Well, Twilight, maybe they chop the horns off to make space for the blood-red replacement.
It's kinda funny, actually. This isn't one of those stories that glorify Spike into some kind of super-badass, and yet, it's easily one where I have the most respect for him. Damn, that little guy's loyalty to Twilight is incredible. And heartwarming.
Maybe that's because he isn't lionised here. It makes him relatable, believable. He's struggling with temptation—and what a temptation it is!—sometimes he stumbles, but he's still a brave little trooper who shouldn't have to deal with all this and does his best to pull through.
I am hoping more and more for Twilight to beat down the vamponies.

Don't they keep the horns/flight feathers/hooves capped to prevent transforming? Correct me if I'm wrong but I think that came up at some point when Pinkie transformed in the library?

Yes, good Twilight, bolster your ranks so it's not just you bunch. The more you have the better your chances. Just be careful to constantly screen them for signs of being changed.
Twilight, I'd say you really need to catch a break, but they all seem to be located on 'Team Creepy's' side.
Honestly concerned, this doesn't seem like much of a gambit on pinkie's side. I kind of expected her to leave some kind of secret note detailing information of some kind, even if it was actually a ruse to trick twilight instead of help her. this doesn't seem much like a gambit at all and that worries me.
Team Sex's plans running into uncooperative reality is a little weird. It sort of implies they are being lead by a zealot who honestly thought everyone would be happy to join as soon as they heard about it, as opposed to someone who knows they're running a Borg strategy.
And again Luna's insistence that the brain thingy isn't what it appears makes no sense; Twilight even confirmed via SCIENCE that some sort of brain alteration occurred. Rarity implied that it wouldn't affect Pinkie much, so if we assume that it mostly removes inhibitions everything adds up... Except Luna.
With that last bit it seems like they may still have a connection to the separated horn, like Cadence kept her's around in her arse, maybe they can still cast from it. That is if the reason to incinerate horns is something substantial

Well, that's actually too bad. I actually really liked the idea that dark magic is something that anything with eyes can use. It's just that little bit more unique. I'm a sucker for "power at a price" deals like that.

Well, I don't know what else she has planned. I wonder if Discord ever restored her collection of reforming spells. Still, future italicized Twilight's comment seems to indicate that this isn't going to go at all well. Can't say I'm surprised.
And then there's the precursor technology. Was it actually made for highly precise lobotomies, or is that a result of some damage accrued over the eons, or being used by a species it was never intended for? If it is fulfilling its original purpose, why was it made? If not, what was it meant to do?

We've seen little evidence that "team prude" isn't just Twilight's personal opinion of sex while the average pony is vaguely similar to humans. Considering everything she's been through, it's not exactly shocking that Twilight's opinion of sexuality is overwhelmingly negative. Celestia's letter implies she has no idea what's going on, which is evidence (though not proof) that she's not involved in any sort of weird efforts to make ponies super prudes or anything weird like the opposition is claiming.
If I'm remembering right, real governments have found that subsidies encouraging increased child-births are extremely effective. And Celestia has run things for thousands of years; if there was some sort of depopulation problem it would have happened already, wouldn't it?

That would be very, very interesting. But it seems too unlikely; you can't keep something like horns working after being severed a secret. It would require some weird ponies in suits showing up at every horn separation victim's location and wiping memories; all sorts of tinfoil conspiracy stuff.
Twilight has never even heard of these laws about horns. If Nerd Pony didn't know then who would? After thousands of years of Equestrian government it's possibly just some weird taboo-made-law of the past that never got removed but isn't enforced.
Edit: Thinking more about it, the laws not being explained makes no sense. Surely Twilight can dig up when they were actually enacted and find associated debates... And if the horn thing really is a secret to more power, then it's not a sex thing at all but just using the magical equivalent of illegal arms manufacture while insisting the suppression of it was oppression somehow.

It was a thought, and we're reading a story about conspiracies here. Where information is being suppressed. according to Team Creepy. Also Spike believes Celestia is using magic to suppress the celebrity status of the main-6 (Day-42 The Dinner)
Could be that she never delved too much into them*. It seems to me, this Twilight doesn't know a lot of things. She didn't know about the rape[?] laws and their effects until she was confronted about them nor the prostitution in Dodge Junction according to AJ. From the newest chapters she hadn't known a single instance where the horn was used while severed off** just you're not allowed to touch it and you're suppose to destroy if it did get severed. She didn't know about the sanitization of the books according to yes Team Creepy . I think they did offer to show her the books in the library. I mean If she couldn't see the crotch of Cadence until recently (Day-41). Then how much is that 'limiter'/brain-thing/whatever actually suppressing?
To me once "The Government"*** has been shown to doing these things "what else have they been hiding" comes to mind. Given Team Creepy hasn't been much better. "Join us and we'll tell you" ...err no, you tell me first then I see if I want to consent or not. Which I suppose is what this story is trying to tackle.

When I say "Team Prude" I'm not actually saying that there is a Team out there but the current way of doing things. IE. Celestia's Government*. I hope I didn't convey that. I tend to make fun of the characters in this story a lot (Rev Big Mac, Sir Corn Dog, ... ) I find them all insane nincompoops. So if Team Creepy then Team Prude that's all.
I do not have that data. I do know that IRL that governments do have subsidies and their effectiveness is in debate** But we're talking about "The Magical Land of Equestria"(TM) Where ponies control the weather and the sun soo... Anyways it's probably less than a thousand years. After all The Crystal Empire/Kingdom is a thousand years in the past and Twilight said that "it has been working for a few centuries. To me that's 300-500 years So what am I supposed to think that the decline is slow and the government hasn't done anything yet?
*Even if it's according to Twilight and it's my view of her views. Not that it is, just that Celestia's Government is awfully prudish in my view and very rigid according to her. if that makes any sense.

We've seen reference to some extremely draconian laws concerning sex that are selectively (sexistly) enforced. Most ponies seem mostly unaware of this, but I bet you probably didn't know we have 10 yr olds on the sex offender registry. It's doubtful that this is an intentional, deliberate conspiracy, but it's still a problem. Depopulation could still be a frog in a pot problem that's just near boiling, or one that most ponies don't really mind cause more stuff for their kids. Most ponies probably are ignorant of the law and find this sort of thing shameful, slowly shifting and choking out the (highly illegal) norms that kept the population decline from being catastrophic.

More likely, there's some means that someone could (consensually? assentually?) use the horn to use somepony else's magic. Horn removals being rare, and this being forbidden knowledge, it could definitely be suppressed outside the circles of the darkest of dark magic adepts. What that wouldn't explain would be the lack of Pegasus feather and hoof shavings devices for channeling other tasks. eg- Pegasus feather boots for walking on clouds.
Also, the more detailed legal information is probably in the main libraries in Canterlot. The branch libraries probably have minimal space for thousands of years old esoteric laws that everypony would be ashamed to look up.

Well, I do fix errors when they're pointed out, and it helps to read what ponies are discussing so I don't forget to add something important. So you perform a valuable service! Plus it is interesting when ponies try to figure things out in the comments (sometimes with a lot of dramatic irony, when I put something in that nopony notices).
