His goal: Inform the ponies of the tyranny.
How could he do that? Well, he could make a letter, but then he would be killed before it was sent. Failure. He could plant evidence, but Celestia would notice what he was doing and you know the rest. Failure. But, if he died, he would be sent to a mortician. Add in a hidden letter inside his body, with a note that he is infact being blackmailed and it would be covered up. At least, that was what I started thinking. The mass brainwashing would be hell for years, but they would pull through and nothing will have changed.
