I've been trying to look at the Betrayal impartially, as much as I can given we only have Luna's perspective. What I mean by that is I'm trying to keep in mind the least malicious likely reasons for Celestia to have turned on Luna. I want to see the sisters reconcile eventually, so long as their misdeeds are actually addressed (Celestia's in particular).
Celestia misinterpreted a vision of the future? Forgivable.
Celestia hid the fact she can see the future from Luna for their entire lives? More difficult, but still forgivable with a lot of effort and a promise to share any further visions.
Celestia let herself be manipulated into believing Luna was plotting against her? Forgivable, if she provides proof that the perpetrators didn't get away with it, and she provides assurance it won't happen again.
There's more Celestia has to answer for than what surrounded the betrayal, but you get the gist.
What I'm leading into is; in this chapter, I get the impression that Celestia is envious that Luna is going into battle. If that's true, and if that's part of the reasons she later turned on Luna...
I don't see reconciliation happening unless Celestia is literally forced to relive Luna's trauma from her perspective. Minimum.

The problem about Celestia is that she wasn't deceived. Look, here, ch. 8:
Celestia said she wanted to break Luna's connection with the moon. What then, the Luna dies of old age in 50-100 years? How does this compare to "bring my sister back"?
And her most important actions are after: Turn your back and throw over your shoulder: "And what could you do to stop me?"
You don't turn your back to someone you truly consider a threat. And these words are an open provocation. Who could you treat like that? Only to someone truly insignificant.

I don't see how that proves she wasn't deceived. In fact, the first part of the scene you quoted was almost certainly a ploy of the nobles to "prove" Luna was unfit to rule.
As for the threat to sever Luna's connection to the moon... I suspect that was a lie designed to provoke Luna, as you said. Though I suspect Celestia thought she was manipulating Luna into admitting to plotting betrayal, using the shock of losing her crown and the possibility of losing the Moon to give her a reality check.
Having reread that scene though... I've said this before, and I'll say it again. How is it that Celestia thought she could confront Luna 1000 years later without offering any form of restitution? Her actions and words that day aren't something she can just brush off.
I don't know what scares me more. The idea that Celestia really is that self-centered even 1000 years later, or that she is/was under mind control of some kind. Either of those could kill my interest in this story.

Forgiveness... This is a good quality. That's right. But this will not restore the lost trust.
I could understand Celestia's actions... but she was going to take away Luna's immortality. In fact, slowly kill...
Conduct your own investigation? Compare the facts? Go to neutral territory with Luna and have a serious conversation? No, no, no. Celestia was just ready to kill.
If that's true, then Tia is just a big kid. Celestia is behaving like an offended, infantile bitch.
She's an older sister and should at least live up to her status a little bit! Cares, protects, helps... Something for the little sis!.. But I see the opposite all the time.
It seems like Celestia just doesn't love Luna... It looks like Tia wants to get rid of Lulu. Make sure that moonbutt leaves on her own. Or send her on a dangerous (possibly failed) mission to be killed. Or kill her yourself... Yeah...
To be honest, this version of Celestia really upsets me.
I got too worked up thinking about the idea that Celestia was actively malicious. Thought up another Justice for Luna scenario to make myself feel better.
Having returned to Equestria with a comatose Luna, Celestia begins thinking up a way to spin events to the public that won't threaten the status quo. As the next few weeks go by, things start to go wrong. Not only does she have to deal with the first assassination attempt in centuries, but another attempt happens mere days later, and both of the assassins were members of her guard in good standing.
The palace staff seems to take longer to get anything done, especially those she interacts with the most. Her student, Twilight Sparkle, has been pulling all-nighters even when not given any homework, and has started to flinch whenever Celestia greets her.
Then the head of a noble house commits suicide.
His suicide note seems, at first, to indicate he was suffering a mental illness. But as Celestia thinks on recent events, she realizes with dawning horror what's happening.
The suicide note describes how the noble, a particularly loyal stallion, had started suffering strange nightmares, always about Celestia. Every time, he would dream about Celestia saying or doing something to him which made him feel betrayed and helpless. He described the last nightmare as Celestia stripping him of everything he owns and banishing him to the void between stars, and after waking, he somehow knew with absolute certainty that she had done exactly that before. Unable to bear living in fear of the one he trusts more than anypony else, he ended it all.
Celestia puts it together quickly; the noble's nightmares started just after she brought Luna back. The assassination attempts by her own guards, the palace staff working less effectively, her student staying up all night and flinching when Celestia greets her.
Luna is using dream magic while in her coma to turn the ponies closest to Celestia against her. And it's already too late to contain the damage.

