Hm, I suppose it's a good thing I'm not writing this story. If I was I would've shot Regal the moment he opened his mouth. I prefer the direct approach to dealing with problems.
Regal's goal is noble, but he's going about it the wrong way and will make a huge mistake.
He wants to preserve everything, but he still wants every tree and piece of nature removed from the city. He's going to do exactly what he blames the other ones for. He's nothing but a hypocrite... And Rarity's vanity really comes into play here... Gosh I can get so annoyed at that blasted fashionista sometimes.

No one so far is concerned about the vanishing.... well I certainly am.
I have this nagging feeling that a schism will be formed between Twilight and Rarity for a little bit if not a while. Can't wait to see how this plays out!

Virginity is symbolic, yes, but it has little reason to be so. Virginity means very little, and let me tell you that there are some pretty good examples -both in the fandom and outside- of non-virgin characters fitting the spiritual views of innocence and purity.
And perhaps 'disgust' was used mistakenly... it does, however, make me frown every time. Though if I come across as a prude from my wording, that wasn't my intention - I am just a bit too prone to discussions. Worry not, I am perfectly capable of reading romantic material of an intimate nature; it's the reason of it that I'm disagreeing with here... everything else is good! The set-up, the story, everything was going just fine and then... this; like just looking for a sub-par excuse to write clop and tie it in to the story in a relevant manner. Like making a nice car that is pretty decent in every way save for the fact that the doors are held with duct tape.

Rarity is looking like a tool and Regal like a haughty unicorn supremacist. Together they might just stir up enough trouble to be a nuisance if Rarity doesn't pull her head out of her rump. Ah well, Twilight will be there to sort things out! Nice update, hope to see more again soon!

Regal is not thinking this through with saying that he wants to preserve everything and yet he wants to get rid of all natural trees in Canterlot merely to scorn the Preservation society. Very few can get away with the reputation of being a hypocrite. I bet he doesn't even realise it.
Rarity is no doubt in the dark as well about his true intentions and not seeing what ramifications there would be IF Regal would be successful.

I can see Twilight studying the book thoroughly and deducting that the magic of Synthetic actually used life energy to create items,
so Regal has been actively teaching pony's how to commit suicide. He and every member of the MUSC will be arrested and tried for
endangerment of pony life's.

2 - If you thwart them in their own game, they'll never be able to do anything again despite living.

Perhaps outside of the story, your view may very well be correct, and even validated. But, let me debunk your theory in context.
The magic of the night is also the magic of creation. Of birthing and love. For Twilight to COMPLETELY understand ALL facets of the magic, she would have to be intimate with another, to understand the connection between two ponies, and it's significance in the eyes of the night. Twilight's innocence was not her virginity, but merely her lack of the knowledge of the connection between two ponies and how important it was to her study.
Luna, in her brash and albeit imperfect approach, equated Twilight's virginity with her innocence. Could she have explained it to Twilight, and perhaps had Twilight come to love her from a different way? Yes. But Twilight losing her virginity was both expeditious and convenient. Not to mention enjoyable. Luna's approach was the best solution to the problem of Twilight learning shadow magic. In doing so, she risked losing Twilight as a lover and a friend. Then again, to Luna, such a thing was a necessary evil. And one she would readily undertake again, if need be.
TL;DR version:
Innocence is not virginity, merely a lack of understanding. Which Twilight had in abundance, at least regarding this specific topic. Luna's approach was time-saving and easy.
The ending was a bit abrupt and didn't really explain what Twilight's thought process was like. I like the new development, with synthesis and all, but I can't shake the feeling this magic is lost for a reason. Ponies of the past wouldn't just say, "Oh, making food and shelter with our magic? Rare and valuable materials at the flick of our horns? Naaah, screw this! Here's a spell that makes mustaches and zippers! Let's write it down and pass it to our children's children." There's bound to be more. I can't wait for more world-building.
Also, be careful not to follow the dialogue of one character with another character's reaction. Don't do stuff like,
Instead, move the rest to a new paragraph. Also, speech at the end of a larger paragraph stands out in a bad way. Just have it standing on its own.

so not really gonna comment on the meeting. I'm just gonna mentally handwave that committee stuff away because its not really important at the moment and as a political science major, I dislike the way its set up.
I'm thinking the magic of synthesis might have a bit of a problem with it if its fallen out of use multiple times. there's no way something so convienent would go unnoticed for such a long period of time. The library under the desert reminds me of Avatar too.
Rarity is being silly/stupid and until otherwise stated, I'm going to assume she's under some mind control spell.

First Twi must master the element(branches of magic). And now there is a buried library in the desert. So when does the flying bison come into play?
Honestly. The Movement for Unicorn Superiority? That's about as subtle of a name as The White Power Council.
And yeah, something's seriously up with Rarity. She might be vain, but she's certainly not stupid or a whore.
How long until Twilight remembers that in addition to the Magic of Synthesis, there is, at the very least, five more types of magic she hasn't come across in her studies yet. To keep all things in Harmony, all of the magics must have an opposite. So, what is Synthesis' opposite? Then, if you look at some of the villains, there is Discord and Queen Chrysalis. Discord has his Chaos Magic, which is countered by Order Magic. Then, Queen Chrysalis has Changeling Magic, which was confirmed to be its own branch of magic in the chapter where Twilight found out how to repair the shields in the Crystal Caverns, along with the opposite of Changeling Magic.
Are these considered forgotten magics as well? Or did the author forget to put them in?

Another swell chapter. Twilight thought she was going to learn a new, rare type of magic, but sadly it was just some semi-forgotten type that has no Equestrian documentation. I'll be looking forward to reading how her practice with that plays out, as well as how she deals with those stuck-up snobs.

I feel the need to say this much: Twilight still has yet to mention that Nature IS a branch of magic, do removing all the pants would ruin the city's harmony and balance.
Also, I fear that Rarity seems to be brainwashed, or otherwise enamored with Regal, despite her already being in a relationship.
And as a word from a long time editor of essays, fics, and stories, your use of it's instead of its is annoying me. It's is the compound form of it is. Its is a word that is possessive.

So, Glad I stuck it out. Story has genuinely only gotten better as I read it.
After that initial overload of Clop near the beginning It's mellowed out alot and become much more Well placed and paced, though perhaps still a tad long winded, and I'm super excited to see where this next arc is headed.

Well at least for MLP equines they do technically have arms. Since their forelegs are of a different structure and movement their rear legs. And they do use their forelegs as arms, and in a way that humans use their arms.
So calling them arms is something that's doable and makes a bit of sense.
