Alright, so the obvious big question is who actually shot first, but now after that last scene with Dash's thoughts there's the new questions of how the zebras got Balefire and how they were able to develop it to such a huge extent without the Equestrians knowing. I also have to wonder how much of their arsenal the Equestrians even got into the air—if they didn't know of the imminent threat, they might not have had a direct impetus for building up a MAD scenario like in the real world (or the original FO:E), and so they may not have had everything set up for fast response (though topkek that they made sure to squish the buggos in their first reaction, at least that's what I'm assuming the bomb to the south was that Dash saw).
I could see it all being arranged by Spitfire—she's certainly been built up as a villain in this, so it could all be a part of her dastardly plan to exterminate the mud horses and stabby stabs and bring forth the glorious feathery future. The bit we've seen of our favorite pink sociopath kind of makes me turn against that idea, though...something about 'Primrose' makes me doubt she'd find it in her best interests to push the world into that kind of state. Maybe I'm giving her too much credit, though.
Hell, maybe it was all Primrose, beyond Spitfire even knowing. We know Balefire eats magic, and Cozy did try to delet all magic in-show, so it could fit.
On the other
hoofhand, if the zebras knew they'd managed to pull off their supr-seekrit balefire development this well, maybe they just decided to #yolo it and plan for taking less damage because of the relatively unprepared state of the Equestrian response. Cold-blooded, but not out of character for this war.Buuut I'd like to throw out a crackpot theory here: it was Celestia. This is motivated mainly by two things:
Hell, I'll even go one further: maybe the zebras didn't have Balefire. Maybe these are all Equestrian bombs. I suppose this could actually fit with Spitfire being the Big Bad too, but even with all the power she managed to accumulate I'm a bit skeptical she'd be able to pull off turning the nation's entire doomsday arsenal against itself. Celestia though? I think she could wheedle or powermurder her way past any failsafes and git 'er dun. Hecc, maybe she went full Daybreaker.

Maybe one of Twilight’s projects. Not something she had the luxury of worrying about.

Reading this paragraph was mentally blurry, almost as if it were on purpose to distract the reader with mental images. Only to be disrupted and snapped back into focus to witness the cataclysm.
