused her betrayal.

Additionally, Luna just came to Celestia, strange Ponies in tow, ranting about something she's never heard of. While yes we know she's correct, Celestia has no reason to believe what is essentially a fairy tale.
