Prince Blueblood's 21st is approaching, and with it, his ascension to the throne. The only problem; he's a stallion. All of Equestria's leaders have been female. As have all their children, but for some reason Blueblood was born a male. Celestia thought she could overlook this by finding and teaching a suitable pupil, but Twilight Sparkle has created her own Empire in Ponyville and has no interest in moving back to Canterlot. So the sisters are left with one option if they ever want to retire; turn Blueblood into a mare.
Oh he may protest and hate the idea at first, but he doesn't have a choice, now does he, if she's to rule Equestria.

If I was Blueblood I would be laughing hysterically on the floor wondering why they were about to piss off the pony they were handing the lives of millions of ponies over to. I would give them an ultimatum, I get to stay a stallion or I run the country so tyrannically that it would be a mercy on the ponies for the princesses to incinerate it right then. For the sake of the story it would be a bad idea, but in an even slightly realistic situation it would probably work.

bloodbelle is the only one here who's character is completely out of wack. Celestia and Luna are complete assholes, and everyone else just seems to damn calm about it. No office but wanting to retire doesn't justify being dicks and forcing a change as drastic as gender on someone. As for it being comedy, well then it has to be funny for for that, I'll give you time, and I hope over that time the character get better...

Looks like the Princesses forget about Sunset Shimmer, Trixie, Nightmare Moon, Chrysalis, the Dazzlings, Lightning Dust, Suri Polomare, Gilda and Starlight Glimmer, cause those mares would be such good leaders. You could even consider Spitfire a bad leader in Rainbow Falls. And at the same time also forgot Shining Armor, Fancy Pants, Starswirl, Sheriff Silverstar, Chief Thunderhooves, Seabreeze and King Aspen (from the comics).
I hope that Bluebelle finds a way to keep being herself without losing being himself. There a certainly feminine things she will enjoy but I'm certain that there are also masculine things he enjoyed before. And there is no reason that a different body would mean that she couldn't enjoy those. It doesn't matter what the rest of Equestria think, she's the Princess of Equestria, highest authority in the country. She can do what she wants.
Also hope that the romance tag doesn't mean that Bluebelle is suddenly attracted to stallions. The only thing that changed was her body. She has still the same cutie mark, the same dreams and the same wants. A different body shouldn't suddenly change who she is or was...

I feel that the comedy of this series would be improved if Blueblood started giving as well as he takes. I'd like to see Blueblood start messing with Celestia and Luna with his new found power while looking completely reasonable to an outsider. It might be fun to see them realize that he's not going to let them retire in luxury.
"I can't just grant you two a pension because of your poor planning, that would be showing blatant favoritism! If you wanted to spend like you did as princesses then you should have put money into a better retirement plan. It's not my fault you didn't invest in a good 401K."

OK, gotta say, I love your story so far, most things about it are fine, but the one problem I have is just how forced the whole situation is, or rather Celestia and Luna. They're extremely out of character. You could never imagine Celestia practically forcing somepony to swap genders just for the sake of how it's mostly male rulers who end up becoming corrupt. I'm not gonna call it sexism, that'd be pushing it, but somethings a little wrong here. Did Celestia forget about what happened with Nightmare Moon? She was a mare, so it's not like they never do wrong. Again, really love the story, but I felt I had to get this off my chest.
