Not sure how literal Silver is being with that story. I'd think that if the implications are true, she could have been more straightforward. By presenting it as a story, she's controlling which details Luna bases her actions on.
I won't get into the baffling decision to create two deities for the express purpose of warring against each other, and then a third to make sure they don't slack off.
So... something Silver kind of sidestepped is that if she knows these things, she must either have been there, or known someone who was there. Which suggests she may even have featured in the story. I've been assuming that she's somehow the same voice that Luna attributes to the moon later on, which teaches her the spell to move the moon when Discord halts its orbit.
Now, I think it's possible that the Sun and Moon of Equestria each contain one or the other of Death and Treachery. And it seems likely that Silver is Death, if only because of the obvious parallels of Treachery betraying Death and Celestia betraying Luna.
Phrasing Moony!
I don’t think Moony even said what the first Alicorn’s response was. Whether she agreed or disagreed on Judge’s creation. Simply went on about what Darkness went on to use those tool to do.
Also I think I’m beginning to see how Luna came up with the plans and tactical ideals for her personal army. Like Darkness, she took the tools she had been given, and used them well, while the Light simply whined about it, much as Celestia tried to disband her army. But that’s just a theory! A horse theory! I’m out of time and have to go now.

I disagree on that the deties were made for the express purpose of warring each other. Going back to the garden analogy, Light is to nurture and grow their garden, the garden being life. Darkness is supposed to put out the fires on the garden, perhaps the fires of those who would seek to destroy it.
Together the garden would have harmony of light to nurture, and dark to protect. While the judge would be the one to ensure that they never stopped fighting for this goal, that they would fight to their dying breath to protect it.
If Celestia mirrors light, then Luna is Darkness, and Discord is presumable the judge. Celestia is already caring and nurturing those under her like a leader. Luna is already defending them with her skills and battle prowess. And I’m assuming Discord is the one who caused them to ascend to Alicorn-hood to fight him, ensuring they would always fight for Equestria.
Assuming discord is the judge, because like the judge, they both did something terrible/immoral, create death and chase cause. Though in the case of Light&Dark they used it to fight each other, in the case of Lulu and Tia it brought them together to fight discord.
Tia and Lulu even take up the mantles of nurturing and defending Equestria after ascension with Lulu’s army and Tia’s leadership skills. I’m assuming this is the idea the first alicorn had when she made them, and that between light, dark, and the judge something went terribly wrong.
But now what led up to Tia and Lulu’s fight and banishment? Was it perhaps the lack of a judge, of discord currently being stoned at the time?
That’s how I see it. Though that still begs the question of why the first alicorn didn’t say or do anything as she presumably still had contact with Light, Dark, and the Judge after their creation.

The Moon and all of her siblings and cousins are explicitly stated to be separate entities.

Hm. I can see how you'd read that, but keep in mind this is a tale being told outloud by the Moon. So it's kinda clunky how to transcribe it as such.
