Is Silver being honest or is she just doing it because she wants to pile on to Spoiled's work load? I can totally see the latter being the case as she is still somewhat of a bully. Even though she tries to be nice that will always be with her.

I think it makes more sense than Silver doing it just by chance at the exact moment Spoiled is lamenting. If she does it to punish Spoiled it would make sense as she could likely just read her expression and the tone of her voice. She would likely indeed be interested but it's the golden opportunity to rightfully punish Spoiled that pushes past her hesitation.
I know Silver is a follower but nobody is ever completely one thing or another. Silver was happy being a bully so she does have the underlying sadism that a bully does. Just because she is submissive to DT doesn't mean she is incapable of acting on it on her own.
That reminds me:
I do hope to see some bullying from DT towards her mother. Flaunting her power and actively trying to add to her misery. She was a bully for a long time and that instinct can never go away. It would be nice to see it again but that she now only uses it on ponies that deserve it.
