I would like to say that I do like this story, but I would also like to say that as I read this story, I kept thinking the same thing over and over.

This guy is just miserable and it all stems from his pathological need to make everyone happy. He is also unrealistically hard on himself, blaming himself for acts and decisions that the average person considers common sense. That being said, I have found myself pondering about HIE stories and how a lot of HIE's really don't deserve or should not be in Equestria. I think this came about after reading a story earlier this week where I found myself thinking that the human shouldn't be there. I found myself thinking that: "This asshole is poisoning this that version of Equis."
The guy here in this story really deserves to be there. I just wish he wouldn't spend so much time blaming himself for absolutely everything that happens around him. Hell, if someone cut themselves on glass on the other side of town, this guy would find a way to blame himself for it.
I think the quote from Arelak's story is strangely appropriate.

Send her to earth's deepest oceans once she hits the deepest point she will either kick the bucket or never get loose again considering the gun hurt her because no magic and the deepest part of the ocean will definitely keep others away from her.
If the current arrangements are unacceptable to the delegates, then none of the options they've mention can be acceptable, either--for the very same reasons they're objecting to what Celestia & Co. are doing with her: whether stuck at the bottom of an ocean or inside a volcano, she can always escape again with someone's help.
Off planet would be the safest to send Eris, but just flying about in a random perpetual orbit is just as dangerous as any planetside location--the potential of eventual escape from confinement if her statue falls back to the world. The center of the sun might be an option, but I wouldn't trust it that whatever magic is causing the sun to function could possibly undo the stoning and set her free again--with no guarantee that the heat of the sun would have any affect on her.
That leaves only one viable choice from the available options then: the center of Luna's moon. With no active magic to make it function in any manner to speak of (it is simply a dead rock being moved about by a very long-range forklift every night). No one but the alicorn princesses can possibly ever get there to attempt a retrieval--and they all have a vested interest in making sure that can never happen either.

That's is why I thought earth ocean. Nobody will bug her way down there for years and with the lack of magic she'll get her butt kicked if she tries anything besides staying in her prison. Down where the the layer of earth is so thin the water is hot and there is no sunlight. The fish won't care much about her except for a possible new house.
This is perfect. I'm thinking White Fleet, the pony's could use this. For any leg of the journey that's over ocean a small fleet of ships would do, if anything happens his "support" staff would be available for any humanitarian or "security" services. Same for any land locked country, he would obviously have a train.
Unless you're saying that dragons are egg-laying mammals, which I highly doubt, it is downright stupid for Ember or any female dragon to have breasts. The same goes with Chrysalis/changelings or any other non-mammal species having teats or breasts. There is no evolutionary reason for it. The only reason you'd do it would be for fanservice/fetish reasons. And that, frankly, is a disappointment.
This fanservice/fetish tendency is why I normally despise anthro stories. This one has been an exception to that rule thus far because the reasons for any anthro forms can actually be decently explained in-story. I'm not seeing how you can explain giving dragons breasts though...
Do not get me wrong, for the most part I have genuinely enjoyed this story. I wouldn't have read it if I hadn't. The way you've referenced the Hasbro MLP franchise is done in a way I've not seen in any other story before. Your turning Vancouver Island into Avellon and subtly altering world history was another thing I've never seen done before and I liked that a lot. I'm waiting to see the rest of Eris's backstory before I decide about her, and I highly doubt we've seen the end of her.
I also can't help but wonder if Jethro should bring up the casualty figures of the World Wars to the representatives at the conference. They're upset at casualty figures of hundreds to a thousand. They should really be made aware of the kind of horror a world war could cause, and the death tolls in the tens of millions/hundred million range. Get why they really need to work towards a world peace of some kind to prevent that kind of thing from happening.

I wouldn’t really trust in “lack of magic”, either. The banished sirens clearly still had some effect there.

Well one the odds of being spotted in the first place is not high and two they probably figure she came from ship that sank years ago and she all that left. Don't there the ocean floor isn't very stable and surely anything else that would survive Down there would not last long.
