One doesn't simply "soften up" to a nation that spied on them not even half a year after ending a tyranny. The fact they did not trust the Storm Queen enough to stay their hooves from any recon actions before they arrived for the diplomatic visit speaks volumes about them. Also, I am really intrigued about what kind of goods she demanded as part of the agreement.
I would have said 'Simple, Keep your spies out away from our lands, or the next spies we catch we will be sending home in coffins.', because after all espionage against a foreign nation is a crime if you get caught.

Hmm... Both kinda work. Depends on how such Lord is portrayed and such.
As long as the story isn't derailed enough that it then requires them to keep going Like so many end up doing
or have them every chance you can get, should be interesting on how this turns out. If they are to fill in supply holes like with the metal that she wishes she had more of, I've never really understood why they weren't made to do that. They've usually just been there to get teeth knocked loose or get people riled up
