I think we just saw a critical difference between Celestia and Luna.
Celestia would've lectured that Unicorn. Likely imprisoned him. But she wouldn't do anything permanent. Being that cruel, even to somepony like him, is against her self-identity as a "good pony". She wouldn't realize that onlookers would see the "punishment" and conclude, "That's not so bad, I guess beating on mud ponies isn't too big of a deal if I'm discreet".
Luna knows better. That Unicorn wouldn't have gone as far as he did if he didn't sincerely believe he had the right to do so. You can't talk someone out of that kind of worldview. As the pony responsible for his punishment, she rightly decided it was best to remove his ability to re-offend, while also making an example for anypony else who think along similar lines.
Hmm, permanent major physical mutilation in return for major physical scaring and major mental scaring. Arrogant little shit was the prime example of what people think when it comes to a wannabe zealot.
I just realized on my second time around this chapter, "you're going"? Not "Would be?" Lulu was trained in magic by Starswirl, now potentially to be trained in the Earth Pony ways? Did she start her alicorn training early?
Oh well. Imma just skim through the whole story again.

I think it's more a case of Celestia and Luna being leaders whose styles are better suited for different eras. Slow and gentle reformation favored by Celestia can work, but you have to be in a safe and secure situation where you can afford to waste time and resources on failed attempts and preventing the offender from re-offending.
Luna's methods are best during hard times when you can't afford that luxury.
The real test will be when the hard times end and Celestia's more merciful methods are feasible. Will Luna adapt, or will she be stuck thinking it's best to belt out punishments quick and efficiently.
The biggest issue with Luna's methods that fact she may severly punish an innocent off of a false accusation.
