Domestic dogs might take a while to pack up depending, but this is a major port, so there must ahve been several containers and shipments of various animals going through at the time, and even currently, rats will do their best to help others out of traps etc, even if its a toy robot rat with a fur coat that can move.
Im feeling theres a paranoid submariner going conspiracy crazy with proof that the world is out to get him because Everythings changed and the worlds the same.

As far as Zeebrugge is concerned, it's not really a terminal for the transport of cattle or animals in large quantities. Some zoos do ship animals through there sometimes, but it's really limited in volume (by that I mean one trailer at a time by car ferry) and they try not to leave them too long in the transit yards. The vast majority of animals you would find in normal circumstances would be pooled around the passenger terminals and mostly be pets. But really, what they're about to face is the reason this story doesn't entirely follow actual PaP canon (hey I told it in the synopsis).
The soviet submarine really is more of an oddity than an actual plot point so no need to dwell on it too much. I just felt like adding it to the story because when I was looking at the satellite pictures, I saw it and was like 'the hell is this doing here'. Turns out locals bought it second hand and turned it into a museum ship. Several of the same class are also on display in Kaliningrad, San Diego and Visakhapatnam.
Whatever kind of buggery is crawling around, I'd give this mixed bag of griffons, dragons, 'dogs and 'cats better odds than a bunch of random ponies. 'tis worrisome though that that emissary evidently didn't find whatshisname, wonder what happened to them...

Another thing. Went on google maps a few minuets ago and there is a red and white coastguard or lightship looking ship just in front if the sub. Was that there in 2015?

It's a lightship. Stopped there recently (and I can tell ya Zeebrugge is a shit place when you're trying to leave by train, really the arse end of the railway network), and it's still there. The submarine was closed tho', apparently it had been there for so long its hull was threatening to break from corrosion... or that's the gist of what I understood. Sue me, my dutch is utter garbage and the local dialect is gibberish.
They're actually not that uncommon to see in port towns all over Europe. I guess when they pulled most lightships from service they felt it was a good idea to turn them into museum ships. There's one you can visit in Stockholm.
As for its presence in 2015... did a little bit of digging. Here it says it's been in Zeebrugge since '94: https://en.wikipedia.org/wiki/List_of_lighthouses_and_lightvessels_in_Belgium#cite_note-Rowlett-1

As a resident of Zeebrugge I want to add that the old submarine has been turned into scrap metal. And yeah it's the ass end of nowhere. Idk in which time this fanfic takes place but I hope if It is parallel to our world I hope they find my house wether I'm alive or not is not important. Since well generators and solder paste equipment is useful :p. And I can add there is a fabric shop in Zeebrugge for those people in the fanfic and behind it is a garage with a lot of tools and three generators so idk maybe to much.

Shame to hear it's gone, but then again as far as I checked there are other Foxtrot-class subs on display around the world. Makes me wonder what they're going to replace it with, maybe an old minehunter from the local navy when they choose to replace them.
The story happens in May 2015 though, so it ought to be there at the time.
Can't say I saw the fabric shop last time I was there, or I didn't notice at least, even though I legged it from seaport to station because screw it, it's close enough and I'm not paying a taxi for that.
Still, of all the places this story's been through, Zeebrugge is the one I expected the least to find someone who's actually from there. I hope my depiction of the place satisfies you. :)
