That tends to be the case in many stories I read here. The problems range from "it's a test" to "she's completely clueless and lucky to have survived this long". In most cases, it's just crappy writing (or just Celestia holding the idiot ball as if it was glued to her hoof, or something)... There's the occasional mental illness, or a prolonged bout with self-hate (there's that one story where she repeatedly throws herself in rage at the protagonist, knowing she'll lose... and it's later revealed that she's trying to suicide by main character, sort of).
The best sort of story is when the rationale behind Celestia's little bout with incompetence is "it's a test for my pony (or ponies)", and it backfires horribly. Murphy's Law states that if there's more than one way to do something, and at least one of those will end in complete and unmitigated disaster, someone will eventually do it that way... but there's no reason why "eventually" can't be "the first attempt". ;]