I do not think so... Celestia took everything. At that time, Luna no longer had any real political power. There was no influence. There were no supporters or even friends. The ponies feared her, disrespected her, and disliked her. Luna was in front of Celestia and under control. What kind of conspiracy is there in such conditions?
Besides, if Celestia wanted to shock Luna, then why didn't she continue the interrogation? The perfect moment, act now, don't let her come to her senses! But why did she leave?
I do not know what guided Celestia. Perhaps new facts from the past will appear (I don't like it). But at the moment, everything is bad for Tia.
In one chapter, Celestia said that she was afraid of Luna's betrayal. I think that's not the whole truth. Celestia couldn't admit to Luna that she wanted to eliminate a competitor IN ADVANCE.

Erm, we don't actually know what makes Lulu and Tia annoying. Even if they are connected to their celestial bodies, they're still alicorns. It's implied that even without being an alicorn, one can still begin a connection with a Celestia body as iirc Ms. Moon Goddess has already asked Luna to bear her moon.
Now, even if she was fully connected to the moon, I don't think that's the source of their immortality. I'm fairly sure it's their alicornhood when they eventually ascend in Bloodstone. While I'm willing to bet the moon offers an extended lifespan and power, it's not the same immortality of alicornhood.

I mean, what even is their to offer to Luna after what she did? And Lulu didn't give Tia much of a chance to offer anything anyways when she visited her dream. Lulu also didn't bother to watch the TV on Celestia, nor was Lulu exactly in the right mind when she was confronted by Tia pre-memory sequence.

It'd be even funny if Lulu wasn't doing it on purpose, if the current memory sequence we're reading about is the one Lulu is unintentionally forcing on ponies dreams, eventually leading up to the betrayl, etc. etc.

Another karmic scenario has forced its way into my imagination and I am now obliged to share it.
A few nights after losing Luna in the woods, Celestia expects another nightmare of melting ponies like she's had every night for nearly 2 months. Instead, she finds herself in her memory of that fateful night she made the biggest mistake of her immortal life.
But something's... off. The dream Luna's furious expression is absent, replaced with... amusement? And despite already being in her nightmarish transformed state, she's not attacking.
"You win," says the creature wearing Luna's face, and Celestia instantly understands that this is no mere figment of her mind.
"Who are you, interloper?! Explain yourself!" Celestia demands.
"Oh, really? You of all ponies should recognize me, Princess Celestia," the Not-Luna says with feigned offense. "I'm the one who 'foalnapped' Luna a thousand years ago. Remember?"
A chill goes down Celestia's spine. This creature is claiming to be Nightmare Moon, but clearly knows that mare was a fabrication. The only pony alive who would know that is Luna, but she can't possibly have heard that legend!
Which means... this apparition knows the legend of Nightmare Moon, and must have met Luna! It's a Nightmare demon!
Celestia's train of thought almost derails as the demon's first words to her finally register. "What do you mean, 'I win'?"
"I mean you defeated me, of course!" The Nightmare declares cheerfully. "I'm completely outclassed! Thoroughly beaten at my own game!"
Celestia discovers it is possible to feel nauseous in a dream. "What game is that, fiend? Speak plainly!"
The Nightmare's amused smile morphs into a malicious grin. "You did what I couldn't do despite being able to spend every second of every day working at it. You broke your sister!"
Celestia wakes screaming and crying, as she will every night for weeks to come.
The series is so good that even the comments are entertaining to read.

Even in that case, it's unlikely Celestia meant it permanently, more of a "time out" or a ploy she expected Luna to come begging for forgiveness etc. etc. It's difficult to believe Celestia would actively attempt to murder her sister here.

It's pretty simple. As I pointed out above - she didn't act on it. Celestia was lied to, yes. But there is a thing about lying - you tend to believe what you want to believe. And Celestia was oh so ready to believe those who opposed Luna. As mentioned above, it was quite easy to check - just listen to the Luna's version. Celestia has never done this. She never wanted to see her sister right. Did she really believe all the lies that were being told to her? No, her actions don't say that. It's more like she used it as a self-justification.
And there is another very dark moment. Ch. 61. The last dialogue with Celestia.
You don't turn your back on someone you think is ready to stab you, as I said before.
"Nope" again. She was pretty determined about what she was going to do. “I now know what I must do”, as she said. It wasn't some kind of spontaneous decision to regret it "the second you were gone".
Full. Of. Bullshit.
And her actions in the present? As has been noted many times, there are no real attempts by Celestia to make amends.
So the conclusion is very dark here. Celestia didn't find Luna to apologize to her. Her true motives? Well, we'll find out eventually.
