Theory crafting aside, great chapter! Though I really want to know what got Rarity in with them in the first place. It couldn't have just been the magic of synthesis after all.

In my opinion, being involved in a movement like that is something I can't see Rarity doing. There's something odd about this 'Regal' chatacter, and Twilie is gonna get to the bottom of it, but for now we must wait!

Seems almost like Rarity is having an affair. Granted I never liked her fiance in the first place but the idea of Rarity cheating on anyone is pretty OOC.
Regal is either a power-drunk moron who learned magic from a puppet master, or worse he's some kind of avatar for an ancient evil that wants to destroy Equestria. I could see it going either way, really. Really only one thing is for certain: bitch is getting smacked down.
No doubt there will be something sinister about Synthesis magic. Some critical flaw, or how it's done, or something. I don't doubt that Twilight will learn the secrets, and be forced to act. Probably some adventure, combat, and political power plays somewhere there.
I love Twilight's talk with Rarity though. Oh, the magic is wonderful, but I'm still crushing the movement, get out while you can.... love love, kiss kiss, bye.

Nice update! Rarity being a part of that opposing faction doesn't surprise me. For the element of generosity and one of the mane six, she has always been the most vain and at times one of the most clueless, so she's nice and in character there. Hopefully she heeds Twilight's advice and backs off though. Also maybe it'll turn out to be nothing, but if Twilight is amazed enough by the mere concept of creation magic, then something is definitely off about some random unicorn from BFE impressing her with it. I smell a catastrophe a brewin'.
Just a quick note I feel like pointing out. This is politics, since when is there such a precise view of right and wrong in the political scene. Two sides to every story and all that jazz.

For some reason I don't see Rarity as ever getting rid of all Plant life. If she is she is being controlled some way. As for this Creation Magic I have a feeling that there must be a balance you can't just create without something being destoried and if you do you upset the balance thus creating disharmony or discord. Thus it will balance out and Creation magic will be followed by destruction magic the ulitmate in destruction in which something is made to nothing no atoms no anything. Also if all plant life is wiped out oxygen will become imposible to create without said Creation Magic but doing so will again wipe out balance in the universe and something will occur to stop it.
Plus earth ponies everywhere would flip the fuck out that the one thing that they are linked to more than most anythin is bein destroyed. Either Creation magic is outlawed by Celestia, Luna, and twilight or someone is gonna be rained on by the fires of heaven.... weather its twilight or luna raining I don't know yet. Anyway I can honestly say regal needs to get a beat down. I can't help but feel that he is linked to rarity somehow whether like stated is in an affair with her or 2 is her or her fiance I can't say.

actually, the balance for synthesis magic is that it's not permanent and the fact that it's impossible to MAKE it permanent. as for rarity backing the whatch a mah call it, i could see her doing it if she was mind controlled, blackmailed, or had the hots for whats his face. and also, i had an idea for how they could fix the oxygen thing (not that i'd want plants to be gone, it was just an interesting problem to solve), they could use magic to take the CO2 from the air, break it down to it's base components, and then put it back together again in the form of oxygen! think it'd work? also, i'm not trying to call you out on your opinions or anything, just stating what i think and your comment gave me interesting topics to cover.

Am I the only one concerned of what will happen when Twilight tries this new magic? I mean she will most likely go big, like repair a mountain big, and that might cause a backlash of some kind.

