For a quick sum-up, I’d suggest Wikipedia's Page on Hostis Humani Generis, the real-world equivalent.

I actually have a question regarding the legal status of warlocks, pirates, slavers, and the like. I’m aware that they apparently are branded “enemies of ponykind” and that the title means different rules apply when prosecuting them, but what are those rules exactly? Are they immediately dubbed “wanted dead or alive”, or just simply hunted and punished more harshly than other criminals? I mean, magi apparently specialize in hunting warlocks, but I just sort of want to know what their standing is in the legal system.
