The law of conservation of detail suggests that Iron Plate is the spy. He's the only named character mentioned here who is both an Earth Pony and not an officer. He might be fine with Unicorns, having spent years around them by now, but cohabitating with Pegasi would be a new thing for him, and who's to say he didn't lose somepony to a Pegasus raid?
Maybe I just expect things go wrong for Luna at this point. It'd be both emotionally traumatizing and a feather in her cap if she has to arrest or execute a pony she worked alongside for years.
Also, it seems Luna still remembers what Hoarfrost tried to do. Depending on how deeply that affected her... well. I seem to recall a couple of occasions post-reincarnation where she kind of went berserk.
The first time, she had been restrained, and a man came in to physically examine her, potentially even vivisect her in the worst case.
The second time, she went off on human traffickers who presumably dealt in sex slaves. I don't remember what triggered her the third time, but she was running on fumes by then, so it could have been anything.
So... possible clue for Luna's uncharacteristic murderous rage?
I'm wondering if the dislike and slander that drove Luna to become the Nightmare was from ponies that didn't forget about her being the head of the military that 'conquered' them. Like most cases of the carrot and stick or good cop bad cop methodology, those targeted by it hate the stick and I wouldn't put it past them to justify it by thinking "If we she came to us like that first it we would've accepted it" even though they wouldn't have. By them I refer to survivors of the battles for unification or decendants of them who may have been taught the rhetoric from generation to generation against her.