Depends. If I'm feeling it I can get a full one done in about 15 minutes.
The hard part isn't the rhyming, is actually matching up to the beat and the pentameter the song sets, that's where most people fall down, so a lot of it is going through the song slowly and matching your lyrics up, seeing if they gel or not.
It's one of those things where quality improves slightly with practice, but speed, that improves exponentially.
I find the idea that Luna got interupted while making a bed for a "love nest" pretty funny. Then again, it was just making a bed, and the guard didn't know what she was doing it for. I wonder if the princesses have emergency alert spells linked directly into their bedchamber to warn them of stuff, especially after that whole changeling thing or wards to keep people out. If a guard can just come and go, held back only by say, other guards then that'd be a decent security risk.
How do you sabotage a seed? Its a seed. You can't really give someone a seed that you KNOW won't grow, as far as I know. So instead, I'm gonna assume he used some nature magic Twi hadn't seen before or sense to slowly kill it. Also, Luna, he couldn't have sabotaged the lesson because that WAS the lesson. Sometimes, life sucks like that.
If the main naturalist/gardener/person who tends to plants, who's only seen Luna and Twi together that one time, can see Luna's feelings for Twi, what does that say about everyone else who sees them interact on a daily basis? Could that be getting out to the public anytime soon? Also, someone might connect the dots that Twi and Luna were both "missing" for the weekend. As you said in an earlier chapter the Archmage is somewhat of a celebrity to the common folk so people might notice when she goes missing.
"Movement for Unicorn Superiority in Canterlot?" what the hell do they have to do with building projects and forests? Why are they even representing themselves to a naturalist committee? They'd work much better as a political lobby. And this whole, you have to find a way to protect plants forever or we'll disband you seems like it would make the committee redundant anyway. If all the plants are protected, then would they even need to have a committee dedicated to protecting them? I don't think they can legally demand that. Also, this whole ultimatum thing seems a little too easy to use. If anyone can just issue ultimatums, where failure to meet them means an entire committee (that I assume has been around for a LONG time) is disbanded for twenty-five years and a 90% vote (almost an impossibily) then there's a serious problem. "An ultimatum is generally the final demand in a series of requests. As such, the time allotted is usually short, and the request is understood not to be open to further negotiation." What are the other requests? What is the time limit?
Now politically speaking, the idea to "level all forests, woods, and standing trees in Canterlot, to be replaced with synthesized buildings, apparatus, or works of art of a magical nature in an effort to promote Canterlot as the magical capital of Equestria, and provide a better environment for magic of all kinds to flourish and prosper." should be a major undertaking that would attract HUGE public debate, turning the whole thing into a kind of hot button issue that would draw probably national attention. People like their trees. Same with the new school of magic.
In addition, why is a foreign royal pony, who by all rights should have NO legal standing in Equestrian politics, dictating ultimatums to committees about the local environment? This seems like a breach of international politics big enough to drive a oil tanker through.
Now, onto the new school of magic. Synthesis, or Creation huh. Well. There had better be some hard limits or checks placed on that or this is gonna get out of hand. This changes so many things in problematic ways including, but not limited to: security risks (creating a weapon right before you have to use it, or making an army of dolls behind the city barriers, using some of that nature magic to give them life), the economic repercussions (fake money, all the jobs people will lose), social repercussions (make your own damn house, who cares if you didn't buy it, if its up to code or how it looks, property values be damned. no more hunger cause you can create food) and so on.
Now, as with the previous statement I made about the proposal, the whole new school of magic thing should ALSO be a huge issue that EVERYONE would probably know/have heard about very quickly and have formed an opinion on. Hell, there's probably a whole group who maintains that to use it is "unnatural" already. Protesting and everything. Point is, this new magic is gonna have HUGE repercussions in so many different ways in the public, private, social, economic, philosophical, ethical, scientific and political sectors. Hope you're up to the challenge!

1.IMO, Changelings are no longer a threat to Equestria
2. Despite Twilight's 'celebrity' status, she's rather exempt from social functions and whatnot. She has disappeared for days or weeks at a time to just study. The public wouldn't miss her for a weekend.
3. The time limit was until the next Greater Canterlot Council (Still undetermined, as I don't operate from a set calendar or anything.) In legal terms (Equestrian legal terms) an ultimatum is just a parameter that needs to be met, or certain action will be taken. Typically, these are very mild and don't call for much action. In this particular case, though, they do.
4. As far as "Hot-button" issues or "Huge political debates" go, why do you think all these committees exist? (Hint: It's to address "hot-button" issues and hold "Huge political debates"
5. Regal's character is, technically, an antagonist. But I know very well the way I'm going to develop him. There will be much explained about Regal in the next chapter.
6. Rarity specifically states that the items created are temporary, and fade away after a time. In addition, it will be explained that items created with this brand of magic are easy to detect as such. Next chapter.
7. About the magic of Synthesis: Wait until next chapter. I can't spoil anything.

