Twilight was already established right from the get-go as one of the most powerful unicorns in Equestria. That being said, she was unable to practice magic because of a plant, had difficulty levitating several animals at once in a continuous pattern, and was beaten by changelings.
Discord clearly does not have the power to do everything. If he did, he could have broken out of his statue at any time. The moment he was free, he could have made Celestia, Luna, and the physical elements vanish. He could not.
When the bearers came to confront him the first time, what did he do? He set them against themselves within a maze. He could have killed them, banished them, etc. Why doesn't he? Because it fits his character as the GOD of Chaos.
You have some human who put on a hat and literally gain the power to do anything forever with no way of ever stopping them, no way for them to ever face a challenge or grow as a character.
"What? A quest to go and find an ancient cure of a strange disease plaguing the country? I wish the disease was gone forever! Yay!"
Or, in the case of LoHAVs, "What? I acted like a bored jerk to ponies a long time ago and that made me public enemy number one? Oh no, whatever shall I do with my literally infinite power? Oh, guess I'll go and act like a douche 'for teh lulz'".
