8814266 While fair, honestly, Apple Bloom would need to be more worried about people thinking she was trying to seduce Tender Taps as he is Ponyville's number one dancer, and seen as a complete fairy by all of Ponyville. Or, was before what Apple Bloom saw.
Okay so I'm big on transformation stuff. Mostly genderbend, but that doesn't seem like a likely outcome for this. At the very least I know Tender looks feminine, but wouldn't want him switching genders.
One interesting thing I think would be neat is if he tries to add Cheerilee to his 'harem' if it does so happen to go that route.
I'm assuming a wish to make her his age is just too much for the wishes to handle, but what if he used a wish for her to "Be closer to his own age" How many years might that shave off of her? If he gets three wishes, he could technically keep using one each day for this, getting her closer, or maybe use all three in one day to speed up the process? If he can eventually get her down to his age, he could start wishing for her to be more comfortable being a teen girl assuming she has problems with that, or maybe even that she could have thoughts of being one of his girls?
Or should this just be one thing we should stay away from? ^^;

Permanent effects are the other big no, as almost anything permanent can then be stacked, so even if it's a small effect at first, it will go far beyond that pretty easily.

Temporary increases to regeneration, or small healing of minor effects, I cant see being to much, slight and hard to notice changes. may also be possible, its how your word it or how it effects. It seems the wishes follow the art of 'touches' it touches you lightly like a Mosquito, you won't notice at first, but eventually it'll get to the point you will. Some changes may be more notable but entirely ineffectual. From what I've seen thus far, this seem to be the rule. Slow and steady, and moving with grace.

Hm, here's a suggestion, having somewhat faster reflexes. If he can react faster, then maybe he can avoid falling on his ass, or at least mitigate any pain because he was able to brace himself. Not very sexual, I know, but, I'm starting off relatively "safe".
Great concept ! I have a question about the wishes, in stead of asking for unlimited funds, would it be possible to wish for a severe discount on things. Example: Scootaloo needs/wants some expensive new piece of scooter equipment, so Taps wishes to find one on sale. Would that work? Also, say he was involved in a raffle, would he be able to affect the outcome of the draw?
Hmmmm, how about for the next two wishes Apple Bloom forgets what happened and he gets to see Scootaloo in a risque pose?
8814452 This is a definite yes on the discount part. For the raffle, he could increase his odds, but it depends on the scale, so he could make sure he wins a small club raffle, but would have no effect on winning the lottery.

Sadly given how it works it's pretty much killed my interest in this. It's just far to limiting for any fun to be really had.

If the purpose is to just get him with the CMC, then just have him wish to increase his confidence and talk to them. Problem solved.

Well no, but I'm not sure if it's because of what the problem is, or if simply you don't want that to be a solution, but I feel it'd be a good first step.
I'm guessing it's more the first one. I'm fairly certain you have an 'idea' for how this is all set up, but the fact is I feel we don't have any REAL input, and that kinda turns me off.
It's like being told there is character customization in a videogame, but all we can really do is change the color of various parts on them.

Can't, author says transformation is out. Most I think he could do is wish to look girly, or pass as a girl and it would kinda work for however long such a thing lasts.

I'd think what would make a great next chapter would be Tender Wishes Road Rage, or Trying to Steal Away Rarity or Applejack because he has the Apple (No Pun Intended) of Apple Bloom, Sweetie Belle and Scootaloo. And, I'd think it would extend into a Dusk Shine Scenario where Tender Taps makes the collected lid of Equestia be flipped on its head.
