Would be an interesting change if Pegasopolis gives in. I doubt they will, but still.
Interesting plan lulu
Serious, "I see my reputation proceeds me," vibes.
Honestly it's like the biggest difference is that Luna seems more mature in several ways than other ponies. Their reasoning, logic, and emotional responses halve the time just seem like something from a child or off the playground cranked up to 11, which matches the show mind you... actually the show made it worse in certain cases... huh.
Ooh...glad Luna knows that reputation too is a tool!
Who even is this mare? Unnamed commander#2? Leader? Something?
Also, if it does come to the war of attrition, then I can see how it would end badly for her if the public saw her eating breakfast every day whilst they themselves starved. Yet still, even if she forcefully took both meals for Pegasolis every day, two meals would be too meager for such a city that, they'd question who was getting those meals anyway.
She'll be forced to surrender if she can't make progress in the war, either of her own will or through the loss of her public support, possibly even revolt. Still, even after coming to terms with surrender, she has to think about how Pegaspolis would eat if they couldn't raid anymore.
Either way, if they don't surrender, I don't think this one will be as much as a success as Lulu did with the Earth Ponies, as Luna struck basically a punch buck knock out. Here, Luna'll have to take some blows of her own too.
Hopefully, by the time we get to Unicornia, Lulu will have a plan to deal with them, even if the old-fashioned way. Or Tia can prove herself useful for more than leading and managing the non-military matters of... Unity? Union? Ah buck it, I'm calling them pre-unifacation Equestria. Perhaps Tia would have been able to work out some diplomatic treaties of some sort, leveraging her familiar position, or the threat of Lulu by the time she arrives.
Or Tia would 'forbid' Luna, some horrid excuse of the brutal ways of Luna's armies or some hay apples.

Let's be Honest here, after all, After Kindness and Loyalty, it's my favorite Element.
The way this story has been developing I've been liking Sunbutt less and less and less.
Her Highness has been stepping up, Achieving monumental levels of success for the burgeoning Single Tribe, to where the common folk likely respect her MORE than Sunbutt, the fighters certainly do, and yet, when she gets back I'm sure the ear whisperers are going to be like "How can you trust that blue violence machine, oh Solar Majesty?"
Even now, before crowns and wings, that's going to develop, then again, Celestia treats Luna as someone to be "Handled" rather than someone to be respected as an equal. I know this feeling, I've wrestled with it so much in my own life, with my own older sister and only now when we're both middle to old aged have we gotten to some level of acceptance with it.

Glorified sky pirates surrendering when being kindly asked? Naaaaaaaw

Can't really step foot inside the city itself, cloud walking spells haven't been invented yet.

Not too often you hear about a filly killing a hydra.

Comes from being forced to grow up fast, and being autistic enough to keep to her morals.

But do we know what modern Equestria is like?
11816536
She subscribes to the idea that anything can be a weapon if you use it correctly.

I can say with certainty that the Pegasus that met with Luna is not the Admiral of Pegasopolis.

Strange how people keep kicking things they think are utterly loyal, and then are supremely surprised when the leash snaps and are incapable of controlling the thing they made.
Ooh, Luna and a certain Prussian (I think) would see eye to eye.
