I thought it was Nimue who shoved Merlin into a ancient oak tree?
Given what victorean corset wearing ladies went through, without magical potion assistance, healing etc, I can vaguely grasp how Merlin would do such a thing, but still, that lines of research that didnt pan out? Or they did and that why it was only excruciating instead of absolutely fatal?
Hopefully the refinery crew, given the place still works and not just a couple lights etc, were a crew shift replacement bus, but thats only a few, unless they happened to be shipping them in via ferry, which why would they given the town nearby, to have the numbers? At least one large aircraft or ship has managed to arrive safely, given the numbers?
If the surface of the volcanic island is so bad, if any, theres most possibly Dogs, Dragons, Changelings, and maybe Sea Ponies, Sirens in the water? Unless Kelpies and other races are on the list and possible?
wow lots of action and things are really building up for the next few chapters.
a awesome chapter.
on a side not we should all send out best wishes and a speedy recovery to Alden MacManx the normal and most amazing editor for this grate story.

Depends which part of the legend you're reading. Some say he only pissed off Nimue (aka Vivian), some say Morgane hated him more, I'd say he was kind of a dick to both of them. Both could reasonably play a role in this.
As for the oak, I'm more inclined to go with him being shoved under a menhir. His tomb is a landmark in Broceliande after all... though less impressive in real life.

Sirens I classify as monsters and thus not a possible returnee race. Hence why Sonata Dusk was fighting for the Four Horses in Copenhagen.
Kelpies... part of me wants to classify them as seaponies (maybe a subspecies), but they could also fill the same place as the dwarves in Narvik, except in the scottish part of the Celtic Nations. A group of them venerated by returnees in the bight of Kirkwall/Scapa Flow maybe? Either way, maybe that should remain open-ended.
And lastly: when I decide which species a country gets, hippogriffs and sea ponies count as the same species. No reason not to: they can shift back and forth between forms. Seems ideal for island life, which is the reasoning why Filipinos and Indonesians on the crews can return as one (or as Ornithians). Same reasoning for Cuba.
*blinks* Damn, really nailed my reasoning on the head there. That's a bingo, barring a few details.
You forgot one thing: yeah Merlin completed the enchanting on his skeleton so technically he was done... but he was a wizard in the 5/6th century. What's the saying again? A magician never reveals his secrets? He's a mage, not a scientist, and they're not exactly known as eager to share their research...
Unlike now, where he's spent years in Equestria to grow accustomed to the scientific methods of modern Equestria and the anti-plagiarism apparatus of modern academia to protect his research from theft.

Something I just realised, thinking of the bus, is given the average number of passengers on the average number of planes in flight for an average period of time, what the average number of returnees per plane that would have a far better chance of survival, due to the plane taxying or otherwise being active but ground bound, and so classed as a single transition vehicle? I mean, a whole 747 or A380 appearing in the middle of a forest or on the surface of a lake or ocean at Hong Kong would be one of the less survivable due to all that drop, puncturing, fuel etc? But mainly, open areas kept open should be easiest and best?

That mostly brings back to a story that's already been written about: https://www.fimfiction.net/story/313972/safe-landings Goldfur has done a good job of describing the logistics of planes reappearing I believe.
Though he does focus mostly on ponies and airborne planes. Returnees who come back aren't necessarily ponies, so the inability to control the plane isn't as much of a thing to, say, a griffon, dragon or Ornithian. Ponies though? Unless the pilots get help they're proper fucked.
Aground and taxiing is as you said: dependant on the area and how much overgrowth there is, though evacuation features and the lack of altitude means those who return like that are that much less at risk of perishing. The odds aren't good, but they have their chances.
Honestly? I think those in the most danger were those that were either taking off or landing. Mid-flight they still have some time to evaluate the situation and (if they have paws/claw/talons) realize that most species have one finger less than humans and whatnot.
...
And then you have the unlucky fighter pilot who comes back as something way bigger than a human like a centaur or a minotaur. D-dogs are big too, but at least with them that would just be a tight squeeze, they might be able to eject.