What i don't get is what gives this "movement" the right to give the Comitee an ultimatum like that.
I like this concept of a new branch of magic but I do hope you make it something like an equivalent exchange sort of thing. As long as it isn't like creating something out of nothing then I'd be ok with it.

Spoilers for answering this question, so I'll just say it's the way Equestrian politics work. If you'll reference my previous comment, you'll see that these "Ultimatums" are usually mild. But any committee, movement, or council can issue one.

What is everyone's issue with synthesis? The things conjured are TEMPORARY. Rarity was VERY clear when she said that. They don't last, and are easy to pick out as being synthesized. Meaning any unicorn with a horn could tell it was fake.

Its not very clear on HOW permanent, but even a week is long enough to take the short time to renew the spell to make it permanent again that it can be considered effectively permanent from what we're told
Also from what I can tell, Mr. Yoke is saying he's not liking that its creating matter out of nothing, which for normal physics is impossible. Its magic though, so I don't really have an issue there as I assume its creating stuff out of magic or air or something.

as for #1 it wasn't really changelings I was thinking about, really it'd be any security issues like the whole coup attempt a few chapters back. knock out a guard, don his magic armor bam you look like all the guards and have access to the princesses bedchambers. Either way, it wasn't a huge deal and probably has no bearing.
#2 - that makes sense, she can be a bit of recluse
#3 - hmmm maybe should have used a different word than ultimatum if its a more normal thing. Ulitmatum sounds, and is defined as a very final thing. Though in this case it fits, what with the outcome. Maybe a "binding resolution" would have fit better?
#4 - Its almost worse that the committee might be disbanded then. I'm not sure of the political structure (maybe want to go into that in more detail sometime?) but destroying the voice/representative of a portion of the population seems like it would be a very extreme and unpopular move then.

#6 - see above. its really that one sentence that allows for the possibility of permanent stuff, albeit on a magical renewal lifespan. As for detection, there are a few questions I still have about that. Is there a limit on the distance it takes to detect something? can one detect smaller items when they are surrounded by larger other created items (a small synthesis made knife inside a larger synthesis made house)? Are there way to stop items from being created (probably) in certain areas? I assume the next chapter will answer most Synthesis related questions though. Or give me new ones while answering only some!

I do find it interesting that Rarity was able to demonstrate 'Synthesis' magic so very aptly and got in on the new magic so quickly. We never actually DID see Regal himself use it, and in all honesty it is a little strange that a foreign diplomat would involve himself in what is essentially a domestic lobbyist group. It's also a little strange that Rarity (an artist), would deeply involve herself in politics, even if it benefits her.
Honestly, I'm wondering if Rarity lied about Regal inventing it, and she is in fact the originator whereas he is basically her patron. They might have struck a deal where he gets the rights to claim 'Synthesis' as his invention, (and the political points this gets him at home), and in return he promises to push 'Synthesis' magic and garments made from it to an absurd degree with all his political weight. And it makes sense, really. How many weeks is a new garment in fashion? Synthesis is a goldmine for Rarity.
If that's the case, Regal may have just decided to make some waves about Synthesis in the most dramatic way possible and be more well-intentioned than he comes off as. We shall see.

Even if it's temporary, you are technically creating something out of nothing. Plus from what PocoRitardo said, Rarity states that it can be more permanent. That's sort of against the idea of the object being temporal. I'd prefer if it were something along the lines of alchemy from Fullmetal Alchemist (equivalent exchange).

My immediate thoughts, from the moment Gable asked Twilight to write out the proposals for him, was that this is all a fake, a show, a test for Twilight to pass. A casual excuse from Gable, a supposedly "new" branch of magic, Rarity being rather hesitant about letting Twilight at Regal. Rarity automatically assuming that Twilight would be against her cause.
For a moment I thought he was just an illusion, but that was about 90% busted, when Rarity gave Twi the go-ahead.
The whole scene with Rarity and Regal bursting in felt rather set up.
