So a literal newborn is more competent than an adult? I can understand him having problems. But it's just a different body. And not so vastly different as to be confounding. It's your story to write how you want, but the premise that he can't figure out how to walk just doesn't work at all for me.
He really sound mentally ill, even if taken into account his transmogrification panic if he is willing to hurt himself like that, probably going to leave a nasty scare there. It wouldn't have happened if Angel Bunny was holding his reigns.

To be fair it’s an entirely different body with an entirely different biology and shape.
He now has different muscles and body parts that he hasn’t learned how to use .
Like imagine if wings suddenly appeared on your back but because you weren’t born with them or the instinctual capability to move them they are useless.

Having completely new and foreign limbs like wings, especially in the show since it requires magic for flight, is completely different than using four normal limbs to just walk. Unless his new body was given muscles that are too weak to support him, that physical therapy angle doesn't work either.
Balloon was a good choice. Maybe miscalculated the altitude and approach a bit.

This is an incredible series of bad judgment calls, will certainly land him in the nut house easy. this is starting to remind me of Whiteout, by Hyper Atomic, from a long time ago, great premise too bad it was cut so short. I would guess that he will get stuck under the custody a social worker or retired guard, or loses any presences of being allowed any choices for himself anymore. I winder where this story will be going from this point onward now that he is captured?

Does she have an interest or plans for him in some way, like how much trouble he somehow manage to put himself into, or know there is something more then just strange in his existence. I wonder if we will see him dream human self, to keep him seeing to want to be human again? Did Luna do something to him in his dreams?

With how derangement he has been already, Claiming to be a talking hairless ape pony thing? Obviously yes. He is a danger to himself and anypony around him, it's only a question of time before he lets his insanity run wild again. I wouldn't be surprise that he is a contrarian by nature and jump head long into danger just to spite someone he doesn't like.
I would also wonder what Luna has peered from his dreams and what she could discern from them? It's possible that she originally visited him for that reason, what was her interpretation of what she saw or if she could even do it? Could she see his very existence as a rupture in the veil which the have to keep an eye on him? Or maybe he has an aura of chaos around him.
Looking forward to see where this goes.
I don’t think he’s a danger to himself. He’s just had no opportunity to process this new environment; the culture has been rather difficult to navigate. Fluttershy wasn’t explaining much. Rainbow was aggressively hunting him. Applejack straight up arrested the guy and wouldn’t listen to him. Celestia’s guards weren’t exactly friendly.
Though he did misjudge the window from the clinic, I think he was right to run. But now he has a chance to orient himself.
I’m interested how Celestia will react to Luna’s report, “We see no major issues, Sister. Perhaps you can grant him a library card. And Our niece might offer him some counsel. Mayhap ‘twas Thy stature or Thy girth that spooked him so?”
