Initially after reading this chapter, I got a bit mad at Celestia (again) for being so oblivious about the food situation. But thinking on it a bit more, I think I see a bigger issue.
Celestia, despite being "the diplomat" of the two sisters, is actually kind of a gullible doormat.
In just the brief time Luna was checking on Emerald and Sapphire, several ponies entered Celestia's room and force fed her over her objections. If they had literally used force, she'd have easily been able to escape. But they could easily have talked over her verbal objections and politely browbeat her into compliance, and she'd be convinced it was acceptable behaviour for them. So she'd play along. And probably assume the food situation isn't as bad as it was when she was a foal.
I'm beginning to think Celestia might be more of an idiot than an egotist.
Did, perhaps, Luna intentionally understate the noble's actions? Because, if this is true, and this becomes a normal thing for Luna, then perhaps... perhaps Celestia might've seen reason to be drastic with Lulu if she believed Luna was not dishing out, "proportional" responses on a normal bases.

There's actually interesting lore behind why the maids force feed the 'Queen'. It won't be stated anywhere, but the former Queen suffered from severe anxiety. From the stress of running the nation and feeding the people, it got so bad she literally wouldn't eat.
Tia, on the other hoof, is still cautious from her ascension, and is wary of protecting herself with force, lest she "break" the maids.
