I think the idea is that the Spartans were calling it a bluff because Alexander had deigned to send a letter threatening such instead of just doing it. In other words, the response to Alexander saying 'if I bring my armies to your land I will blah, blah, blah' was 'yes, IF you do that'. I imagine there was also an implication of 'if you and your armies make it that far'.
The story reminds me of Age of MythologyGreeks-Egyptians-Vikings! each of the 3 to a different country! in a vortsezund you could meet the other 2 each starts in a different country! (and found each other in the end! just an idea for the absence of the others!)
