Oh dear, welp this doesn't look good
I'm still in camp "Justice for Luna", but I've been keeping an eye out for anything that might explain why Celestia did what she did beyond paranoia and narcissistic tendencies. Why she'd believe that Luna was plotting against her, and that taking away her crown in front of other ponies was a better solution than privately confronting her. I think I've noticed something.
Luna is a driven, focused pony. When she decides to do something, she doesn't ask for opinions on how to get it done. She makes a plan, gathers the resources to execute the plan, then executes the plan. She can even do this under pressure, such as when she found the weak spot in the hydra's scales. This is even somewhat true of present day Luna, though her mental state leaves her unable to plan effectively, so she's been rendered an impulsive vigilante at best, rather than the cunning hero she was.
So, imagine being Celestia. Luna's been acting a bit strangely since that mess with Sombra vanishing with the Crystal Empire (because she has a Nightmare demon in her head). The nobles who generously fund Equestria's economy are becoming increasingly distrustful of Luna (because they can't manipulate her as easily as Celestia), and Luna doesn't seem to care to clear the air with them (because she's done nothing wrong and she knows it). Luna becomes increasingly distant (partly because of the Nightmare, but mostly because Celestia keeps dismissing her complaints about the nobles). War threatens Equestria, and Luna gets the idea to raise an army that answers directly to her (because nopony else will treat the Sarosians well).
You know Luna. When she takes action, she has a plan. But what purpose does a personal army serve after the war is over? She can't just disband them, and she's tying them to herself rather strongly so she can't be intending to transfer command.
Wait. Luna's odd behavior, her distance, the nobles' distrust. Could Luna... resent you? She's complained once or twice that ponies love you more than her. Maybe she's taking it worse than you thought? Could she be planning a coup? The nobles can't all be wrong about her, can they?
Maybe you should take some steps to prevent what she might have planned. You should delegitimize her army first, give her a day or so to cool off, then confront her. Surely she'll see reason... oh, she's screaming in the face of a terrified noble! You need to put your hoof down!
And the rest is history. That's how I imagine a sane, caring Celestia might have reached the conclusion she did, without requiring that she completely misread Luna's personality despite how long they've known each other.

Yeah, I agree it is a good starting point, but after that, what else? There really is nothing else. What would Luna even do? Rule? Even though it's established it really isn't even her Equestria anymore. Retire? To do what? IIRC ruling was the only thing she ever did/cared about. Go back to what she was doing a thousand years ago. To what enemies? There's none left, save for what few still haven't come back yet.
I truly feel like Luna's really hit the end of the road now. She can't stay on Earth. And there isn't much of a place left on Equestria. And her sister? Well, that a whole other thing on top of everything else. Unless Luna had some other thing she's done/loves/hobbies in, maybe the stars, art, or something that she can do that still has meaning?
I feel so bad for Luna, having lost so much. As for Celestia? While she may have lost her sister, she didn't lose nearly as much as Luna did. Even fleetingly, she could live life with others, she ruled with the admiration of her ponies, tirelessly building Equestria, and was rewarded for it with the love of Equestria... Compared to the maybe acceptance and excitement of her return that Luna might receive? It's absolutely nothing. It could even be interpreted as Luna being weak, kidnapped by the nightmare but simply banished by Celestia.
Inadvertently, Celestia even made Luna's disappearance meaningless, simply kidnapped, and never seen again. Luna might have what she wants, acceptance and the eradication of tribalism. But compared to what Celestia has? I personally feel like Luna should rightfully choose to never return. But time will tell to see if there is more we're missing or what comes up. I'll be excitedly waiting for it.

The fact that Luna has no place in either modern day Equestria or Earth means she has few options for a fulfilling life. Her best option - or perhaps the least bad option - is also the most unthinkable to her right now; accept Celestia's offer to return to Equestria together. If she can find it in herself to accept Celestia back into her life with the possibility of one day forgiving her, Luna can yet live a life in which she can love and be loved, learn new things, and tell her story so that it won't be forgotten again.
Even so, you're right that everything she worked for her entire life has been taken from her. She can never get it back, and Celestia can't change that. Even if Luna ever forgives Celestia, she'll never fully trust her again. It's a tragic situation no matter how badly they both wish it were otherwise. But if they can't take the first step towards reconciliation, there will be nothing left to rebuild from. Celestia is the one who has to take that first step, because she caused the problem, and she holds all the cards. And the only way to prove her remorse is to give all of those cards to Luna. Anything less is implicitly saying she gained something from the betrayal that made it worth it.

Accepting Celestia without forgiving her is a good middle ground, and yeah, Celestia would have to give up everything, as anything more than nothing is still a massive gain over the insurmountable loss that faces Luna. Unless Celestia has something of equal value, which I find hard to believe to give up, I don't foresee a completely fulfilling and happy life for Luna. She can find some happiness, but will never be the same.
Actually, saying that Luna has no place on Earth is wrong. If needed, Luna can easily shrug off short or long prison sentence, if any, cause what she's did can be argued as self defense. She can go to England or Switzerland, request asylum, and have a job of magic teacher/researcher, which would be in HIGH demand. If she play her cards at least moderately good, she can live very respected, maybe even luxurious life. Arguably better than anything she could have in Equestria.

It's important to note, Luna only has a medieval magical education. The only reason she put the quantum physics part together was mostly because of her human education, not magical.
She can do little more than tell you what a spell does, and how to cast it. She lacks all modern knowledge of the "how"

To be honest, I was also trying to justify Celestia's behavior. But I still haven't been able to find a suitable explanation. Celestia simply has no reason to take such decisive action against sister. Luna gave no reason to doubt her Loyalty and Honesty.
But okay! Let's say Celestia is a paranoid. Crazy nervous behind a mask of calm. The Sarosian Legion was disbanded. Ok. But how to explain the further actions of Celestia? Why did Tia decide to take away Luna's crown and deprive (!) her of the immortal blessing? It's actually a slow kill.
Come on, man! Luna has nothing left. The common people are afraid of her. The nobles don't respect her. Celestia's neglect destroyed Luna's authority. The economy is controlled by Celestia. Luna's personal army has been disbanded. Lol, Luna doesn't even have close supporters or friends! She doesn't have any control levers. There is no influence.
I think Celestia just decided to get rid of Luna... I do not know how to justify this betrayal.

For some reason, everyone forgets that Luna has her human family on Earth. The human mother loves her, I'm sure. And the younger sister is a bit of a jerk, yeah... Luna should be with them. She shouldn't leave them.
About Celestia and Equestria. Luna doesn't have to accept this now. Celestia must prove that she sincerely regrets her betrayal by her actions, not by her words. I do not know how Tia will do it. Some commentators have said that Celestia should give up everything. It means choosing between duty to Equestria and redemption. Well... Celestia had trapped herself. In the meantime, she is not trusted. All of Celestia's attempts to make amends are nothing more than a theatrical production.
And yes, Luna should be punished in some way for the massacres. In most cases, it was self-defense. But! First, Luna staged an unprovoked massacre in the laboratory (by the way, the author promised to explain the reason, but did not do so). Innocent people who were just defending their world from invasion died. Secondly, Luna attacked the drug lord's lair on her own. They were bastards... But this is not right. You will become like them. She just started a massacre. Unfortunately, this is not the solution.
Given how Luna has a LOT of experience and fought a multitude of various threats, she had to figure some elements of "how". Also, if Starswirl was their mentor and how "modern"Equestrian magics was pretty ineffective combating threats from the past, there's nothing Luna couldn't learn, adapt and research quickly. Also, A LOT more than humans currently have, so very valuable to them.
