Well, if you count the books as canon then this is Pinkie parents official posture on their daughter life reason.
And its more about a difference in their way of life than him being a dick. Hes a farmer, on farms cash is usually a really low resource so "wasting" it on anything but the farm or its future is unacceptable. For Pinkie that book is really important for her vocation and her future, but for his father its like if you had a daughter and she asked you to blow 5000$ on the latest smartphone.
Sorry, Pinkie, you don't get fauxlisophical musing when you decide today is Raunchy Day. I can't get into the right headspace for it.
Still, it seems that Pinkie's humor is as much a defense mechanism as it is a reflexive mood lightener. With the narrative slowly shifting to focus on her, it will be interesting to see what comes of this. (Yes, I know, Social Link storyline, but they're much more tightly woven into the main story here than in Persona games. Besides, she has Next Victim status.)
Looking forward to more, though I have to wonder when Flash will grow inured to the female form. (Not if, when. Luck seems to favor him. Whether it's good luck or bad is a matter of academic debate.)

There's a very simple reason why these characters were not developed, why they were never heard from before and won't be heard from again, and why we can't be privy to their motivation or why they thought they wouldn't get caught:
Just like the games, this is a first-person narrative. It's not omniscient. It only knows what Flash knows, sees, or experiences. Those two characters never entered his life other than tangentially, and he has no reason to track them down to see what's up with them when he doesn't care about them, he cares about Dash.
Another reason is a literary one: their actions and their repercussions serve only two aspects of the plot --the further development of Dash's character, and the greater narrative about bullying and gossip pervading the school. That's their entire function. Even a third-person account would only waste everyone's time by attempting to develop them. There's plenty of examples of stories where a person is mugged or attacked and the audience never knows anything about the assailant, because they're not the focus. The victim and their feelings are the focus because we also care more about them.
Look at Batman's origin story. For a very, very long time, all we knew about the mugger's motivations was that he wanted to rob the Waynes. He was just a random thug, a symbol, representative of society's faceless crime, and we didn't care for him; we cared about how his actions influenced the other characters we did care about. Sure, some other writers thought it'd be interesting to explore him, much later on, but the original story, as it stood, didn't need that. Just like THIS story doesn't need to know anything about these two thugs other than their direct, immediate impact on Dash and how it affects her, personally, and her relationships with other people.
As for the "real life" part? Unfortunately, and even IN real life, people really do think they can (and often do) get away with it because fear and shame are extremely powerful motivators. Many victims with clear proof of their assault never come forward because a) they fear an even worse retaliation, or b) couldn't bear to be seen as victims. Abusers know this, and if their victim doesn't have a support network, life does continue as usual for them.
